this week now the move to ban Tik Tok in

the us is related uh to National
00:03:31
Security concerns but it's hard to take
00:03:33
that claim seriously considering the
00:03:35
vast vast amount of frankly quite
00:03:38
hilarious things Washington has deemed
00:03:40
National Security threats over the past
00:03:42
few years many of which um were featured
00:03:44
on this show now I seem to remember
00:03:47
Chinese coffee machines Chinese Port
00:03:49
cranes Chinese Eves Chinese subway
00:03:51
trains Chinese fridges Chinese students
00:03:54
and even Chinese garlic has been under
00:03:56
us suspicion what is going on here and

why is the US paranoid about anything

and everything that comes from

China well the common theme across all

of those Andy is that they're Chinese

and I think that the that the problem

we've got in the United States at the

moment is that its political culture has

rediscovered

McCarthyism and has basically tied

itself into some serious knots around

this question of National Security a lot

relates to America's sense of diminished

significance in the world World a form

of displacement anxiety and it sees

China as a peer competitor and it will

do anything and everything that it can

to try to stop the rise of China and for

China to in the eyes of the Americans

overtake the Americans position in the

world the obsessions around National

Security have become so extreme that

they've securitized just about

everything and once you've done that it
00:04:55
literally means that um you know
00:04:58
everything is a national security

question but at the same time nothing is
00:05:02
the only way that you can make sense of
00:05:04
national security questions is is if
00:05:06
you've got a la of focus on what
00:05:09
actually constitutes National
00:05:12
Security actually what your risks are
00:05:15
and risks you've got to look at it in
00:05:17
two aspects one is the probability that
00:05:20
something um you know could be a threat
00:05:22
genuinely and of course the extent to
00:05:25
which it becomes a threat and what the

consequences of that are and You' got to
00:05:29
take a holistic View and a comprehensive

view the Americans have um over the last
00:05:33
few years I think reached a point where

they're jumping at Shadows they're
00:05:36
jumping at the things that they imagin

themselves the monsters that are

obviously keeping them um up at night

and they've reached a point where it's
00:05:44
starting to look very very

silly yeah American users have

downloaded another Chinese app sha hongu

on M yesterday sending it to the top of

the US App Store now this seems to me a

bit like a hit to America's so-called

soft power and it really shows not only

how out of touch the politicians on
00:06:05
Capitol Hill are um but that ordinary

Americans are also getting quite sick of
00:06:10
the state of Silicon Valley and its
00:06:12
offerings what's your

take look I think in a sense it's a
00:06:17
large and growing group of American
00:06:19
ordinary Americans who are trolling the
00:06:21
federal government and the politicians
00:06:23
which obviously has an irony towards all
00:06:26
of it the app is not a direct um
00:06:30
complimentary app to Tik Tok as many
00:06:33
people obviously think um the most
00:06:35
obvious compliment is on the Chinese
00:06:37
version itself do Yin um but um but it
00:06:40
is an interesting reaction from the
00:06:42
American public that they are rejecting
00:06:45
the politicization of what has largely
00:06:48
been an entertainment and news sharing
00:06:50
app and importantly an app that many
00:06:53
Americans have used to create small
00:06:55
businesses around so there's a lot of
00:06:57
jobs that are going to be affected by
00:07:00
um the prospective ban of Tik Tok itself
00:07:02
and I think Americans actually
00:07:04
understand what genuinely constitutes a
00:07:06
risk intuitively at least and what
00:07:09
things don't and clearly they're
00:07:11
starting to vote with their swipes on
00:07:13
the phone and uh looking to um maintain
00:07:18
their relationships um with the with the
00:07:20
Chinese world because they simply don't
00:07:22
buy into the threat rhetoric that comes
00:07:25
out of Washington
00:07:27
DC yeah I love how you refer to it as a

collective trolling of the folks on on
00:07:32
Capitol Hill but if sha hongo does
00:07:35
remain popular in the US and that's
00:07:37
questionable do you think the

politicians on Capitol Hill would Target

next naturally it's the natural response

this is a cat and moue process now okay

last question today Professor there's

been some push back from president-

elect Donald Trump and he's kind of

pushing to hold off on the Tik Tok

decision until he's in office now of

course the Tik Tok deadline is January

19 and he won't be inaugurated until the

next day so what do you think the

outcome of this Tik Tok case will be and

what does this whole dearle kind of tell

us about the us

today well what it tells us about the US

is that it's reached a stage of high
00:08:14
paranoia and also in many regards a
00:08:17
diminished confidence in its own ability
00:08:19
to govern and regulate its own
00:08:21
technological environment the idea that
00:08:24
something like Tick Tock poses a quote
00:08:27
security threat unquote really says
00:08:29
something about Regulators views on the
00:08:32
capabilities of American Technology
00:08:34
Regulators to address these risks if it
00:08:37
was an a manageable risk and you'd think
00:08:40
that the United States has sufficiently
00:08:41
skilled and clever people in these areas
00:08:44
um then you wouldn't need to ban
00:08:45
something but um but look the United
00:08:48
States has reached a point of high
00:08:49
paranoia and in fact High fast in that
00:08:51
regard Donald Trump to his credit has
00:08:54
been open to the possibilities of um
00:08:57
recognizing that uh the Gap is not what

the Biden Administration claims it to be
00:09:03
and time will tell of course as to
00:09:04
whether or not it simply becomes part of

a

negotiation um deck of cards that the

incoming president will use as part of
00:09:11
how he wants to re-engage with China how

this plays out given the time gap

between the 19th and his inauguration I

guess will depend upon how the justices

in the court um come to a view as to

when it is that they might uh reach

their judgments and deliver their

judgments so um uh you know that's

really in their hands and perhaps some

phone calls to the justices um could
00:09:34
lead them to require a few more days to

think about what it is that uh that

they're going to ultimately
