00:00:00
Hello friends welcome friends you know
00:00:02
that the budget document came out after
00:00:05
the budget was announced that which is
00:00:08
of25 26 now if you look at the budget
00:00:12
summary at glance you will notice that
00:00:15
we have they have captured all the
00:00:17
numbers right at the face of this
00:00:19
document you'll find that the revenue
00:00:21
reedt numbers have slightly increased
00:00:24
from the total revenue received numbers
00:00:26
have slightly increased and the tax
00:00:30
Revenue part has increased from 25 lakh
00:00:33
CR which is the revised estimate 25.5 6
00:00:36
lakh cor to
00:00:37
2837 lakh crores and the non- tax part
00:00:41
of of of the revised estimate was 5.31
00:00:44
lakh crores has increased to 5.83 lakh
00:00:48
crots right these together forms 32.2
00:00:52
lakh crots now why I'm emphasizing on
00:00:56
this particular point because the
00:00:57
physical deficit number if you look at
00:01:00
the fiscal deficit number it is now in
00:01:03
absolute term lower than the revised
00:01:06
estimate of last Financial year which is
00:01:08
15.69 lakh crores was the number for the
00:01:12
last Financial year which is fi25 right
00:01:15
so you look at the fiscal deficit number
00:01:17
in absolute terms uh this number which
00:01:20
is today in absolute term is 15.68%
00:01:30
gdv in absolute term which is fantastic
00:01:32
right so now the fiscal deficit has been
00:01:34
pegged at
00:01:36
4.4 lakh cres now in order to bring down
00:01:40
fiscal deficit to this level the
00:01:42
government of India had to do lot of
00:01:45
work lot of work means it had to ensure
00:01:49
that its Revenue receipts do not go down
00:01:53
and the expenditure that it it does in
00:01:56
terms of Revenue as well as capital
00:01:58
expenditure especially the capital
00:02:00
expenditure part also does not go down
00:02:02
otherwise what will happen is it will
00:02:04
have a spillover impact on the economic
00:02:06
growth though they wanted to bring the
00:02:08
revenue expenditure down but it wanted
00:02:11
to it prevented the capital expenditure
00:02:13
to go down significantly and therefore
00:02:16
it is important that the in income part
00:02:20
is not drastic was not drastically
00:02:22
driven down so before this budget I
00:02:26
actually had an apprehension that there
00:02:28
will be government is going to face a
00:02:30
lot of problem in able to extract and
00:02:34
make the non- tax revenue which is
00:02:36
roughly around 177% of the total revenue
00:02:40
received it is going to struggle to
00:02:42
achieve this number 5.83 lakh cores now
00:02:46
you may ask why I am basically raising
00:02:48
this particular point the reason I'm
00:02:50
raising this particular point is you
00:02:52
will find it very very interesting and I
00:02:54
always try to bring facts which are
00:02:56
interesting on the table because General
00:02:58
things are all available in the in the
00:03:00
marketplace people are already analyzing
00:03:02
it now when I take you through one of
00:03:06
the uh Ministries budget you will
00:03:09
understand that how this non- tax part
00:03:11
of the revenue actually had increased
00:03:15
initially because of a spending of a
00:03:18
particular line item of a particular
00:03:20
Ministry now you may be you may be
00:03:22
asking a question why spend of of an
00:03:25
item of a particular in industry is
00:03:28
leading to increase in receipt which is
00:03:31
non- tax revenue are you not surprised
00:03:34
so let me just show you that this year
00:03:38
that Ministry is not spending that much
00:03:40
amount of money in that line item
00:03:43
therefore I thought that this item non-
00:03:46
tax revenue will be at risk but somehow
00:03:49
the government has been able to bail
00:03:51
themselves out and for that I'm going to
00:03:54
take you through the details of non-t
00:03:56
tax revenue and map it to that
00:03:59
Ministries line items to show you that
00:04:02
how in earlier years the spend of on a
00:04:05
particular item of that Ministry was
00:04:08
leading to these non- tax revenue
00:04:11
numbers bumped up so that the tax
00:04:14
revenue collection can be shown at a
00:04:16
higher pedestal because a fiscal deficit
00:04:19
had to be controlled you can't basically
00:04:21
show a higher fiscal deficit otherwise
00:04:23
people will get scared right our economy
00:04:25
is going to lose people will lose
00:04:27
confidence in our economy so let's go
00:04:29
into the the details of non- tax revenue
00:04:32
which is pretty important tax part we'll
00:04:34
talk later but non- tax revenue is very
00:04:36
very important is roughly 17% of the
00:04:38
total receipt Revenue receipt so here is
00:04:41
the receipt budget which gives us the
00:04:43
details of non- tax revenue you will
00:04:45
find that non- tax revenue has various
00:04:49
components one is interest received
00:04:52
which is not very high because if you
00:04:54
look at the interest R it around 47 K
00:04:57
cres right what was the number of
00:04:59
non-tax Revenue which we saw we saw it
00:05:01
around 5.83 lakh cres right so FIS this
00:05:05
particular item the first item is not
00:05:07
very significant and it had been
00:05:08
maintained in that level which which has
00:05:10
got slightly increased not very much
00:05:12
right then comes one important item
00:05:16
which is so important that you'll you'll
00:05:18
without it which non- tax revenue part
00:05:20
cannot be managed what is that dividend
00:05:23
and profits and this dividend profits
00:05:26
especially coming from Reserve Bank of
00:05:29
India The Reserve Bank of India is
00:05:31
giving dividend to the government
00:05:33
because of higher profits that it is
00:05:36
able to earn because of high interest
00:05:38
rates especially in Us and other part of
00:05:41
the because it invest its foreign
00:05:43
exchange or the amount of money that
00:05:46
holds in us and where if you are getting
00:05:49
an higher interest rate because the US
00:05:51
Bond rates were higher this leads to a
00:05:54
higher income so this year also Reserve
00:05:57
Bank of India is going to give a a in uh
00:06:00
income to the government in terms of
00:06:02
profits to to the tune of 2.56 lakh CR
00:06:05
so this is very significant because of
00:06:07
this the uh non- tax revenue actually
00:06:10
has been able the government has been
00:06:12
able to maintain that non- tax revenue
00:06:14
to the level that we see today and which
00:06:16
has been able to drive fiscal deficit
00:06:18
numbers lower so the total interest and
00:06:21
received on because of dividend profit
00:06:23
dividend profit comes from two two
00:06:24
places one is the public sector and is
00:06:26
Reserve Bank of India so it is it is
00:06:28
higher than what it was was earlier by a
00:06:31
number roughly around 50 k crots right
00:06:33
so this is so this this number and this
00:06:35
number is also high so together if you
00:06:38
see that because no actually these two
00:06:41
numbers added together is this number so
00:06:43
it is around 50k cres right then comes
00:06:46
the fiscal Services which is very very
00:06:48
less so you can ignore it now comes the
00:06:51
services all type of services we have
00:06:54
got General Services then we have got
00:06:57
Social Services then you have got
00:06:59
economic services and then we have got
00:07:02
down below Railway Revenue which just
00:07:05
get subtracted Ned out and then the
00:07:07
total Services is right here down below
00:07:10
and you can see that the total Services
00:07:12
numbers have actually dipped you can see
00:07:14
that the number has actually dipped from
00:07:17
earlier here here is where the problem
00:07:20
was and problem is today why this number
00:07:23
has actually dipped because the number
00:07:26
was for the budget year budget estimate
00:07:28
for fi 2 was
00:07:31
182 uh 1.82 lakh cres and then revised
00:07:35
number is 1.74 lakh cres now it is lower
00:07:38
by lower it it is lower which is 1.58
00:07:42
lakh crores now why this number was
00:07:44
higher in these in these years in these
00:07:47
years and why it is lower and how this
00:07:50
number was able to keep the non- tax
00:07:52
revenue numbers higher so as to have a
00:07:56
lower fiscal deficit it is important to
00:07:58
understand that for that I'm going to
00:08:00
take you through the uh budget document
00:08:04
or the expenditure pattern of Ministry
00:08:07
of Department of telecommunication Do's
00:08:10
expenditure now you will understand what
00:08:12
is going on now if you look at Do's
00:08:15
expenditure this is also following a
00:08:17
camel kind of curve can you see this it
00:08:20
actually has see if you look at in
00:08:23
200000 uh f522 the actual spend was 13
00:08:29
uh 7K cores then in
00:08:32
2023 the number went the Revis estimate
00:08:36
number was 81k CRS and then in fi 25 uh
00:08:40
24 the number went up to 98 K cors and
00:08:44
then in in fi 20 25 the revised estimate
00:08:48
number is 1.24 lakh crores and then
00:08:51
suddenly the number went down right can
00:08:55
you see that it is went down but this
00:08:57
time this year the spend which the
00:08:59
department of telecommunication is doing
00:09:02
is only how much it is 81k crores almost
00:09:06
at far with what it did revise estimate
00:09:09
in fi23 now you may ask why Department
00:09:12
of telecommunication is spending less
00:09:14
why it was spending earlier so high
00:09:17
though BSNL network is the major
00:09:20
component of is the capital inflation in
00:09:23
BSNL Network so you'll see that the the
00:09:26
as the BSNL invest investment or the
00:09:29
spend was increasing right the uh the
00:09:33
spend for Department of
00:09:34
telecommunication expenditure also
00:09:36
increasing it all depends on BSNL as you
00:09:39
see that the BSNL number for fi25 was 82
00:09:44
83 83 kods right you see 83 kods and it
00:09:48
has slightly dipped and then this year
00:09:51
it is 33.7 K cores and that's why it has
00:09:54
brought the number down so this Capital
00:09:57
infusion of BSNL actually plays a very
00:10:00
very important role in non- tax revenue
00:10:03
and people will not believe that why
00:10:05
because a large portion of this this
00:10:08
value this number is actually uh for
00:10:12
spectrum so when the government of India
00:10:15
uh India issues Spectrum to BSNL the
00:10:19
BSNL gives back the value of the
00:10:22
spectrum to the government of India in
00:10:24
terms of equity and that Equity is shown
00:10:28
by the government of India in terms of
00:10:32
non- tax revenue this is the non- tax
00:10:34
revenue right you see this non- tax
00:10:36
revenue now where is this number
00:10:38
captured let's look at this number then
00:10:40
only we will be able to map right what
00:10:42
is going on so you look at when you go
00:10:45
to this item economic Services right
00:10:49
which is a significant part of the non-
00:10:51
tax revenue which I showed you so this
00:10:53
is the economic Services total economic
00:10:56
services and in the revised estimate the
00:10:59
number was 1.74 lakh cres now it has
00:11:01
gone down to 1.58 lakh crores now in
00:11:04
this line item one important line item
00:11:07
which you will notice is this line item
00:11:10
other Communication service now other
00:11:12
Communication Service is what other
00:11:14
communication Services is the income
00:11:18
that the government of India is drawing
00:11:20
from mainly from the Telecom sector now
00:11:24
here a major portion of this income
00:11:27
comes from license fee Spectrum fee and
00:11:30
auction fee auction
00:11:31
collection and this on top of this the
00:11:36
equity that BSNL is giving to the
00:11:39
government when spectrum is granted to
00:11:42
them the equity that the government of
00:11:44
India gets from BSNL is added to this
00:11:47
number and that is why if you look at
00:11:50
this number suddenly has gone down from
00:11:53
1.23 lakh crores to 84 82.4 lakh sorry
00:11:58
82 1,000 cres because the industry
00:12:02
revenue is increasing right industry
00:12:04
actually is growing you know if you look
00:12:06
at the Telecom industry the revenues are
00:12:08
growing therefore the license fee and
00:12:10
the Spectrum fee is also going def
00:12:12
payment of auction is still going to be
00:12:14
there as it was there was a moratorium
00:12:17
so there is no impact on that so if you
00:12:19
look at these numbers these numbers
00:12:21
actually should have remained stable or
00:12:23
should be increasing why it has dipped
00:12:25
here
00:12:27
now right so you should get this
00:12:30
question why the other communication
00:12:33
Services collections of the government
00:12:35
in terms of non- tax revenue has
00:12:37
decrease that is why this number this
00:12:40
total number which I basically was
00:12:42
talking to you in the initial stage of
00:12:44
non- tax revenue which we saw in the
00:12:47
summary document of 5.83 lakh crores was
00:12:52
at risk if this if the government of
00:12:55
India was not able to collect huge
00:12:58
amount of money money from dividend and
00:13:01
profits which it is collecting right now
00:13:04
its non- tax revenue numbers would have
00:13:06
dropped because of lack of spending in
00:13:10
BSNL mtnl in terms of notional numbers
00:13:13
which is mainly Spectrum right so that
00:13:16
is what the key point is so government
00:13:19
has been able to bail themselves out on
00:13:21
this number because of why because the
00:13:25
dividend and profits have delivered well
00:13:27
RBI is going to give the government good
00:13:30
amount of dividends and the public
00:13:31
sector is also give good dividends to
00:13:33
the government and that is why this
00:13:35
number is much higher than what is the
00:13:37
revised estimate not much higher but
00:13:39
Higher by 50k and then there are other
00:13:43
items in the general Services which has
00:13:46
bailed the government if you look at you
00:13:48
know it add all added up for example if
00:13:51
you see that uh uh the administrative
00:13:54
Services total administrative Services
00:13:56
The Collection was uh you know the
00:13:59
estimated collection is 26k cres from a
00:14:01
revised estimate of 17K cres right then
00:14:05
if you go down below uh you'll find that
00:14:08
so there is nothing here uh you know the
00:14:11
total collection if you add this General
00:14:13
Services is from 21k cres has increased
00:14:16
to 33k cres so the government of India
00:14:18
has able to make money from General
00:14:21
Services Social Services numbers have
00:14:22
increased from 64 6
00:14:25
6,400 cres to 11 k cors right and
00:14:31
economic Services number have decreased
00:14:33
from if you see decreased from
00:14:37
174 uh 1.74 lakh cres to 1.58 lakh
00:14:41
crores mainly on account of the reason
00:14:44
which I told you other Communication
00:14:45
Service and government of India has been
00:14:47
able to somehow bump up his revenue and
00:14:49
they were able to prevent a sharper dip
00:14:52
here if it was a sharper dip then the
00:14:54
non- tax revenue would have
00:14:56
significantly be under risk so this
00:14:57
number has not gone down significantly
00:15:00
and then there is a small amount of
00:15:01
Grant in it and if you look at this
00:15:03
number the number actually looks very
00:15:05
very
00:15:06
respectable that has been able to drive
00:15:10
our fiscal deficit number to a value
00:15:13
which is quite respectable and we should
00:15:17
be quite happy with it because in
00:15:19
absolute term this number is lower than
00:15:21
the revised estimate for the last year
00:15:23
so friends I will not go you know more
00:15:25
deeper in this particular video I wanted
00:15:27
to capture this issue very clearly so
00:15:29
that people understand that there are
00:15:32
certain things in the budget which are
00:15:33
notional in nature which are both you
00:15:36
know scapic which are both in spend as
00:15:39
well as captured in earnings which kind
00:15:42
of gives a little bit of you know how do
00:15:45
I say this it it it can be called as
00:15:49
something which is not real so there and
00:15:53
that has to be managed in order to
00:15:56
ensure that you know things go don't go
00:15:59
aier because of a certain change in
00:16:01
numbers in near future because
00:16:02
government doesn't have to give more
00:16:04
Spectrum to BSNL and therefore
00:16:05
government will not be able to get more
00:16:07
Equity from BSNL which they cannot show
00:16:09
in non- tax revenue tomorrow I will do
00:16:12
subsequent video and going deeper into
00:16:14
capex spend of the government how it has
00:16:17
changed how the government of India has
00:16:19
been able to make its capex spend number
00:16:21
still higher and where they have seen
00:16:23
dip and then I'm going to go
00:16:26
specifically into Ministry especially
00:16:28
the do and the ministry of Information
00:16:30
Technology to understand that which
00:16:33
projects the focus of the government of
00:16:35
India is and that will give us a flavor
00:16:38
that what kind of uh projects like you
00:16:42
know AI or make in India P where the
00:16:45
government of India has focused and
00:16:48
where the max money is getting ped right
00:16:50
so we'll come back with with that
00:16:52
analysis tomorrow and I'll end this uh
00:16:55
this video You Know by thanking you for
00:16:58
watching to the end I'll come back with
00:17:00
a new video next time uh tomorrow
00:17:03
morning I'll do a detailed video on the
00:17:05
topic which I I just mentioned thank you
00:17:08
very much
