the people of the Islamic Republic of

Iran having to do with the numerous uh
00:00:33
victims including among civilians which
00:00:36
were the result of Israeli action.

In front of our eyes because of Israeli
00:00:42
action what is happening is a very
00:00:44
dangerous escalation in the Middle East
00:00:46
region and this is something that
00:00:48
requires an immediate attention from
00:00:49
this council. We are grateful to the uh
00:00:52
Guyana presidency for convening this
00:00:54
meeting of ours so expeditiously. It's
00:00:57
symptomatic that that initially the
00:00:59
council was to consider today at this
00:01:02
very time the humanitarian consequences
00:01:05
of inhumane actions by Israel against
00:01:08
the people in the Gaza Strip. Instead of
00:01:11
that, we are here having to discuss a
00:01:14
new most dangerous and irresponsible
00:01:16
adventure by West Jerusalem in the
00:01:19
region. But this time it is also pushing
00:01:21
the region to a largecale nuclear
00:01:23
catastrophe. In the early hours of the
00:01:25
13th of June, Israel uh delivered a
00:01:29
number of extensive strikes against the
00:01:30
territory of the Islamic Republic of
00:01:33
Iran. Peaceful sleeping cities were
00:01:36
struck. Civilian infrastructure and
00:01:38
peaceful nuclear installations under
00:01:41
IAEA safeguards.
00:01:44
We heard from the briefers today that
00:01:46
they have been victims amongst
00:01:48
civilians. This completely unprovoked
00:01:50
attack, no matter what Israel says to
00:01:53
the contrary, is a gross violation of
00:01:56
the UN charter and international law.
00:01:58
One is left with the impression that the
00:02:00
leadership of Israel is convinced that
00:02:02
they have a completely free hand in the
00:02:04
region and they probably think that
00:02:06
Israel can flout any legal norms and
00:02:09
replace all international bodies
00:02:12
including the security council and IAA.
00:02:16
The Russian Federation strongly condemns
00:02:18
this action by West Jerusalem. West
00:02:21
Jerusalem's military adventure pushes
00:02:23
the region to the brink of a large-scale
00:02:25
war, and the responsibility for all of
00:02:27
the consequences of these actions lies
00:02:29
fully with the Israeli leadership and
00:02:31
those who encourage them. We are
00:02:33
particularly concerned by the potential
00:02:35
radiological consequences of hitting
00:02:37
nuclear installations.

My country has for a number of years

been warning and saying that trying to
00:02:45
resolve by force the issues surrounding
00:02:47
the Iran nuclear program are
00:02:49
unacceptable as they can lead to the
00:02:51
most dire consequences not just the
00:02:53
Middle East region but for the world as
00:02:55
a whole. But these calls of ours were
00:02:59
not heeded and the situation is now
00:03:01
following the most negative and
00:03:03
unpredictable scenario. Madame
00:03:06

Israeli actions are aimed at undermining
00:03:11
the various negotiating efforts underway
00:03:14
now. The efforts to lower the tensions
00:03:19
surrounding the Iran's peaceful nuclear
00:03:22
program. The whole world is looking with
00:03:24
hope for the outcome of yet another
00:03:26
round of indirect contacts between Iran
00:03:28
and the United States and they were
00:03:30
planned for the 15th of June.
00:03:33
Israel decided to preempt this in the
00:03:35
way they deem necessary and started
00:03:37
bombing the nuclear and energy
00:03:39
infrastructure in Iran, showing this way
00:03:41
their contempt for laws, norms,
00:03:43
agreements, rules, everything that is
00:03:46
the basis for a civilized interaction
00:03:49
between states.
00:03:51
Uh the responsibility for what happened
00:03:53
is not just with the state of Israel but
00:03:55
also on its closest allies. This is a
00:03:59
direct consequence of western count's
00:04:01
acquiescence who for months knowingly
00:04:04
and methodically pumped up anti-Iran
00:04:07
hysteria in the UN security council and
00:04:10
in the board of governors of IAA.
00:04:14
The states didn't even try to come up
00:04:16
with a constructive solution to the
00:04:18
crisis surrounding the joint
00:04:19
comprehensive plan of action and the
00:04:22
security council resolution 2231 which
00:04:24
endorsed it.
00:04:26
Their goal was completely different. Uh
00:04:29
it was to put pressure on Iran in in any
00:04:31
way possible to paint Iran as the source
00:04:34
of all the trouble in the region and to
00:04:36
baselessly present the reciprocal
00:04:40
legitimate steps by Thran when they try
00:04:43
to trigger the protection mechanisms in
00:04:45
JCPOA as violating the obligations on
00:04:49
non-prololiferation.
00:04:52
The Iranians took this for years and did
00:04:56
not reject interacting with IAA nor did
00:04:59
move away from a dialogue service as to
00:05:01
find negotiated solutions. I would like
00:05:03
to recall here and this is of principal
00:05:05
importance now that all of the issues
00:05:08
having to do with JCPO JCPOA began when
00:05:11
the United States unilaterally left the
00:05:14
nuclear deal in 2018
00:05:16
and also because of the principled
00:05:18
unwillingness by the UK, France and
00:05:20
Germany to comply with the obligations
00:05:22
they have under JCPOA including to
00:05:25
create the conditions for Tehran to
00:05:28
receive the material yield from the
00:05:30
lifting of unal unilateral al sanctions
00:05:33
by the EU in force until 2015
00:05:36
and later they even went so far as to
00:05:40
resume unilateral sanctions uh which it
00:05:43
runs counter to article 25 of the
00:05:45
charter. The European Union also joined
00:05:47
in with its pressure disregarding thus
00:05:49
their duty of impartial coordinator of
00:05:52
the joint JCPOA commission. The most
00:05:55
egregious example was what happened in
00:05:59
Vienna yesterday. Yet another biased and
00:06:01
divorce from reality resolution passed
00:06:04
by the board of governors of IAA which
00:06:06
talks about some uh trumped top threat
00:06:10
to international peace and security from
00:06:12
the Iran nuclear program. This happened
00:06:15
despite the fact that Iran is strictly
00:06:17
um complying with its obligations under
00:06:19
NPT and under the comprehensive
00:06:21
safeguards agreements and despite the
00:06:23
fact that Iran remains the most
00:06:26
inspected IIA states and the reports of
00:06:29
IIA secretar state clearly that there is
00:06:33
no non-prololiferation risk. In other
00:06:35
words, the western participants to the
00:06:38
JCPOA have been doing everything to fuel
00:06:40
the escalation and essentially incited
00:06:43
it.
00:06:44
They artificially created tension and
00:06:47
international platforms and this only
00:06:50
provide Israel with additional impetus
00:06:52
for radical steps and created the
00:06:54
feeling of impunity with Israel. In the
00:06:57
context of the current strikes by
00:06:59
Israel, what we noticed is the
00:07:02
information mass media about the fact
00:07:04
that there was likely coordination
00:07:05
between Israel and British special
00:07:07
services. Immediately after the Israeli
00:07:10
strikes, they sheltered the Israeli
00:07:12
aviation which participated in the
00:07:14
strikes in their bases in Cyprus. We
00:07:17
also noticed the statement made by
00:07:18
Israel when they said that they warned
00:07:22
about their attacks. um they warned
00:07:25
Germany JCPOA participant and Italy. It
00:07:29
also came to the four that our American
00:07:33
colleagues also had had information
00:07:35
about the strikes. These Israeli strikes
00:07:38
were also supported by the French who
00:07:41
clearly knew about them beforehand. And
00:07:44
we will not be surprised here if the
00:07:46
members of this group of like-minded
00:07:48
states will start um condemning
00:07:53
Iran for their actions which they
00:07:55
undertook fully in line with article 51
00:07:57
of the charter. We are following very
00:08:00
closely the current situation with the
00:08:02
IIA secretariat. The life and health of
00:08:06
its personnel has been threatened by the
00:08:08
Israeli military adventure and we expect
00:08:11
that the director general of the agency
00:08:12
is going to provide us with objective
00:08:14
assessment and analysis of developing
00:08:17
situation including from the viewpoint
00:08:19
of radiological consequences. Madame

President, the unprovoked attacks
00:08:25
against the territory of sovereign Iran,
00:08:28
the targeted strikes on the peaceful
00:08:31
nuclear facilities cannot have cannot be
00:08:34
justified in any way. The international
00:08:36
community cannot and should not stand
00:08:38
idly by when such a provocation presents
00:08:40
itself. And tolerating such um actions
00:08:44
is a sure way to largecale war and a
00:08:47
serious threat to global security. We're
00:08:49
convinced that this the security council
00:08:51
has to provide an unequivqual legal and
00:08:54
political assessment of what's been done
00:08:56
by Israel and also call for an immediate
00:08:58
halt to any kind of pressure by force
00:09:01
and for a rejection of practice of
00:09:03
unilateral military steps. We need to
00:09:05
support any and all diplomat diplomatic
00:09:08
efforts aimed at deescalation and the
00:09:10
return to negotiations. Let me
00:09:12
underscore yet once again that settling
00:09:15
issues having to do with the Iranian
00:09:17
nuclear program is only possible if a
00:09:21
peaceful political and diplomatic
00:09:22
pathway is followed. Nor forceful
00:09:26
resolution can be either legitimate nor
00:09:28
viable here. By the way, let me say that
00:09:32
the United States themselves have stated
00:09:34
this repeatedly when they explain their
00:09:36
readiness to continue with negotiations.

Russia remains committed to
00:09:41
strengthening international law, abiding
00:09:43
by the UN charter and finding solutions
00:09:45
which exclude further sliding of the
00:09:47
region towards a new destructive war and
00:09:50
we are ready to work with all those who
00:09:52
will advocate diplomacy and who will be
00:09:55
looking for peaceful means to resolves
00:09:57
