- 00:00:03this uh this session I think this is the
- 00:00:06penultimate session for the summer
- 00:00:08learning program
- 00:00:09my name is Deborah vogwell and I'm from
- 00:00:13Holmes England
- 00:00:15so I'm really um pleased to welcome you
- 00:00:17to this session
- 00:00:19um the summer learning program
- 00:00:21um offers a series of knowledge sharing
- 00:00:24sessions on all sorts of topics that
- 00:00:26you've told us are of interest to you so
- 00:00:30today's topic is on on improving Public
- 00:00:32Health through design
- 00:00:36so this summer learning program is is
- 00:00:38brought to you by homes England's local
- 00:00:40government capacity Center so the topic
- 00:00:43for today is a really important focus in
- 00:00:46homes England's new strategic plan
- 00:00:49so um on the slide
- 00:00:51here you can see
- 00:00:53um Holmes England's new Mission which is
- 00:00:56described in more detail in our
- 00:00:58strategic plan and if we could just go
- 00:01:00quickly onto the next one as well
- 00:01:02and we've got our objectives you know
- 00:01:05our strategic objectives are summarized
- 00:01:07on this slide I'm not going to go
- 00:01:09through this in detail today
- 00:01:11but in terms of today's session I think
- 00:01:14it's really clear that creating places
- 00:01:17um for people to live that actually you
- 00:01:19know actively positively improve health
- 00:01:21and well-being is a really important
- 00:01:24thing and underpinning all of the
- 00:01:26objectives which we can see on the
- 00:01:27screen here just now and um obviously
- 00:01:30creating places that benefits People's
- 00:01:32Health is quite clearly just absolutely
- 00:01:34the right thing to do so I don't think
- 00:01:37anybody could argue with that so I hope
- 00:01:40it'll be really useful today to see
- 00:01:42um
- 00:01:43some of the tools and techniques and
- 00:01:45ways in which we can all help to
- 00:01:46contribute towards that
- 00:01:48so could I have the next slide please
- 00:01:51the local government capacity Center
- 00:01:53provides all sorts of sessions like this
- 00:01:55one to share knowledge and information
- 00:01:59and you know to help us all find better
- 00:02:02ways to create you know regeneration and
- 00:02:05high quality places to live and this
- 00:02:08program is developed you know in
- 00:02:10response to the the type of information
- 00:02:12and you know support that you you have
- 00:02:15requested so we really look forward to
- 00:02:18hearing um you know how you feel we've
- 00:02:20done at the end of the session and
- 00:02:21really look forward to getting your
- 00:02:22feedback on what you might you know you
- 00:02:25think you'll need in a future session

- 00:02:32so we've got a really simple agenda for
- 00:02:35today and we've got two presenters uh
- 00:02:37Michael and Natasha I'll introduce them
- 00:02:40both properly um in a second
- 00:02:42um we've got a q a session at the end
- 00:02:45um and we've got a couple of polls uh
- 00:02:48during the um the session
- 00:02:50so in terms of introducing our
- 00:02:53presenters
- 00:02:54um
- 00:02:55we have Michael Chang and Natasha Reed
- 00:02:57so Michael Michael is a chartered fellow
- 00:03:00Town planner and honorary member of the
- 00:03:03UK faculty of Public Health
- 00:03:05who is currently program manager at the
- 00:03:08office for health Improvement and
- 00:03:10disparities and he's responsible for
- 00:03:12planning and health and he provides
- 00:03:14policy and practical advice on all sorts
- 00:03:18of things related to planning and Public
- 00:03:20Health
- 00:03:21at the moment he's leading an advice
- 00:03:23note on health and design which is due
- 00:03:25for publication shortly he's also a
- 00:03:28member of various design review panels
- 00:03:30including modern Essex and also the
- 00:03:33design Southeast one
- 00:03:36so Natasha
- 00:03:38um is the founder of a design research
- 00:03:41consultancy which is called Mata space
- 00:03:44soul
- 00:03:47um her consultancy specializes in
- 00:03:49shaping places for health well-being and
- 00:03:51social sustainability
- 00:03:53so she's currently working as part of
- 00:03:55the public practice program where she's
- 00:03:58working with Brent Council and leading
- 00:04:00on an Innovative supplementary planning
- 00:04:03document so an Innovative SPD
- 00:04:06which incorporates a new place quality
- 00:04:08framework
- 00:04:10so this aims to embed health
- 00:04:12and human-centered design considerations
- 00:04:14in the way that development is designed
- 00:04:16and assessed for planning permission
- 00:04:18so she's also a design review panel
- 00:04:20member for London borough of Redbridge
- 00:04:22other healthy places and inclusive
- 00:04:25design expert so we've got two amazing
- 00:04:28speakers today with a huge amount of
- 00:04:31knowledge in the Q a session we'll also
- 00:04:33be joined by Amy Burbidge who is our
- 00:04:37head of um Design
- 00:04:40Within homes England so I'm going to
- 00:04:43hand you over now um to Michael
- 00:04:46so uh Michael are you ready to uh take
- 00:04:50over brilliant there's Michael on the
- 00:04:52screen so I shall hand over to you
- 00:04:55Michael thank you very much thank you
- 00:04:58thank you so delivering Health Net gain
- 00:05:00through the design process is the main
- 00:05:03topic of today's session so Natasha and
- 00:05:05I will present to you
- 00:05:08um a narrative about thinking about
- 00:05:09designing your places and spaces
- 00:05:11differently with the intent to improve
- 00:05:14population health and well-being and
- 00:05:16obviously address Health inequalities as
- 00:05:18well not necessarily doing things new
- 00:05:22um but hopefully differently with the
- 00:05:23involvement of public health
- 00:05:24professionals so I do welcome look
- 00:05:26forward to your your feedback and and
- 00:05:29you know this discussions throughout
- 00:05:30today's today's session so good morning
- 00:05:33everyone so I'm Michael Chang and as
- 00:05:35Deborah has already introduced um so I'm
- 00:05:37the office for health improvements and
- 00:05:39disparities program manager for plenty
- 00:05:41in health and I work within the housing
- 00:05:43planning environments for health Team
- 00:05:46uh very briefly about the program and
- 00:05:49ohid
- 00:05:50um next slide please
- 00:05:52um very briefly so all head exists um we
- 00:05:54operate within the department for Health
- 00:05:56and Social care and we have obviously a
- 00:05:58various number of programs around um
- 00:06:00healthy places but also more widely
- 00:06:03around obesity physical activity mental
- 00:06:05health Etc
- 00:06:06my program area where I'm planning for
- 00:06:09health as it relates to the design
- 00:06:10agenda as you can see on the screen and
- 00:06:13I do a range of different issues
- 00:06:16um and work around design and design
- 00:06:18quality for for housing and other
- 00:06:20developments primarily around research
- 00:06:22building the evidence and data and
- 00:06:25writing guidance as the Deborah said
- 00:06:27they will be publishing hopefully
- 00:06:28shortly in device notes which I'll go
- 00:06:30through later on influencing policy with
- 00:06:32d-luck in other government departments
- 00:06:34agencies for example working with sport
- 00:06:36England on their design guidance and
- 00:06:39then finally doing capacity building
- 00:06:41engaging with the local systems local
- 00:06:43authorities to help them up skill their
- 00:06:46the professionals around the whole
- 00:06:47public health and planning agenda so
- 00:06:49that's what I do around health and
- 00:06:51design for now next slide please thank
- 00:06:53you so in my presentation
- 00:06:56um I would like to kind of take you
- 00:06:57through a narrative to kind of Link the
- 00:07:00evidence to actions that you may be
- 00:07:02taking in your various work around
- 00:07:04housing Urban Design planning whatever
- 00:07:07it may be so we always know we've always
- 00:07:09known um there's a strengthening
- 00:07:11narrative around planning design in in
- 00:07:13health and I won't go through the design
- 00:07:15and evidence based in great detail in my
- 00:07:19presentation I think we all recognize
- 00:07:21and can refer to different Publications
- 00:07:24and evidence based from government
- 00:07:26departments researchers um you know
- 00:07:28first organizations even government
- 00:07:30agencies as well so I won't go through
- 00:07:32those but I do want to highlight two
- 00:07:34particularly important um recent
- 00:07:37publication if you like so firstly it's
- 00:07:40a thorough review by certain Pharaoh
- 00:07:42commissioned by the department for
- 00:07:43culture media and Sport a few years ago
- 00:07:46um looking at the design quality
- 00:07:48um agenda and they did say that in this
- 00:07:51particular case the contribution of the
- 00:07:52built environment designers to improving
- 00:07:55our quality of housing
- 00:07:57um and health and well-being are
- 00:07:58fundamental to solving the housing
- 00:08:00crisis so therefore you know requiring
- 00:08:02uh Health uh and design isn't
- 00:08:05necessarily a burden but actually help
- 00:08:08you know increase quantity and quality
- 00:08:10as well and then more recently by Oxford
- 00:08:13University the Keller College um they're
- 00:08:16creating healthy cities commission
- 00:08:18um they know to the responsibility of
- 00:08:20local planning authorities in
- 00:08:21determining all aspects of development
- 00:08:24um it is to them and obviously others as
- 00:08:26well that we look for for an increased
- 00:08:29emphasis on prioritizing health and
- 00:08:31well-being in all new developments
- 00:08:33so we know the evidence place is very
- 00:08:35clear we know what we have to do and we
- 00:08:37know that um there's things that we can
- 00:08:39and will do that can impact on public
- 00:08:41health next slide please
- 00:08:43but really importantly that I would like
- 00:08:45to emphasize today is you know like I
- 00:08:47said earlier in my introduction we're
- 00:08:48not necessarily asking you to be doing
- 00:08:50things uh new things but actually doing
- 00:08:52things in a different way and by doing
- 00:08:54things in a different way that requires
- 00:08:56you to think about the impacts and the
- 00:08:58outcomes of your decisions and your
- 00:08:59actions both in policy when you design
- 00:09:01practices as well
- 00:09:03and so
- 00:09:05um this diagram which I want to go
- 00:09:07through one the gray one at the top is
- 00:09:09from a public health England
- 00:09:11um evidence review around all things
- 00:09:13around environment and health and they
- 00:09:15came up with five themes
- 00:09:16um that will influence People's Health
- 00:09:18in the built-in natural environment in
- 00:09:21particular I'm highlighting the
- 00:09:22neighborhood design
- 00:09:23characteristics for example looking at
- 00:09:26um you know enhancing walkability in the
- 00:09:28neighborhood or building Compact and
- 00:09:30complete neighborhoods
- 00:09:31we really really need to think Beyond it
- 00:09:34and say well actually impacts both
- 00:09:36positive and negative on health and
- 00:09:37well-being is X and ultimately on the
- 00:09:40outcomes for population health and
- 00:09:41well-being both physical and mental is
- 00:09:44why so we have to think about the
- 00:09:45narrative as we design and plan our
- 00:09:48places and spaces and we can quantify
- 00:09:50some of these actions and you know some
- 00:09:52of these impacts and some of these
- 00:09:53outcomes an example will be providing
- 00:09:56out to the green spaces so for example
- 00:09:57you know if you increase
- 00:09:59one particular research 0.1 increments
- 00:10:03of doing space or vegetation
- 00:10:05um you can reduce within 500 meters of
- 00:10:07your home for example
- 00:10:09um you can reduce
- 00:10:10um you know by four percent
- 00:10:12um risk of you know um lower risk of
- 00:10:15mortality so we can quantify those
- 00:10:17things in both one or three terms and
- 00:10:19evidential terms as well so being very
- 00:10:21clear about your narrative
- 00:10:23next slide please thank you
- 00:10:25so one really key important Focus
- 00:10:27looking at Health inequalities and um
- 00:10:29and public health England previously and
- 00:10:31now Ohad we do have a definition or
- 00:10:34interpretation of having the qualities
- 00:10:36according to according to four domains
- 00:10:38one is looking at the protected
- 00:10:41characteristics
- 00:10:42um obviously this one equality act
- 00:10:44looking at people from different
- 00:10:45backgrounds so for example for design
- 00:10:48people in the elderly population or
- 00:10:50different gender groups will experience
- 00:10:52a built environment in a different way
- 00:10:54and therefore will have quite specific
- 00:10:56and different design needs secondly
- 00:10:58looking at the social economic deprived
- 00:11:00population group for example people
- 00:11:03under
- 00:11:03um deprivation measures like education
- 00:11:05you know natural environments or
- 00:11:07employment and will experience will have
- 00:11:10access to the different to the
- 00:11:12environment in a different way and
- 00:11:13therefore their needs are different as
- 00:11:15well
- 00:11:16thirdly inclusion health and other
- 00:11:18vulnerable groups for example people in
- 00:11:21other different groups Travelers you
- 00:11:23know the homeless groups will experience
- 00:11:25or and have different needs from the
- 00:11:27built environment and therefore how do
- 00:11:28we design for their needs and then
- 00:11:30finally geographical and area variation
- 00:11:32for example people live in rural areas
- 00:11:34or in you know Countryside coastal areas
- 00:11:36will have different needs around the
- 00:11:38built-in natural environment now in
- 00:11:40design it may not be necessarily
- 00:11:42designing specifically for a group
- 00:11:45um because then you can exacerbate
- 00:11:46disparities but how do you address the
- 00:11:49differences in how people experience the
- 00:11:52environments and that's the kind of key
- 00:11:54question that we want to address
- 00:11:55throughout our presentation next slide
- 00:11:57please thank you
- 00:11:59so the question is how do we go about
- 00:12:01doing something do we reinvent the wheel
- 00:12:04we just better use the wheels that we've
- 00:12:06got currently so for example the NHS
- 00:12:09England healthy newtowns program
- 00:12:11um back in 2016-19 did try and test new
- 00:12:13ways in existing improving existing ways
- 00:12:16of doing you know both design and
- 00:12:18planning but also Community activation
- 00:12:20and also providing new models of Health
- 00:12:22and Social care and so they tested these
- 00:12:24through 10 demonstrated sites many of
- 00:12:26you maybe from one of these to
- 00:12:27demonstrate a size from you know from
- 00:12:29Cambridge to Oxford to the north um or
- 00:12:31even to the west of England
- 00:12:33um initially they found that you can do
- 00:12:35them within existing powers and levers
- 00:12:37that you have in local governments and I
- 00:12:39would just say I would encourage you to
- 00:12:41have a look at these four Publications
- 00:12:43um that was released back in 2019
- 00:12:46um produced between NHS England Public
- 00:12:48Health England and Town and Country
- 00:12:49Planning Association
- 00:12:51um in the king's fund so please have a
- 00:12:53look at those in your own leisure next
- 00:12:56one please thank you
- 00:12:58so one quick example is looking at
- 00:13:00Barton Park and there's many of you may
- 00:13:03be familiar with Barton Park and North
- 00:13:04Oxford
- 00:13:06um a joint venture between Oxford city
- 00:13:08council and developer Grosvenor
- 00:13:11um help addressing Health inequalities
- 00:13:13um was the central aim of the project
- 00:13:16um or the demonstrator project and
- 00:13:18because they are a close proximity to a
- 00:13:21quite a deprived neighborhood in Barton
- 00:13:23Park
- 00:13:24um and the whole development was aimed
- 00:13:25to establish a good link between the new
- 00:13:27residents and the existing community and
- 00:13:30they've done so
- 00:13:31um in a quite a good way and I encourage
- 00:13:32you to look at our publication to see
- 00:13:34what they've done in Barton Parks I will
- 00:13:36go through that in great detail just to
- 00:13:38say that they have good things happening
- 00:13:39across the country so we have to
- 00:13:41recognize them as they as they happen
- 00:13:43rather than say nothing's nothing good
- 00:13:45is happening around health and Design
- 00:13:47so um the next slide looking at the
- 00:13:50policy context and many councils will be
- 00:13:53required to look at design policies in
- 00:13:55their local plans for example um the
- 00:13:57national planning policy frame was quite
- 00:13:58clear
- 00:13:59um the policies and decisions should be
- 00:14:01looking to create places that are safe
- 00:14:03um inclusive and accessible which
- 00:14:05promotes health and well-being energy
- 00:14:08most councils do have a design policy
- 00:14:09but not all councils have a design
- 00:14:11policy that really relates to references
- 00:14:14or addresses
- 00:14:15um the health and well-being needs of
- 00:14:17the population and conclusive on the the
- 00:14:20figures there from a Town and Country
- 00:14:21Planning Association local plans review
- 00:14:24from 2019
- 00:14:25um that you know there's some
- 00:14:26disparities across the country in terms
- 00:14:28of design policies um for health I think
- 00:14:31the question is if you're not designing
- 00:14:33for the health needs of your population
- 00:14:36um by a direct reference to the public
- 00:14:38health needs and priorities of the local
- 00:14:40Authority then whose Health are you
- 00:14:42planning and designing for
- 00:14:44um that's a question I opposed to the
- 00:14:46the participants in today's session
- 00:14:48next slide please thank you
- 00:14:50I think really important to set the

- 00:14:56um in context of governments and Deluxe
- 00:14:59guidance because obviously we work
- 00:15:01within Deluxe framework rather than you
- 00:15:04know going over and making up our own uh
- 00:15:06kind of guidance so many of you will
- 00:15:09know that nature design guide and the
- 00:15:11national model design code which frame
- 00:15:13you know the work that you do around
- 00:15:14build design coding but also design in
- 00:15:17general sense and there's a direct hook
- 00:15:20in the National design guide and the
- 00:15:22national model design code about using
- 00:15:24design codes and design guidance done to
- 00:15:27create healthy healthy places so there
- 00:15:30is that hook there we're not making
- 00:15:31things up around health and design it is
- 00:15:33then govern policy and guidance
- 00:15:35next slide please thank you uh design
- 00:15:38codes and design guidance that you may
- 00:15:40produce um coexist with other you know
- 00:15:43uh range of design guidance from both
- 00:15:46National nationally and internationally
- 00:15:49and I'm presenting to you just you know
- 00:15:51three examples here as well
- 00:15:53um but actually the range of the health
- 00:15:55LED design guidance um can be from both
- 00:15:57the private sector many consultancies
- 00:16:00would like to add their own value and
- 00:16:02therefore they create their own
- 00:16:04um healthy planning or healthy homes
- 00:16:05checklists they can come from the public
- 00:16:08sector so I said d-log but also other
- 00:16:10government agencies portal England
- 00:16:11Natural England and oh Hood as well and
- 00:16:14how do they align and obviously now
- 00:16:16active travel England
- 00:16:17they can also come on first sectors
- 00:16:20um for ngos who may be you know
- 00:16:22promoting a certain way of Designing
- 00:16:24things
- 00:16:24um so in adopting any of these guidance
- 00:16:27in the work that you do in both local
- 00:16:28planning your Urban Design practices I
- 00:16:31think you know be really really useful
- 00:16:32to ask yourself this question with these
- 00:16:34questions is there a clear explanation
- 00:16:36of underpinning Health evidence so is
- 00:16:39the document informed by evidence not
- 00:16:42just no passive referencing but each
- 00:16:45individual points are referenced so
- 00:16:47clearly you know there's a difference
- 00:16:48that you can make with the actions that
- 00:16:49you'll be adopting secondly is the
- 00:16:52guidance clearly framed around a clear
- 00:16:54definition of Health
- 00:16:57um so you know you know rather than just
- 00:16:59saying we want to promote healthy
- 00:17:00environments what do you mean by by that
- 00:17:02is there for a particular population or
- 00:17:03is it for a particular kind of Health
- 00:17:05outcome being very clear about it and
- 00:17:08then finally it's a gotten clear about
- 00:17:09how health outcomes can be achieved or
- 00:17:12evaluated so are the indicators and
- 00:17:14things to say well how do we Implement
- 00:17:15and constantly Monitor and evaluate the
- 00:17:18actions they'll be taking and the
- 00:17:20outcomes they may arise from from
- 00:17:22therefore population health so being
- 00:17:24very clear and being critical about the
- 00:17:26the Frameworks that you adopt because
- 00:17:29um in my view some Frameworks out there
- 00:17:31they may not be
- 00:17:33uh you know around Health but is framed
- 00:17:36and titled around health so just being
- 00:17:38very clear about it
- 00:17:39um I'm highlighting YouTube today
- 00:17:41looking for healthy life which homes
- 00:17:42England promotes um and obviously sport
- 00:17:45England and oh hood and Edgar trouble
- 00:17:46England um jointly published a a
- 00:17:48document a couple of months ago looking
- 00:17:51at active design which is an update from
- 00:17:52the 2015 documents are encourage you to
- 00:17:55look at those two documents um in your
- 00:17:57own time thank you next slide thank you
- 00:17:59so I'm going to put more detail now
- 00:18:01around the design coding and design
- 00:18:03guidance around Health um in my next set
- 00:18:06of slides um before I end and passing
- 00:18:08over to Natasha so what is a design code
- 00:18:11in the context of promoting healthy and
- 00:18:13safe communities so we all know what
- 00:18:15design code isn't isn't so it provides
- 00:18:18quite specific parameters
- 00:18:20um in some ways metrical or even visual
- 00:18:22for the physical developments of a site
- 00:18:25neighborhood or area and for how this
- 00:18:28definition set out the building blocks
- 00:18:29of how these different spaces and places
- 00:18:32can work together
- 00:18:34um and can be used to deliver a range of
- 00:18:36different you know priorities and you
- 00:18:38know um and policies
- 00:18:40um ultimately with the primary objective
- 00:18:42to achieve health and well-being needs
- 00:18:45um as identified by your local Authority
- 00:18:47then published by the public health
- 00:18:49teams and so throughout the design
- 00:18:51process promoters of the design process
- 00:18:53um should really consider how to
- 00:18:55accommodate the different needs of the
- 00:18:57communities
- 00:18:58um so addressing Health inequalities and
- 00:19:00develop an understanding of the impact
- 00:19:02on these groups so like I said earlier
- 00:19:04it's not just about designing for that
- 00:19:06particular group like women friendly
- 00:19:08developments child-friendly environments
- 00:19:10age-friendly environments dementia
- 00:19:12friendly environments but actually how
- 00:19:13do you accommodate for the differences
- 00:19:15and the experiences um for the design
- 00:19:17Pros which can be quite complex I I
- 00:19:18appreciate it um but just be mindful
- 00:19:21that you know we're not exacerbating
- 00:19:22Health inequalities so that's why I
- 00:19:25think design culture should be uh should
- 00:19:26be about in the context of promoting
- 00:19:28healthy and safe communities
- 00:19:30next slide please thank you
- 00:19:33so oh Hertz gonna propose approach
- 00:19:36um uh is very much looking at design
- 00:19:39coding that all councils are required to
- 00:19:41do at the local Authority level
- 00:19:43um aligning that or the deluxe um 10
- 00:19:46themes looking at different spatial
- 00:19:48scales um neighborhood the local
- 00:19:50Authority neighborhood decides and then
- 00:19:52obviously framing all that around the
- 00:19:54four domains of having equalities and
- 00:19:57around all of that you need to have
- 00:19:58monitoring evaluation to know how you're
- 00:20:01doing things and you know whether you're
- 00:20:02making the impact on that so that's kind
- 00:20:05of framework that we're working within
- 00:20:06with the overhead document
- 00:20:08next slide please thank you
- 00:20:11so so in the next few slides you can see
- 00:20:13I'll go through the design coding
- 00:20:15process again very much friend within
- 00:20:17the deluxe guidance um the code
- 00:20:19considerations just giving you some
- 00:20:21examples of what we mean by design for
- 00:20:23health and then some implementation
- 00:20:25advice what you could do to help
- 00:20:27Implement Health in the design planning
- 00:20:29process and then just give you sign
- 00:20:31posting to NX um on evidence as well so
- 00:20:35in terms of this particular design
- 00:20:36coding process from the mndc so again
- 00:20:40we're not you know um adding new stages
- 00:20:44to you know what you'll be expected to
- 00:20:46do in your design coding but we're
- 00:20:48following the d-lot gardens around one
- 00:20:50analysis two vision and then three
- 00:20:52coding so firstly on the analysis around
- 00:20:56scoping in the baselining so how do you
- 00:20:58bring in the relevant Health
- 00:20:59stakeholders and so if you can look at
- 00:21:01local Authority this will be your local
- 00:21:03Authority Public Health teams who are
- 00:21:05now pretty much embedded with the local
- 00:21:07government system
- 00:21:08um how do you supply and apply the
- 00:21:11relevant Health evidence in the design
- 00:21:13you know studies you know in the scoping
- 00:21:15work so how do you use the The Joint
- 00:21:17strategic in these assessments or any
- 00:21:19other public health evidence
- 00:21:21um in the way that you approach design
- 00:21:22for that particular area and then how do
- 00:21:25you align all of these things with other
- 00:21:27environmental determinants of health and
- 00:21:28special priorities
- 00:21:30so that's kind of first thing to say
- 00:21:32second thing on versioning so how do you
- 00:21:34reflect the local healthy places values
- 00:21:36and actually many councils public health
- 00:21:39strategies will have elements of healthy
- 00:21:41places
- 00:21:42um and planning environments in their
- 00:21:44strategy so how do you reflect those
- 00:21:46Public Health priorities into
- 00:21:48um the the kind of healthy Pleasures
- 00:21:50Vision in your local design code and how
- 00:21:52did co-create that Vision that can
- 00:21:55deliver health benefits and then thirdly
- 00:21:57how do you set out in your visioning in
- 00:21:59your kind of Master Plan encoding
- 00:22:01um the indicators for monitoring
- 00:22:03evaluation
- 00:22:04um for the implementation of the design
- 00:22:06code but I was obviously ongoing design
- 00:22:08and planning practices as well
- 00:22:10and thirdly for the actual design code
- 00:22:13um is that informed and driven by
- 00:22:15current evidence of what works
- 00:22:17um I know sometimes it's quite
- 00:22:18challenging to find a direct correlation
- 00:22:20between a particular you know planning
- 00:22:22and design practice with you know Health
- 00:22:24outcomes
- 00:22:25um but there's things that you can do to
- 00:22:27triangulate you know that particular
- 00:22:29narrative that I mentioned earlier how
- 00:22:32do you complement existing Public Health
- 00:22:33initiatives so sometimes it's not about
- 00:22:35just the physical environment
- 00:22:37um like with the healthy New Towns how
- 00:22:39do you
- 00:22:40um align you know say for example the
- 00:22:42building of a cycle Lane to you know
- 00:22:44local active travel you know educational
- 00:22:47programs from the local authorities how
- 00:22:49do you align and complement each other
- 00:22:51because the whole systems approach
- 00:22:52that's why you need to make a difference
- 00:22:54while they're incremental and ad hoc
- 00:22:56approach and then finally I'm thinking
- 00:22:59early about joining up implementation
- 00:23:00tools so many of the current
- 00:23:02implementation tools that you have at
- 00:23:04your disposal design reviews
- 00:23:07um you know assessments whatever maybe
- 00:23:08how do you make use of those
- 00:23:10um enjoying join up and so when you have
- 00:23:13a design
- 00:23:14um an access statement or travel
- 00:23:16planning you can use it for health as
- 00:23:17well rather than trying to advocate for
- 00:23:19particularly new and separate new health
- 00:23:21tools so again the design coding um you
- 00:23:24know advice that we provide is very much
- 00:23:26set within your current processes and
- 00:23:28hopefully it wouldn't add additional you
- 00:23:30know burden and things that you have to
- 00:23:32do and so we all know you're very
- 00:23:33stretched in local authorities
- 00:23:35next slide please thank you
- 00:23:37so just in terms of the co-consideration
- 00:23:40so we do adopt the the national design
- 00:23:42guides um themes on the 10 themes in our
- 00:23:45work so we've um you know re-adapted if
- 00:23:48you like that diagram to how do you
- 00:23:50provide
- 00:23:51um a healthy place within you know the
- 00:23:53current guidance
- 00:23:55um our Our advice note um will set out
- 00:23:58some strategic principles around health
- 00:24:01and design
- 00:24:02um it will set out some design code
- 00:24:03outcomes they may want to adopt um for
- 00:24:06health in in our documents
- 00:24:09Etc some baseline considerations
- 00:24:11um that key government departments have
- 00:24:13already produced for you so for example
- 00:24:15manual for streets you know active
- 00:24:16design
- 00:24:18um the gis framework and design guys so
- 00:24:20our document actually for those
- 00:24:22particular policy areas don't actually
- 00:24:25regurgitate repeats um current guidance
- 00:24:28from other departments and agencies we
- 00:24:30just say here's a baseline in addition
- 00:24:32we may want you to think about things
- 00:24:34that are maybe more for health
- 00:24:35in public health issues
- 00:24:38um and then you know we have an action
- 00:24:39checklist for those preparing a design
- 00:24:41code focused on health and then
- 00:24:43signposts into current evidence as far
- 00:24:45as we know on some key things as well so
- 00:24:48the next few slides I'll give you some
- 00:24:49some examples um next slide please so
- 00:24:52I'm particularly
- 00:24:53um an example around movement
- 00:24:55um and access which is one of the 10
- 00:24:58themes from the nvg
- 00:25:00um so a key outcome that we would like
- 00:25:02to promote around design coding for
- 00:25:04health is having a well-connected and
- 00:25:06you may recognize the wording already
- 00:25:08initially like I said earlier there's
- 00:25:09really not about doing things in news
- 00:25:11about framing things in a different way
- 00:25:12and thinking things about it you know
- 00:25:14differently to being population health
- 00:25:17so design code outcome will be looking
- 00:25:19at a well-connected network of routes
- 00:25:21that allow shifts in people's travel
- 00:25:23behaviors so about behavioral change
- 00:25:26um and they they Embrace active travel
- 00:25:28measures and supports independent safe
- 00:25:31movements by different groups of people
- 00:25:32you know older people women and girls
- 00:25:34children young people
- 00:25:36um without you know um fear um we've got
- 00:25:39all the perceptional fear where they're
- 00:25:41moving about
- 00:25:42um in their neighborhoods doesn't mean
- 00:25:44promoting physical and mental health
- 00:25:47through increased physical activity
- 00:25:49um uptake of different modes of travel
- 00:25:51better air quality more tolerable
- 00:25:54traffic noise levels and fewer Road
- 00:25:55accidents so some of these outcomes you
- 00:25:58know we will obviously you know we all
- 00:26:00agree with and we wouldn't really
- 00:26:02um you know disagree with if you like so
- 00:26:04an example we'll be looking at one
- 00:26:06improving access to Everyday destination
- 00:26:07so how do you improve access through
- 00:26:10active travel means to things that you
- 00:26:12you know go you know you're accessing
- 00:26:13your daily life whether with the shops
- 00:26:15or your work um place or your local park
- 00:26:18for example so for example improving
- 00:26:20access to Everyday destinations it
- 00:26:23should let you know your actions should
- 00:26:24be taking will be around
- 00:26:26um access to recreational facilities
- 00:26:28your schools and your workplaces that
- 00:26:31should lead to increased walking and
- 00:26:32physical activity rates with the
- 00:26:35population groups that you want to
- 00:26:36influence and ultimately the health
- 00:26:39outcome is improved cardiovascular you
- 00:26:41know outcomes for for People's Health so
- 00:26:43that narrative has to come through quite
- 00:26:45clearly
- 00:26:46um in the work and the interventions
- 00:26:48that you adopt next slide please thank
- 00:26:49you
- 00:26:51the next one is on builds from a design
- 00:26:53called outcome for health be a
- 00:26:55well-designed and appropriate densities
- 00:26:57um
- 00:26:57in configurations or spaces that enable
- 00:26:59positive and comfortable experiences for
- 00:27:02the population groups this can enable
- 00:27:04better social connections and avoid the
- 00:27:07unintended consequences of say
- 00:27:09overshadowing and lots of natural
- 00:27:10Daylights you know when you you know
- 00:27:12shaping your placing your forms in in
- 00:27:15your design coding so one example will
- 00:27:17be
- 00:27:18um you know promoting competent density
- 00:27:20of developments which is one of the key
- 00:27:23kind of interventions in the public
- 00:27:25health England evidence review
- 00:27:27um but that you improve the quality of
- 00:27:30living
- 00:27:30um for say potentially urban populations
- 00:27:32people living in high-rise Apartments
- 00:27:35um appropriate density and suitable
- 00:27:37Living Spaces that you you'll provide
- 00:27:39for those people and ultimately
- 00:27:41um from evidence we know that and by
- 00:27:43doing that you can reduce
- 00:27:44um depression and also mental illnesses
- 00:27:47as well
- 00:27:48so they're going to notice it can't feel
- 00:27:50very clearly in the work that you do
- 00:27:51next slide please thank you
- 00:27:53so finally when another example is
- 00:27:55looking at public spaces a design called
- 00:27:57outcome for health will be having
- 00:27:59inclusive mixed use vibrant and
- 00:28:01welcoming environments for everyone
- 00:28:02excuse me um to invigorate a local sense
- 00:28:05of place
- 00:28:06there's a critical to building a strong
- 00:28:10strong healthy communities and enhancing
- 00:28:13um individual mental health and
- 00:28:14well-being so an example will be
- 00:28:17defensible spaces
- 00:28:19um how do you you know provide spaces
- 00:28:21that can be used by say women and girls
- 00:28:23at all times of the day
- 00:28:25um so daytime and night time the proprio
- 00:28:28lighting strategy and the types of
- 00:28:29lighting that you may want to promote we
- 00:28:31know from evidence certain types of
- 00:28:32lighting
- 00:28:33um there's an influencing factor and you
- 00:28:35know and kind of both Safety and
- 00:28:38Security issues so um being very mindful
- 00:28:40of the type of lighting that you use and
- 00:28:42then finally the outcome will be I mean
- 00:28:44proof safety in the perception of safety
- 00:28:46and that will lead to obviously a better
- 00:28:48health outcomes for mental well-being as
- 00:28:51well
- 00:28:52so we're kind of take you through a
- 00:28:54range of different you know narratives
- 00:28:56um in our documents and obviously advice
- 00:28:58in general generally I think the main
- 00:29:00point is looking at
- 00:29:03thank you I think we will share the
- 00:29:04slides with you so you can see them I'm
- 00:29:06just reading them out so they should
- 00:29:07they know
- 00:29:08um you know completely um essential for
- 00:29:10you to see them for now but you can see
- 00:29:12them afterwards
- 00:29:13um so we do take you through some of
- 00:29:15these principles and um and ultimately
- 00:29:16the the kind of evidence for you to
- 00:29:18think about in your work
- 00:29:20the next slide we're looking at
- 00:29:21implementation so we do promote a a
- 00:29:25systems approach to designing healthy
- 00:29:28places
- 00:29:29um we know from the the work for the UK
- 00:29:31collaborative Center for housing
- 00:29:33evidence that you know having assistance
- 00:29:35approach across the whole the planning
- 00:29:36process is quite important than just you
- 00:29:38know looking at one or two things
- 00:29:40um doing the process so for public
- 00:29:42housings and planners and urban
- 00:29:43designers and developers
- 00:29:45um aligning water efforts to integrate
- 00:29:47Health into local planning policy and
- 00:29:49practices that you always underpin
- 00:29:51um you know things around design coding
- 00:29:53rather than just looking at design
- 00:29:54coding on its own and obviously the
- 00:29:56program 133 or the national planning
- 00:29:58policy framework does encourage the use
- 00:29:59of other tools to help improve the
- 00:30:02designer development and we do say for
- 00:30:03example design reviews is useful
- 00:30:06um if you have the right expertise
- 00:30:07around Public Health around the panel
- 00:30:10um health impact assessments if it's
- 00:30:12useful I know in places like SX um they
- 00:30:14do link um design quality assessment
- 00:30:17with the use of health impact
- 00:30:18assessments and they live well a
- 00:30:20rotation scheme and then finally Place
- 00:30:23orders um maybe aware of those as well
- 00:30:25and then finally there's a need for
- 00:30:27monitoring evaluation
- 00:30:28um how do you build that into that as
- 00:30:29well we give you some advice around how
- 00:30:31do you create evaluation framework
- 00:30:34um to to be sure that you will achieve
- 00:30:37the health outcomes that you've set out
- 00:30:39to achieve
- 00:30:42so the next slide please um so um we do
- 00:30:45so just in terms of because you know
- 00:30:47illustrating one example so this is
- 00:30:49particularly a local Authority scale
- 00:30:52um and this looking at you know just
- 00:30:54illustrating you know in a snapshot you
- 00:30:56know what many of the considerations
- 00:30:57that will we have in a document means at
- 00:31:00the local Authority scale um it's not an
- 00:31:03utopian diagram it's meant to illustrate
- 00:31:06things in context so hopefully this will
- 00:31:09be useful
- 00:31:10um to that
- 00:31:11thanks a lot please thank you so just to
- 00:31:14kind of finish off my presentation two
- 00:31:16things to to highlight to the to the
- 00:31:18audience today so one is like I said
- 00:31:19earlier my my first um slide around my
- 00:31:22planning and health programmer on design
- 00:31:25um we do uh we'll be running a series of
- 00:31:28regional workshops and site visits um
- 00:31:31uh with sport England and we'll just be
- 00:31:34embarking on planning for these um from
- 00:31:36next week so
- 00:31:37um our primary audience will be Public
- 00:31:39Health teams um and obviously others if
- 00:31:42they want to come along they can but
- 00:31:43capacity will be an issue they'll be
- 00:31:45running one in each region
- 00:31:47um so you know please look out for those
- 00:31:49the idea for the capacity building
- 00:31:51Regional Workshop is to try and you know
- 00:31:54make some of these things that will be
- 00:31:56publishing bring them to life and we'll
- 00:31:58walk around a site and see how we can
- 00:32:01have a good design review panel uh
- 00:32:02discussion around Health
- 00:32:04um on these sites and in a critique them
- 00:32:06in terms of health and well-being
- 00:32:09so the next final slide is looking at
- 00:32:11just some funnel points uh calls to
- 00:32:14action um and just summarize my my
- 00:32:16presentation so I think I've already
- 00:32:18made the point multiple times there's no
- 00:32:21need to do
- 00:32:22um things more um I think no we we know
- 00:32:25that we have to do things better you
- 00:32:27know from the cave days to the you know
- 00:32:29the housing orders you know from then to
- 00:32:31the place of lions housing or we know
- 00:32:33that we have to do things differently
- 00:32:34um to improve the outcomes
- 00:32:36um but doing things differently and
- 00:32:38intentionally to consider the why why
- 00:32:40are you doing it and who are you
- 00:32:42designing for
- 00:32:44um for help that's the key question that
- 00:32:46you should all ask yourself and then
- 00:32:47obviously linking that to the public
- 00:32:49health needs and priorities and evidence
- 00:32:51base
- 00:32:52um published by your local Authority
- 00:32:54Public Health teams there is no such
- 00:32:56design for how to as I mentioned there's
- 00:32:58actually a proliferation of of different
- 00:33:01design for health tools and Frameworks
- 00:33:03um be clear about the ones that you use
- 00:33:05that's informed by evidence and clear
- 00:33:08research um rather than just something
- 00:33:09that's you know some someone's made up
- 00:33:11so be very clear be critical about the
- 00:33:13ones you adopt the latest construct
- 00:33:15slogans and buzzwords I probably used
- 00:33:17many of them today but things like
- 00:33:18booting others they need to be
- 00:33:20um
- 00:33:21if you like uh understandable and
- 00:33:23implementable
- 00:33:25um from public health perspective
- 00:33:27one of the constitute constituent parts
- 00:33:29and how the impact on population health
- 00:33:31and well-being so being mindful of the
- 00:33:33language that you use um and I know I
- 00:33:35probably use one or two terms that I
- 00:33:36shouldn't be using in my presentation so
- 00:33:38thank you for picking that up in the
- 00:33:39chat and then fourthly involvement of
- 00:33:42qualified public health professionals um
- 00:33:44should be a prerequisite and the guide
- 00:33:46obviously it's very much aimed at public
- 00:33:47health professionals being involved in
- 00:33:49design coding um you should be involving
- 00:33:51them in both design review panels and
- 00:33:53other you know stages of the planning
- 00:33:54process as well
- 00:33:56um and obviously how validate designers
- 00:33:57claims about healthy places because
- 00:33:59otherwise how will you check whether
- 00:34:01designers you know when they promote a
- 00:34:03healthy Master planning that is healthy
- 00:34:05if you don't involve public health
- 00:34:06professionals and then finally don't be
- 00:34:09afraid to experiment but experiment
- 00:34:11together with your stakeholder groups
- 00:34:13and then obviously value ways to make
- 00:34:15sure they make a difference so
- 00:34:17um hopefully that's a kind of a useful
- 00:34:19run through of the work that we do in
- 00:34:20Elwood around design for health please
- 00:34:22do uh next slide please please do look
- 00:34:24out for our advice notes which we
- 00:34:26hopefully will be publishing shortly if
- 00:34:29you don't know anything about our work
- 00:34:31around playing for health or other
- 00:34:32program areas on housing natural
- 00:34:33environments active travel or air

- 00:34:56practices uh from one to five
- 00:34:59um be really interesting to see your
- 00:35:01responses to that

- 00:35:08um and with that I passed over to
- 00:35:09Natasha who will give you a good example

- 00:35:19everyone
- 00:35:20um it's really interesting to see the
- 00:35:22poll results
- 00:35:24uh as I'm going to follow on from this
- 00:35:27Theme by sharing some new uh design and
- 00:35:29planning which I've developed called the
- 00:35:31place quality framework
- 00:35:34and I'll show how that's being applied
- 00:35:36in The Branding
- 00:35:38um I'm attached to read I'm founder of
- 00:35:40matter space so uh it's a design
- 00:35:42research practiced on wellbeing and just
- 00:35:45some context to to this work and where
- 00:35:47it's coming from my background is in
- 00:35:49architecture and Urban Design
- 00:35:52um but 10 years ago now I diverted away
- 00:35:55from traditional practice and to explore
- 00:35:58more deeply the human and social
- 00:36:00dimensions of places and for me this is
- 00:36:04what matters and so this has involved
- 00:36:06working across many different
- 00:36:08disciplines to explore new ways of
- 00:36:10shaping
- 00:36:12cases according
- 00:36:14to how they affect people their
- 00:36:16well-being and their over the last year
- 00:36:18through the public practice program I've
- 00:36:21been working partly within
- 00:36:24the council in-house on a new SP this
- 00:36:28new place quality approach whereas the
- 00:36:31audio not coming through
- 00:36:34um
- 00:36:37I might turn off the camera just to see
- 00:36:39if
- 00:36:41that's any better
- 00:36:45uh can we hear any better now sorry it's
- 00:36:49uh
- 00:36:51turning off the video
- 00:36:54um
- 00:36:56okay great so I'm not sure how much um
- 00:37:00was was caught of that but just to recap
- 00:37:03on
- 00:37:04uh
- 00:37:07which is a design research practice
- 00:37:09focused on well-being
- 00:37:12um as some context to this work uh my
- 00:37:14background is in architecture and Urban
- 00:37:15Design but 10 years ago now I diverted
- 00:37:18away from traditional practice to
- 00:37:20explore more deeply the human and social
- 00:37:22dimensions of places
- 00:37:25um
- 00:37:26for me this is what matters and this is
- 00:37:28what's this has involved working across
- 00:37:30different disciplines to explore new
- 00:37:32ways of shaping places according to how
- 00:37:33they affect people and their lives
- 00:37:37um over the last year through the public
- 00:37:38practice program I've been working
- 00:37:40partly in Brent Council on a new SPD a
- 00:37:44supplementary planning document
- 00:37:46which contains this place quality
- 00:37:48approach uh next slide
- 00:37:51please
- 00:37:53so this is a different approach
- 00:37:56um to embed Health social well-being and
- 00:37:59inclusivity into places
- 00:38:01and it does this by putting how places
- 00:38:04people impact how places impact people
- 00:38:07front and center of the design and
- 00:38:09assessment process in planning making
- 00:38:12this a really explicit priority and then
- 00:38:15also providing the tools to break this
- 00:38:18down and achieve this through
- 00:38:20human-centered design
- 00:38:23um so why do we need a different
- 00:38:25approach
- 00:38:27um well as we're all becoming more and
- 00:38:29more familiar with the design of the
- 00:38:30book and natural environment is
- 00:38:32absolutely critical for our physical
- 00:38:34mental and social well-being and as
- 00:38:37Michael is set out there's there's
- 00:38:38plenty of evidence of the significant
- 00:38:41effects of our surroundings on people's
- 00:38:44lives
- 00:38:45but the practice of Designing directly
- 00:38:48for this and assessing this is still not
- 00:38:50commonplace and it's not the business's
- 00:38:52usual focus of development so the
- 00:38:55question of how places are impacting
- 00:38:56people is still not often never really
- 00:38:59addressed uh in depth at least
- 00:39:02so to address this this framework Builds
- 00:39:05on what's current best practice but aims
- 00:39:07to go further by bringing in uh firstly
- 00:39:11emerging leading practice that's across
- 00:39:13a wide range of factors including things
- 00:39:16like biophilic design which is about the
- 00:39:18importance of contact with nature
- 00:39:21the tackling loneliness in isolation
- 00:39:23responding to neurodiversity
- 00:39:26to the needs of older people and
- 00:39:28children and creating safer places for
- 00:39:30women and girls and some of these topics
- 00:39:32have been covered already in earlier
- 00:39:34homes England learning sessions so it's
- 00:39:36about bringing these things together now
- 00:39:37in a holistic and joined up way
- 00:39:41secondly it's also about
- 00:39:42evidence-informed design so drawing upon
- 00:39:45the knowledge and the research that
- 00:39:47exists
- 00:39:48um in different disciplines and in
- 00:39:50public health about how places affect
- 00:39:52people and our workings as humans and
- 00:39:55all this research and evidence just
- 00:39:57isn't making it into practice right now
- 00:39:58so there needs to be ways to make what
- 00:40:01can be quite complex into something easy
- 00:40:03to apply in everyday process whether
- 00:40:06that's design or in planning
- 00:40:08um
- 00:40:09so I'll show you how this approach has
- 00:40:11been applied for Brent
- 00:40:13uh next slide please
- 00:40:17so what the guidance does firstly is to
- 00:40:21reframe design quality to be about
- 00:40:25delivering quality of life outcomes so
- 00:40:27going Beyond numbers physical form and
- 00:40:31visual appearance and how things look
- 00:40:34um this framework is part of a new SPD
- 00:40:36for Brent it's the residential immunity
- 00:40:39space and place quality SPD which is
- 00:40:42adopted last month
- 00:40:44which means it's now a material planning
- 00:40:47consideration and it'll apply to master
- 00:40:51plans to external and internal places
- 00:40:54and to public spaces so real range
- 00:40:58essentially of shared spaces even down
- 00:41:00to corridors
- 00:41:01in residential developments
- 00:41:04the objective of course is healthier
- 00:41:06happier vibrant and inclusive places but
- 00:41:09not as a nice to have but becoming the
- 00:41:12fund of fundamental expectation for
- 00:41:14development
- 00:41:17uh next slide please
- 00:41:21so what's really been really key is to
- 00:41:24shape this to the particular context in
- 00:41:27Brent to priorities challenges and
- 00:41:29opportunities found there
- 00:41:31um like many places is experiencing
- 00:41:33significant growth so generally
- 00:41:36development has to be a higher density
- 00:41:38to deliver on housing and the borough
- 00:41:41has areas of deprivation alongside
- 00:41:43affluence
- 00:41:44like much of London and the good growth
- 00:41:47Vision includes reducing Health
- 00:41:49inequalities
- 00:41:51is one of the most diverse barriers in
- 00:41:52the country so supporting social
- 00:41:55cohesion and integration is really key
- 00:41:57and tying in with environmental
- 00:42:00sustainability of course there's
- 00:42:01Michael's talking about systemic kind of
- 00:42:03approaches uh it's a critical challenge
- 00:42:06throughout
- 00:42:07next slide please
- 00:42:11and the the aim is to deliver on
- 00:42:13sustainable growth that's focused on
- 00:42:15what matters to people and communities
- 00:42:17and the guidance is helping to do this
- 00:42:20by prioritizing people focused outcomes
- 00:42:23like supporting people's physical and
- 00:42:25mental well-being building strong and
- 00:42:27integrated communities across both new
- 00:42:29and existing places
- 00:42:31encouraging vibrancy and
- 00:42:32intergenerational mixing supporting a
- 00:42:35sense of place and belonging and
- 00:42:37fostering a sense of ownership
- 00:42:39next slide please
- 00:42:43and the guidance is structured to
- 00:42:46address Health inequalities and areas of
- 00:42:48deprivation
- 00:42:49specifically by expecting development
- 00:42:52Now to respond to the socioeconomic
- 00:42:55context and the needs of different
- 00:42:57groups so on the left is a map of open
- 00:43:00space deficiency and on the right is a
- 00:43:02map of deprivation so where there is
- 00:43:04greater need within the borough there
- 00:43:06will be higher levels of expectations to
- 00:43:09deliver on quality of life
- 00:43:13um and it in a way that's proportionate
- 00:43:15to the level of disadvantage
- 00:43:19uh next slide please
- 00:43:22working closely with the council teams
- 00:43:25and with members
- 00:43:26together we defined
- 00:43:28um what some of the key Place quality
- 00:43:31priorities which are factors that would
- 00:43:33have a greater weighted assessment
- 00:43:35because they're addressing specific
- 00:43:37local needs
- 00:43:39so these have been defined as
- 00:43:41Community gardening uh there's many
- 00:43:44positive physical mental health impacts
- 00:43:46of bringing people together in nature uh
- 00:43:50green infrastructure with its key role
- 00:43:52in both people's quality of life and
- 00:43:54sustainability uh young people there's a
- 00:43:57very high proportion
- 00:43:58of young people in the borough
- 00:44:01um so we need to find ways to support
- 00:44:04them to feel a sense of ownership of
- 00:44:06sense of safety and also possibility for
- 00:44:08the future
- 00:44:10um social interaction is really key
- 00:44:13between different groups in terms of
- 00:44:15integration and cohesion but also in the
- 00:44:18context of high-rise and high density
- 00:44:20where it can often be more difficult to
- 00:44:22achieve this naturally
- 00:44:24than say street-based homes
- 00:44:28um
- 00:44:29inclusivity
- 00:44:32um is really key for this particular bio
- 00:44:34considering new and existing communities
- 00:44:37disadvantaged groups and more vulnerable
- 00:44:39residents
- 00:44:41next slide please
- 00:44:46um so I'm now going to run through how
- 00:44:48this framework Works in practice
- 00:44:51um
- 00:44:51as Mike said it's not about doing more
- 00:44:53it's just about doing things a little
- 00:44:56differently so this is based on The
- 00:44:59Human Experience of the built and
- 00:45:00natural environment so rather than
- 00:45:03looking only at the physical attributes
- 00:45:06um it's looking at three dimensions
- 00:45:08health and well-being community and
- 00:45:11belonging and vibrant and inclusive
- 00:45:13places and across those three they're in
- 00:45:16nine criteria for quality of life
- 00:45:19um so these form building blocks for
- 00:45:21people-focused places
- 00:45:23and they're they're interconnected
- 00:45:25um so to cover a range of factors in a
- 00:45:27holistic way and
- 00:45:29this shifts expectations
- 00:45:32for development by creating a set of new
- 00:45:36benchmarks for success and for what good
- 00:45:38looks like and which focuses on that
- 00:45:41qualitative aspect of cases so what are
- 00:45:43the impacts for people
- 00:45:45um how they experience that place how
- 00:45:47will it affect their health and their
- 00:45:49well-being and their lives
- 00:45:50and critically there is a new
- 00:45:53requirement as part of this guidance for
- 00:45:56the benefit to people to be demonstrated
- 00:45:59as part of the prying process and I'll
- 00:46:01show you what that looks like
- 00:46:03um as we go further on but the aim of
- 00:46:06this really is is to reduce the burden
- 00:46:08on Council teams and
- 00:46:10um is asking applicants to show why and
- 00:46:14how their scheme will be high quality
- 00:46:18um
- 00:46:19and beneficial
- 00:46:20next slide please
- 00:46:25across those three dimensions
- 00:46:28there's a range of specific design
- 00:46:30considerations with examples of what
- 00:46:32good looks like again I'll go into more
- 00:46:34more detail about that but broad broadly
- 00:46:36speaking
- 00:46:38with health and well-being that's
- 00:46:39looking more at the direct impacts on
- 00:46:42physical and mental health and so for
- 00:46:45example spaces that are restorative by
- 00:46:48reducing stress improving mood
- 00:46:50um often green spaces uh community and
- 00:46:54belonging that's
- 00:46:55looking at how we enable social
- 00:46:57interaction but not just casual
- 00:46:59encounters between people how do we
- 00:47:01start to build sustained ties building
- 00:47:04Community networks
- 00:47:06um that support resilience
- 00:47:09vibrant
- 00:47:11and inclusive places
- 00:47:13this
- 00:47:15supporting deaf all different types of
- 00:47:16people to play an active part in their
- 00:47:18communities and reducing barriers and
- 00:47:19inequalities
- 00:47:22um all of this is underpinned by the
- 00:47:23importance of Nature and green
- 00:47:25infrastructure
- 00:47:26uh with the benefits for both people and
- 00:47:28planet and this will get extra weight
- 00:47:31and value in the assessment process
- 00:47:33particularly uh in areas of open space
- 00:47:36deficiency deprivation and health
- 00:47:37inequalities
- 00:47:40next slide please
- 00:47:45um so this guidance sets out an approach
- 00:47:48but also a step-by-step methods
- 00:47:51with tools to help achieve the new
- 00:47:54requirements uh I want to emphasize it's
- 00:47:56not a checklist or a sort of tick box
- 00:47:59exercise
- 00:48:01um that you do certain things and that's
- 00:48:03it so the design of places still has to
- 00:48:05be considered of course and this is
- 00:48:06about opening up possibilities and
- 00:48:09providing prompts
- 00:48:11um for areas to look at
- 00:48:13um to support Health in design and
- 00:48:16essentially it's tools to help people
- 00:48:18think about what are the conditions and
- 00:48:20the outcomes and the benefits for people
- 00:48:23you want to include and create
- 00:48:25um not just a list of physical features
- 00:48:28so what's what's now required
- 00:48:31um for developments
- 00:48:33and Planning Commission will be to
- 00:48:35submit a quality statement uh with
- 00:48:38supporting evidence and these tools will
- 00:48:41help Define what goes into that
- 00:48:42statement which I'll run through and
- 00:48:43this has been developed in close
- 00:48:46consultation with development management
- 00:48:48teams at Brent uh we had a working group
- 00:48:51to make sure that this really assists
- 00:48:53with assessment and it's not an
- 00:48:55additional burden
- 00:48:57so next slide please
- 00:49:02so I'm going to run through the tools
- 00:49:04and this is uh quite heavily Abridged
- 00:49:07but more to give a sense of what it
- 00:49:09includes and I'll put a link to
- 00:49:12information and to the SPD in the chat
- 00:49:14at the end so you can have a look at all
- 00:49:17the details uh but I'll run through
- 00:49:19roughly what each tool is looking at and
- 00:49:21and the sort of thing includes so the
- 00:49:24first one is looking at
- 00:49:26the very first principles of design
- 00:49:29looking at the site uh whether that's
- 00:49:32Master planning or a smaller site but
- 00:49:35asking applicants to Define to sort of
- 00:49:40Define that they understand the context
- 00:49:41and the users so there's a series of
- 00:49:44questions starting with how the design
- 00:49:47is addressing specific user needs uh the
- 00:49:50questions include things like what is
- 00:49:52the socio-economic or cultural context
- 00:49:54of the site who are the users and what
- 00:49:57are their needs
- 00:49:58um
- 00:49:59it goes on to look at the how people
- 00:50:02experience that scheme and design and so
- 00:50:06asking applicants to explain the user
- 00:50:08journey through that scheme uh looking
- 00:50:11at factors
- 00:50:13such as human scale and sense of
- 00:50:15spaciousness uh nature of course and
- 00:50:18social integration and connectivity to
- 00:50:21The Wider areas
- 00:50:23uh next slide please
- 00:50:27and
- 00:50:29with this first set of questions uh
- 00:50:32there'll be an expectation to provide
- 00:50:34supporting evidence in terms of drawings
- 00:50:36where those the benefits that have been
- 00:50:38answered are set out and shown and how
- 00:50:41it's achieved and this is in line with
- 00:50:43the sorts of drawings you'd expect to
- 00:50:45have as part of regular design and
- 00:50:47access statements that are submitted for
- 00:50:48planning but just uh the expectation is
- 00:50:53to really show how those Health and
- 00:50:55Social well-being considerations are
- 00:50:58built in
- 00:50:59from the start
- 00:51:01next slide please
- 00:51:03then the next level of information to be
- 00:51:06provided will be going deeper into these
- 00:51:08different quality of life criteria
- 00:51:11um they're across the three dimensions
- 00:51:13we've got three sets of criteria and
- 00:51:17they start with more Baseline practice
- 00:51:19which is uh what you'd expect to see
- 00:51:23um in terms of good design
- 00:51:25going to sort of better practice and
- 00:51:28then some factors which uh could be
- 00:51:30considered leading practice and are not
- 00:51:33that common but they're there to to be
- 00:51:35able to raise the level and standards
- 00:51:37and expectations as well
- 00:51:39so just to to touch what they are they
- 00:51:41cover
- 00:51:43in the health and well-being it's about
- 00:51:45uh comfortable active and or relaxing
- 00:51:48places uh creating attractive
- 00:51:51restorative and natural places uh or
- 00:51:53creating usable code for empowering
- 00:51:55places as the kind of leasing practice
- 00:51:58and I'll go through how that breaks down
- 00:52:00further
- 00:52:03um community and belonging starts with
- 00:52:05distinctive places this sort of Baseline
- 00:52:07sociable places is the next level and
- 00:52:09then places that build community
- 00:52:12as the leading level and then for
- 00:52:14vibrant and inclusive places we start
- 00:52:16with safe legible welcoming as the
- 00:52:19Baseline
- 00:52:20um creating integrated and Equitable as
- 00:52:23the next specs practice and then places
- 00:52:25for different user needs as the leading
- 00:52:27and are going to what that means
- 00:52:29um so next slide for that
- 00:52:32through the different tools
- 00:52:35um the expectation will be to Define
- 00:52:37indicators based on those criterias that
- 00:52:40are included in the schemes and so these
- 00:52:43are some examples
- 00:52:45of what that could be so for example for
- 00:52:47a comfortable and relaxing place uh is
- 00:52:51this is an example of a quiet and
- 00:52:53peaceful Courtyard
- 00:52:54for residents uh for in the middle we've
- 00:52:58got a space that's about building
- 00:53:00Community where social interaction is
- 00:53:02prioritized with common space provided
- 00:53:06for for Gathering and mixing generations
- 00:53:08and then at the end
- 00:53:10uh we have a space that's about
- 00:53:14uh integrated spaces uh particularly
- 00:53:17this is good for bringing young people
- 00:53:19together in an estate in the South
- 00:53:22Kilburn estate in Brent uh next slide
- 00:53:24please
- 00:53:27so this is uh an excerpt of the tools
- 00:53:30but just to give a sense of how this
- 00:53:32works and there is series
- 00:53:35series of questions here for this uh
- 00:53:38health and wellbeing Dimension starting
- 00:53:40with uh will the space fuel
- 00:53:44appropriately peaceful Lively given type
- 00:53:47of space it is how the benefits of green
- 00:53:50space is being maximized uh is it a
- 00:53:54usable head for an empowering Place how
- 00:53:57is the space actually accessed by
- 00:53:58residents how convenient is it in
- 00:54:00everyday lives and then leading practice
- 00:54:02would be about our residents and
- 00:54:04communities involved in co-design
- 00:54:07co-production or engagement Beyond
- 00:54:09typical consultation
- 00:54:11there's lots more questions to this but
- 00:54:13these are just a few and next slide
- 00:54:17and with this there are examples of what
- 00:54:20that could translate to
- 00:54:22um as a set of place quality indicators
- 00:54:24so
- 00:54:25there are some examples from internal
- 00:54:27space in terms of making comfortable
- 00:54:29spaces or sociable spaces as an example
- 00:54:32of a double Lobby giving a sense of
- 00:54:35spaciousness but also having windows so
- 00:54:38that residents can see who else is in
- 00:54:39the building and interact and get to
- 00:54:41know one another
- 00:54:42below is an example of uh attractive
- 00:54:47restorative natural space is that
- 00:54:48criteria and here we see lots of visual
- 00:54:53immunity interests and appeal which is
- 00:54:55provided with sensory attractive and
- 00:54:57playable Landscaping
- 00:54:59uh next slide please
- 00:55:03so similarly with the community and
- 00:55:06belonging
- 00:55:07uh Dimension set of questions starting
- 00:55:11from uh is this distinctive Place does
- 00:55:13it support prior to placing a common
- 00:55:16sense of identity is it a sociable Place
- 00:55:19uh does it encourage people to spend
- 00:55:22time there their features that encourage
- 00:55:24dwelling
- 00:55:26um such as reasons to samples so that
- 00:55:28might be a simple of having seating and
- 00:55:30benches in a particular Arrangement and
- 00:55:33something more elaborate
- 00:55:34uh asking is this a place that Bill's
- 00:55:37Community are there factors that support
- 00:55:40long-term relationships between
- 00:55:42residents and then leading practice
- 00:55:45thinking about does the design go beyond
- 00:55:47sociability to create social value and
- 00:55:50Social Capital
- 00:55:52um about those longer term networks and
- 00:55:54relationships
- 00:55:55uh next slide please
- 00:55:59so again a couple of examples
- 00:56:03of where that's uh parts of this being
- 00:56:06done well so we've got top left
- 00:56:09in Cambridge
- 00:56:11places to sit and talk to neighbors
- 00:56:15um on the right we have in terms of
- 00:56:17social spaces how to make
- 00:56:19um a corridor somewhere that someone
- 00:56:20might spend more time in and actually
- 00:56:22pause so features uh to look at such as
- 00:56:25art or having a window in there
- 00:56:28um
- 00:56:30a space below we've looked at in terms
- 00:56:32of building community and social
- 00:56:34interaction
- 00:56:36um next slide please
- 00:56:38and then just to round off the tools the
- 00:56:41last one that shows sort of the the more
- 00:56:44in-depth questions I won't go through it
- 00:56:46all but just to to give an idea so it's
- 00:56:49going from the starting point of you
- 00:56:51know is this a safe safe place to go
- 00:56:53into things like uh is there opportunity
- 00:56:56for people from different walks of life
- 00:56:58to meet
- 00:57:00um is this intergenerational
- 00:57:02that cater for people of different ages
- 00:57:04or backgrounds to come together
- 00:57:06um and how does that happen without
- 00:57:08there being tension between different
- 00:57:09activities or groups as well
- 00:57:12um next slide please
- 00:57:15uh and then going into addressing
- 00:57:18different types of user needs as Michael
- 00:57:21was saying at the beginning how do we
- 00:57:22consider the needs of specific groups
- 00:57:25who those groups so whether that's
- 00:57:27describing how the needs of children are
- 00:57:30being integrated young people women
- 00:57:32older people people with protected
- 00:57:34characteristics disability
- 00:57:37um erase all of those things uh how how
- 00:57:41does this you know go beyond
- 00:57:44saying creating places for everyone to
- 00:57:46actually giving specific consideration
- 00:57:48to to those identified user needs
- 00:57:52um and also thinking about
- 00:57:54neurodiversity there's new standards
- 00:57:56that are coming out that have come out
- 00:57:59um fairly recently about that
- 00:58:01um so next slide
- 00:58:04and uh what's important
- 00:58:08um in terms of what's being submitted is
- 00:58:10that that gets these different
- 00:58:12indicators that applicants
- 00:58:14uh would share would have to be listed
- 00:58:17on drawings to actually show you how
- 00:58:19that's being done
- 00:58:20um
- 00:58:21so that way is supporting evidence to
- 00:58:24the statements that get provided
- 00:58:26uh next slide
- 00:58:28and then the way that the developments
- 00:58:31are assessed they're going to be
- 00:58:33proportionate
- 00:58:35um in terms of the size so where there's
- 00:58:39greatest impact uh on quality of life
- 00:58:41and also the type so uh it'll be higher
- 00:58:45expectation for high-rise uh high
- 00:58:48density and build to rent uh also
- 00:58:50co-living and then
- 00:58:52strategic development uh it's the
- 00:58:55greatest impact on both residents and
- 00:58:57the uh surrounding communities as well
- 00:59:01um so
- 00:59:02yeah this is a way to to make it
- 00:59:05specific to the context and the impacts
- 00:59:08next slide please
- 00:59:11so just to to conclude now
- 00:59:14um the end with this is to have this
- 00:59:16outcomes both for people but also for
- 00:59:18practice so for people
- 00:59:20um clearly this is specifically focused
- 00:59:22to the needs and well-being of people in
- 00:59:24communities and ways to keep doing that
- 00:59:27further in the context of particular
- 00:59:29places
- 00:59:31um starting to look at how the benefits
- 00:59:33of growth are balanced more equitably
- 00:59:35this tool can be used as part of
- 00:59:38community participation and co-design
- 00:59:41processes there's a Common Language
- 00:59:44um that's not necessarily just about
- 00:59:45design and this can also be a way to
- 00:59:49structure design review around
- 00:59:51health and well-being next slide
- 00:59:55and then for practice it it starts to
- 00:59:58make it very explicit what outcomes to
- 01:00:00designing or look for in schemes and
- 01:00:02applications uh it enables everyday
- 01:00:06implementation of this into existing
- 01:00:09design and planning processes
- 01:00:11and
- 01:00:12the idea is really to equip designers
- 01:00:15and decision makers with with some tools
- 01:00:17for uh clearing consideration of all the
- 01:00:20complex impacts of the built environment
- 01:00:23um and also really helping support all
- 01:00:25the really good Architects and designers
- 01:00:27who are already doing some of those
- 01:00:28things by having a really strong vision
- 01:00:30and backing from the planning Authority
- 01:00:33um so as Michael said just to for me to
- 01:00:35round up it's not about doing additional
- 01:00:37things but doing things in a slightly
- 01:00:39different way and starting from the
- 01:00:42impact on people and putting how places
- 01:00:44affect us as humans and communities at
- 01:00:46the heart of where they the way they're
- 01:00:48made

- 01:01:08um that's brilliant so I think we move
- 01:01:10on to our q a session now so if I could
- 01:01:15ask the presenters
- 01:01:17um to put their cameras on and then also
- 01:01:19join my by um Amy Burbage
- 01:01:23um hello hi Amy
- 01:01:25so uh Amy is our head of Master
- 01:01:27development and design if I got that
- 01:01:29right Amy shout if not yes I did that's
- 01:01:32that's good
- 01:01:34um so we've we've had a whole range of
- 01:01:37questions in the chat there's been quite
- 01:01:39a lot of lively discussion there
- 01:01:42um I was hoping some of the questions
- 01:01:43would fall neatly into little groups and
- 01:01:46so I would could group them and ask a
- 01:01:48specific question around that
- 01:01:50um but I think there are questions on
- 01:01:51many many things
- 01:01:53um there are also a number of uh sort of
- 01:01:55clarifications requests for other
- 01:01:57information
- 01:01:58uh you know for example the guy the the
- 01:02:01team sort of behind the scenes will will
- 01:02:03deal with with all of those and we'll
- 01:02:04get out as much as as we can
- 01:02:07um following this session so um I'll go
- 01:02:10through and um I will try and pick a few
- 01:02:13of the questions which I think um are
- 01:02:16sort of generally um applicable so
- 01:02:19um the first one um I wanted to to to
- 01:02:22ask really it's one that came up quite
- 01:02:25early on
- 01:02:26and um I think it would be really useful
- 01:02:28to get a really short response
- 01:02:31from each of the um each of the
- 01:02:33presenters and obviously Amy as well
- 01:02:35um but the question is around
- 01:02:37um it says if if health is a concern
- 01:02:40nationally and planning can help which I
- 01:02:43sort of think
- 01:02:44we all think it can
- 01:02:46um Can something be done nationally that
- 01:02:48is a requirement for development to
- 01:02:50address rather than coming up with
- 01:02:52something locally in local plans so it's
- 01:02:55that National versus local question
- 01:02:58really should we be setting standards
- 01:03:00nationally or locally
- 01:03:03um is it okay Amy if I asked for your
- 01:03:06thoughts on that first
- 01:03:08yeah that's fine I started writing
- 01:03:10something in the chat and then thought I
- 01:03:11was to come to Katie so I hope you do
- 01:03:13hope you do that I mean I think
- 01:03:16um my my sort of personal view is that
- 01:03:19there are things that are consistent
- 01:03:21health issues across the whole of the
- 01:03:23country and the Urban Design and the
- 01:03:26national design guide are saying very
- 01:03:29much what Michael's talking about that
- 01:03:31we can we can have an impact so obesity
- 01:03:34is a problem pretty much everywhere
- 01:03:35Michael just you know this is me with my
- 01:03:38being really simplistic at least he's a
- 01:03:40problem pretty much everywhere
- 01:03:42active travel access to National Green
- 01:03:45Space and play are things that planets
- 01:03:48can make a difference about and public
- 01:03:49health people can make a difference
- 01:03:50about
- 01:03:51so you can that's already a national
- 01:03:53policy but what the local plan is doing
- 01:03:56is saying this is a particular issue
- 01:03:58here or hit spatially this is how we can
- 01:04:01affect a change so I think that's that's
- 01:04:04the difference there are things that we
- 01:04:06know are consistent but you will have
- 01:04:08local data that can turn the dial up
- 01:04:12that can say we've got more elderly
- 01:04:15people here with this particular issue
- 01:04:16and that is why we really need this and
- 01:04:19it gives you more weight that's my
- 01:04:21thinking but Michael we'll talk about
- 01:04:22that a bit more that the tool that
- 01:04:24Michael mentioned that we use
- 01:04:26in homes England because it does that a
- 01:04:29bit of that simple translation between
- 01:04:32um Lots the the data to what does that
- 01:04:35mean about how do I actually plan a
- 01:04:37place and what does that mean for my
- 01:04:38counselors to understand that it is
- 01:04:39building for a healthy life because that
- 01:04:41the reason that changed from being
- 01:04:44building for Life 12 to being building
- 01:04:46from a healthy life was that it was uh
- 01:04:49written in collaboration with the NHS in
- 01:04:52order to get the learning from those
- 01:04:54documents into a sort of a planning and
- 01:04:57design document that was about the
- 01:05:00delivery of things and so the first four
- 01:05:03questions are about the thing think
- 01:05:04about when you're looking at allocating
- 01:05:06sites really and then the next are a
- 01:05:09kind of Master Plan the next four about
- 01:05:11site layout and then the last four of
- 01:05:14the things you need to think about the
- 01:05:15detailed level at Reserve matters
- 01:05:17so that's really useful because it goes
- 01:05:20with the timeline that we use at homes
- 01:05:22England and obviously lots of local
- 01:05:23authorities are using in terms of
- 01:05:24receiving planning applications
- 01:05:26so um Michael's put the link in it's
- 01:05:28easy to find on the way there's loads of
- 01:05:30places but um I think that combination
- 01:05:33of those those that's that's certainly
- 01:05:35how when I was in a local Authority
- 01:05:37that's how I was using um the
- 01:05:39um local
- 01:05:41intelligence that you're getting about
- 01:05:43your population
- 01:05:45brilliant thank you Amy um do you want
- 01:05:48to come in Michael just for a couple of
- 01:05:49quick comments yeah I think you can
- 01:05:52clearly see from the chat that there are
- 01:05:53different perspectives on just this
- 01:05:55particular issue which you know and I
- 01:05:57said it's not controversial health and
- 01:05:58design so in a way they're going to ask
- 01:06:01us the question is you know I think it's
- 01:06:02useful to have a nice clearer National
- 01:06:07um Commitment if you like to health and
- 01:06:08planning health and design
- 01:06:10um uh but I think you know to prescribe
- 01:06:14anything you know we were going to get
- 01:06:16you'll get a lot of backlash to
- 01:06:18prescribing anything granted unless it's
- 01:06:19clearly evidence by by a kind of um by
- 01:06:22research and
- 01:06:23um kind of quite robust um evidence so
- 01:06:25in a way I would say there's definitely
- 01:06:27things we can do the national planning
- 01:06:28policy framework and planning practice
- 01:06:30guidance to
- 01:06:31um strengthen how health is perceived
- 01:06:34and articulated and design Health
- 01:06:36inequalities which doesn't appear
- 01:06:38anywhere currently
- 01:06:40um there's definitely something about
- 01:06:42strengthening the way that public health
- 01:06:43professionals can be involved in the Pro
- 01:06:45in the planning process from design
- 01:06:47development whatever it may be
- 01:06:49um beyond that I don't know whether it's
- 01:06:52appropriate to stop prescribing things
- 01:06:54you know I think um you know it may be
- 01:06:56useful to say We'll prescribe 40 of all
- 01:06:59development should be green spaces we
- 01:07:00can say that but you know whether
- 01:07:01they're specked up by evidence and
- 01:07:03whether it's contextually appropriate
- 01:07:05there's a different question so I do
- 01:07:07agree from the chat that um the things
- 01:07:09that we can say around the mppf and the
- 01:07:12things we need to appreciate around
- 01:07:13resourcing and those issues as well and
- 01:07:16that's why I think the approach that I
- 01:07:17take
- 01:07:19um is actually by enabling
- 01:07:22um councils and others involved in the
- 01:07:24process Landscape Architects how
- 01:07:25Engineers all of them they may be
- 01:07:28um enabling them to take the right
- 01:07:29approach that's probably the best way
- 01:07:31for now um than prescribing a certain
- 01:07:33way
- 01:07:35um you know I think it depending on the
- 01:07:36the kind of political
- 01:07:38um situation but um for now that's
- 01:07:40probably all the best that we can do
- 01:07:43um it's not to say that no it's the best
- 01:07:44that we should be doing but it's
- 01:07:45Professor we can uh can do at this point
- 01:07:48in time thank you Michael and I'll throw
- 01:07:51that one to Natasha as well so National
- 01:07:54or local what's the best way to to lead
- 01:07:59um I think starting with with local
- 01:08:04um because then it does really address
- 01:08:06the specific kind of requirements of
- 01:08:08places but I do think it would be the
- 01:08:11right thing to do to move towards having
- 01:08:13some sort of national
- 01:08:15um kind of impetus around health and
- 01:08:17having that more
- 01:08:19um emphasized in the guidance
- 01:08:21um so all the requirements sorry not
- 01:08:23guidance and so yeah I think perhaps
- 01:08:26it's a longer term Journey but having a
- 01:08:28consensus kind of model or approach
- 01:08:32um that draws together lots of different
- 01:08:33work that's happening
- 01:08:35um would be where I'm at yeah brilliant
- 01:08:38thank you
- 01:08:40um and then the next one I wanted to
- 01:08:42move on to there's a few questions that
- 01:08:44appeared around designing
- 01:08:47um for people with disabilities and
- 01:08:49obviously if we're designing for people
- 01:08:51with disabilities which could be any of
- 01:08:53us at any time
- 01:08:55um we're also designing places which are
- 01:08:58also more um accessible if you're
- 01:09:00designing to allow for a wheelchair
- 01:09:01you're also designed to allow for a a
- 01:09:03push chair for example
- 01:09:06so the the question
- 01:09:08um the question was put to you Michael
- 01:09:10but I think it's probably one for
- 01:09:11everybody really so the question is um
- 01:09:14is Michael aware of any outcomes of the
- 01:09:17recent accessible housing console
- 01:09:19consultation
- 01:09:21um it would be a very practical Health
- 01:09:23intervention to make the um accessible
- 01:09:26part-time level two
- 01:09:28um a baseline for all future Housing
- 01:09:30Development so I'm sort of thinking here
- 01:09:33around
- 01:09:36um I sort of remember the lifetime home
- 01:09:37standard as well
- 01:09:39um which I think again is sort of in
- 01:09:40this this space of of building homes
- 01:09:42that can be adapted for future need for
- 01:09:45people
- 01:09:46um that would be my understanding but
- 01:09:48again good perhaps if you want to
- 01:09:49quickly give your take on that Michael
- 01:09:53yeah I think um or just to say we have a
- 01:09:56housing and health program so Josie here
- 01:09:58leads the team so if you want to go into
- 01:09:59great detail around housing please um do
- 01:10:01get in touch um but I think
- 01:10:03um
- 01:10:04I think that I think you know right I
- 01:10:06think the general point is that um
- 01:10:09designing for different population
- 01:10:11grooves
- 01:10:12um you know doesn't necessarily in my
- 01:10:15view like I said in terms of addressing
- 01:10:17Health inequalities may not be just
- 01:10:19about designing for particular
- 01:10:20population groups because they
- 01:10:21exacerbate Health inequalities you know
- 01:10:23like I said earlier there's actually
- 01:10:25dementia friendly environment design
- 01:10:26guidelines there's an Autism planning
- 01:10:28design College from America and then
- 01:10:30you've got all these other Concepts
- 01:10:31that's very much focused on a particular
- 01:10:34you know group of of society
- 01:10:37um the thing is how do they link all
- 01:10:39together I think someone mentioned in
- 01:10:41one of the um kind of images that or
- 01:10:43that potentially maybe kind of adverse
- 01:10:45to people with Dementia or other kind of
- 01:10:47ability disability needs so I think it's
- 01:10:50been very mindful about who you're
- 01:10:51designing for it may be in some
- 01:10:53situations some sites that you've
- 01:10:54designed particularly for a population
- 01:10:57groups like you know if you're designing
- 01:10:58for dementia friendly you know
- 01:11:00environment or care home then that's
- 01:11:02that's why you you focus on but in
- 01:11:04general you know we focus on the general
- 01:11:06kind of a residential neighborhood then
- 01:11:08you need to be mindful of everyone that
- 01:11:09you've designed for
- 01:11:11um I think in terms of the accessibility
- 01:11:12standards I I I'm not aware that we've
- 01:11:15done any work on that because there's
- 01:11:17Deluxe um about irresponsibility but we
- 01:11:21do engage with them quite a lot on on
- 01:11:23those housing issues so I can pick that
- 01:11:25point up separately and if needed thank
- 01:11:27you
- 01:11:28okay thanks Amy do you want to have a go
- 01:11:30on that one next
- 01:11:33um yeah I mean I think there's quite a
- 01:11:35lot of discussion about kind of
- 01:11:37um inclusive inclusive design in
- 01:11:40buildings but also in the wider
- 01:11:43um public realm as well in in the chat
- 01:11:45which is which is great to see and
- 01:11:48um and I think a lot of people kind of I
- 01:11:50mean to me this is what design is about
- 01:11:52it's about it's about all the different
- 01:11:55spatial scales so we're talking about
- 01:11:56how how do you actually make a connected
- 01:11:59Network and put you put your new sites
- 01:12:01in the right place that they are
- 01:12:02actually uh walkable down to is the curb
- 01:12:06in the right place so that I can get my
- 01:12:08uh you know I can go in my Mobility
- 01:12:11Scooter to pick up my children from
- 01:12:13school that that is what
- 01:12:16doing that is that
- 01:12:18that line that is you know
- 01:12:19it's at every scale and that's why
- 01:12:21that's why it's fantastic that's why
- 01:12:23everyone is in Urban Design all this
- 01:12:24discussion about who's uh if you didn't
- 01:12:26realize it um sounds a bit like being a
- 01:12:29Buddhist you're you're all in the tent
- 01:12:30even if you haven't realized it because
- 01:12:32everyone involved and you can't just be
- 01:12:34an M designer you're always an urban
- 01:12:36designer and something else because
- 01:12:37that's the point
- 01:12:38um so yeah I think um we're all in it
- 01:12:41together and we all need to be I mean
- 01:12:43this is great it's because people just
- 01:12:45need to think about other people using
- 01:12:48the spaces and if you the the trick I
- 01:12:50always use is thinking about
- 01:12:53um a particularly from a child's
- 01:12:55perspective
- 01:12:56because that is actually something that
- 01:12:58most people can relate to and have more
- 01:13:00um of a direct respect you know direct
- 01:13:02memory of but you know can I walk to
- 01:13:05school on my own if I'm eight am I
- 01:13:07allowed to go to the shop on my own if I
- 01:13:10mate
- 01:13:10yeah how will I use these spaces after
- 01:13:14dark and just try and imagine yourselves
- 01:13:16in the plans because I know this all
- 01:13:18sounds a bit kind of motherhood apple
- 01:13:19pie but actually it does change the way
- 01:13:21people think about it and I think
- 01:13:22certainly when you're talking to
- 01:13:24um to to other people in the planning
- 01:13:28system and public health people it's
- 01:13:29really helpful to just to try and remit
- 01:13:31to imagine a future person in that place
- 01:13:33in that plan so trying to take that 2D
- 01:13:35to 3D
- 01:13:37that's brilliant thank you Amy that's a
- 01:13:39really practical approach because it's I
- 01:13:41think a lot of it is thinking around the
- 01:13:44way that we use spaces in our family's
- 01:13:46use spaces at different stages in our
- 01:13:48lives and it's very difficult to forget
- 01:13:51you know when you had toddlers um you
- 01:13:53use spaces differently and it's thinking
- 01:13:55about those things
- 01:13:56um Natasha I didn't want to leave you
- 01:13:58out would you like to make any comments
- 01:14:00on designing for obviously people with
- 01:14:03disabilities and you know a whole range
- 01:14:05of whole range of different needs
- 01:14:10um I think Michael and Amy have sort of
- 01:14:12covered it I think yeah it's about
- 01:14:14understanding it from different
- 01:14:15perspectives and
- 01:14:18um I suppose having
- 01:14:19is the degree of empathy in the way that
- 01:14:22you're looking at space so yeah I think
- 01:14:24that's been copied brilliant okay thank
- 01:14:27you very much
- 01:14:28um then to move on to a slightly
- 01:14:30different
- 01:14:31um topic area
- 01:14:33um the question is around
- 01:14:34um sort of design that well the question
- 01:14:37is basically isn't one of the problems
- 01:14:39the lack of Urban Design expertise
- 01:14:41within local planning authorities
- 01:14:45um so that's basically the question but
- 01:14:47the way I wanted to perhaps turn that
- 01:14:49around a little bit
- 01:14:50um just for the panel is
- 01:14:52um
- 01:14:53how how how do we help local planning
- 01:14:56authorities in in terms of um you know
- 01:14:59boosting you know their design
- 01:15:03capacity what are the tools goals and
- 01:15:06techniques that we we can provide
- 01:15:09um what what do we think is out there
- 01:15:11you know available to to boost that
- 01:15:13capacity that that exists
- 01:15:16does that make sense
- 01:15:19probably completely thank all that so
- 01:15:21the base question was um isn't one of
- 01:15:24the problems
- 01:15:25a lack of Urban Design expertise within
- 01:15:27local planning authorities
- 01:15:29so my question is how do we help with
- 01:15:32that
- 01:15:35should we I was just going to say
- 01:15:37Natasha I put a bit in the in the chat
- 01:15:40about public practice but it might be
- 01:15:42helpful to explain what that is
- 01:15:44um because I kind of put a link in but
- 01:15:46that I would maybe you maybe you do that
- 01:15:49bit
- 01:15:50that's fantastic
- 01:15:55yeah so um yeah I've mentioned public
- 01:15:58practice but I didn't explain what it is
- 01:16:00it's um it's a program to bring
- 01:16:03well environment professionals working
- 01:16:07um from private sector generally into
- 01:16:09working within local authorities so it's
- 01:16:12to build up capacity and bring skills
- 01:16:15um to to councils so uh I that's that's
- 01:16:20one of the reasons why I've been in
- 01:16:22within Brent council is a placement for
- 01:16:24a year and people tend to stay on for
- 01:16:27longer and progress their career within
- 01:16:29the public sector I think 90 of people
- 01:16:31carry on
- 01:16:33um so that's a really great you know one
- 01:16:34really great way
- 01:16:36um that's already happening
- 01:16:38um and I highly recommend it uh for
- 01:16:40local authorities
- 01:16:43brilliant okay so I mean Amy do you want
- 01:16:46to come in now on that that capacity
- 01:16:48question
- 01:16:49so so it's something that you know Pub
- 01:16:52we know there's a um huge issue of
- 01:16:56capacity and planning in general but
- 01:16:57also specifically Design Within local
- 01:16:59authorities
- 01:17:01um and that's part of the public
- 01:17:03practice uh model is to help with that
- 01:17:05and Holmes England has been assisting
- 01:17:08public practice to sort of move out of
- 01:17:10its core base out of the out of the
- 01:17:12southeast and the other things that I
- 01:17:14think are really
- 01:17:15um useful obviously we're doing things
- 01:17:17like this like the training programs but
- 01:17:19that's only given you so much but there
- 01:17:21is
- 01:17:22um The Design Network which is a
- 01:17:24national
- 01:17:25um body umbrella body for your local
- 01:17:27Regional design review panel and I would
- 01:17:31say use that resource
- 01:17:33um you can build that into your into
- 01:17:35your local plans that other people need
- 01:17:37to to use it but and use that resource
- 01:17:39because that is some access to local
- 01:17:43um Regional expertise to support you and
- 01:17:46I actually
- 01:17:47um just looking back I can see Andre is
- 01:17:49in the chat who I worked with years ago
- 01:17:51on doing the north north
- 01:17:53um joint strategic plan we actually use
- 01:17:54the local design review panel to do kind
- 01:17:56of walk and talk overs with us to all of
- 01:17:59our strategic sites in the local plan as
- 01:18:01they were emerging to kind of go what
- 01:18:03are the key design things so you've got
- 01:18:06there the proper multidisciplinary group
- 01:18:08that you need uh you know landscape
- 01:18:11ecology
- 01:18:12engineering all of those people that you
- 01:18:15can then access and it's a really I
- 01:18:17thought it was really cost effective way
- 01:18:18of getting a lot of extra support in so
- 01:18:20that's a you know make friends with your
- 01:18:23local design review panel I would say
- 01:18:26brilliant okay Michael would you like to
- 01:18:28say something about how we boost
- 01:18:30capacity for local authorities design I
- 01:18:33mean our target audience is um as the
- 01:18:35local Authority Public Health teams and
- 01:18:37similar to planners you know they would
- 01:18:38need some kind of upskilling around
- 01:18:40Urban Design a little readmaps and you
- 01:18:42know things spatially as well so it's
- 01:18:44not just a planning issue um it's across
- 01:18:47anyone involved in the planning and
- 01:18:49design of a place
- 01:18:51um I'll make the wider point about
- 01:18:52education at what tertiary education in
- 01:18:54universities I think many of us would go
- 01:18:56through planning degrees we do have some
- 01:18:58kind of Urban Design course and modules
- 01:19:01um but I think around health and design
- 01:19:03health and planning I think it really
- 01:19:05needs to be tackled by universities you
- 01:19:08know to be Upstream in the in the
- 01:19:10process by doing CBD like this you know
- 01:19:12sometimes you don't get into great
- 01:19:13detail you don't apply the knowledge
- 01:19:15um you don't get the chance to apply the
- 01:19:17knowledge
- 01:19:18um in the Latin America they you know
- 01:19:19you can do a joint degree master's
- 01:19:21degree in planning design and public
- 01:19:23health you really come out of a three
- 01:19:24four year degree as a planning for
- 01:19:27health specialist so we already use
- 01:19:29behind the Americans in this particular
- 01:19:30way and you know but actually a lot of
- 01:19:32the expertise do reside in the private
- 01:19:35sector
- 01:19:36um I think the challenging thing is you
- 01:19:37know differently for the planning for
- 01:19:39health agenda you know you know when you
- 01:19:41when you appoint someone to this agenda
- 01:19:43you are potentially taking that
- 01:19:45expertise away from a traditional
- 01:19:46planning role and so so you know I think
- 01:19:48the question comes back to so how do you
- 01:19:50educate
- 01:19:51um people in the University so like when
- 01:19:53they come out of it bump in this
- 01:19:55particular agenda rather than you know
- 01:19:57you're coming out of as a planner and
- 01:19:58then you take it away take them away
- 01:20:00from a local Authority planning team
- 01:20:01into the public health sector that means
- 01:20:03there's one planner short in that kind
- 01:20:05of way and they are recruitment issues
- 01:20:07around this agenda in public health as
- 01:20:09well so it's it's a bigger system issue
- 01:20:11rather than just the local planning
- 01:20:13authorities
- 01:20:14um and we're trying to tackle it you
- 01:20:16know firstly through the workshops that
- 01:20:18are mentioned um but hopefully
- 01:20:19separately as well by engaging
- 01:20:21universities in the longer term but
- 01:20:23nothing that's short-term I'm afraid
- 01:20:25brilliant thank you Michael
- 01:20:27um and then just really quickly
- 01:20:30um one other question I just wanted to
- 01:20:31ask um it's around we
- 01:20:34several mention of design codes
- 01:20:37um and we've also got some comments and
- 01:20:39questions on you know how we deal with
- 01:20:41house builders and developers and ensure
- 01:20:43they deliver what we want so um could
- 01:20:45could we literally get just a
- 01:20:48I think I'll probably come to you Amy
- 01:20:49first
- 01:20:50just literally a minute or so on you
- 01:20:53know design codes and and how you think
- 01:20:55those could could be used to help
- 01:20:57deliver
- 01:20:58yeah there's quite a lot of discussion
- 01:21:00about kind of people wanting rules
- 01:21:02um and you know you can't write a rule
- 01:21:05for everything because your document
- 01:21:07would be thousands of pages long and no
- 01:21:09one would ever read it
- 01:21:11um but the the idea of a design code
- 01:21:15um is to be quite is is to be is to set
- 01:21:18out rules and they are in plan and in in
- 01:21:21text as well
- 01:21:23um and but they need to be directive
- 01:21:26it's a it's a set of it's a set of
- 01:21:28directions it's not a it's not guidance
- 01:21:32um for it to be a proper code so you
- 01:21:34need to decide what you want to control
- 01:21:36if you want to do that because you're
- 01:21:38not going to be able to control
- 01:21:39everything in a rule
- 01:21:41um so but you could choose that there
- 01:21:44are specific things that you want to to
- 01:21:46code and then you can control them
- 01:21:48through that mechanism and obviously the
- 01:21:51code is hanging off other
- 01:21:53um local plan uh local plan guidance and
- 01:21:55National guidance
- 01:21:57um but that was that's my summary in in
- 01:22:00the in the in the chat is you can't you
- 01:22:03can't have a set guidance on everything
- 01:22:05everywhere you know it's that's an
- 01:22:07impossible thing for somebody to write
- 01:22:09and nobody would ever read it it's just
- 01:22:11too it's just too deep big and difficult
- 01:22:14okay that's that's fantastic thank you
- 01:22:17Amy I think we are just about out of
- 01:22:20time I won't come to uh Natasha and
- 01:22:22Michael to you on on that one if that's
- 01:22:24that's okay
- 01:22:26um because I think we just are pretty
- 01:22:28much at that time now
- 01:22:31so um
- 01:22:33could we just have the next slide up

- 01:22:40need to say sort of you know thank you

- 01:22:49fascinating
