- 00:02:27joining me on head-to head this evening
- 00:02:28here in London thank you for having me
- 00:02:31China has upped its military spending
- 00:02:33it's expanding its nuclear Arsenal it
- 00:02:35now has the biggest Navy in the world
- 00:02:37Chinese president Xi Jinping has said
- 00:02:39that the country's military should be
- 00:02:40capable of quote fighting and winning
- 00:02:42wars and told the military to focus all
- 00:02:45your energy on fighting improve your
- 00:02:47capability to win Victor who do you want
- 00:02:49to fight and who do you want to win
- 00:02:52against first of all the Chinese
- 00:02:54military spending is the second largest
- 00:02:57in the world but it is only a fraction
- 00:03:00of that of the United States and China
- 00:03:03has a very uh difficult geopolitical
- 00:03:07situation China has 14 land and
- 00:03:09neighboring countries all together and
- 00:03:11six Maritime Nations uh for China
- 00:03:15therefore China's defense defensive in
- 00:03:18nature is not for fighting anyone except
- 00:03:22those who want to invade China or to
- 00:03:24launch a war against China China's
- 00:03:27military spending is for peace rather
- 00:03:29than war and War will be forced upon
- 00:03:32China and China need to fight back you
- 00:03:34say it's for peace but your neighbors
- 00:03:35don't agree your neighbors are pretty
- 00:03:37worried about you you go through the
- 00:03:38list Japan has sounded the alarm saying

- 00:03:55over 1.6 billion people in Asia this is
- 00:03:57not the United States this is not the
- 00:03:59West this is Asian neighbors saying
- 00:04:01we're worried about China may you
- 00:04:03mentioned the three of the neighboring
- 00:04:05countries of China uh let's talk about
- 00:04:07one of them one each of them very
- 00:04:10quickly Japan unconditionally
- 00:04:12surrendered not only to the United
- 00:04:14States but also to China in

- 00:04:41between China and India but that dispute
- 00:04:45was not created by China neither was it
- 00:04:48created by India it was created or left
- 00:04:51behind by the British Indian uh
- 00:04:54government that's great history lesson
- 00:04:56but right now China in 24 the defense
- 00:05:00spending is going up by 7% the most for
- 00:05:025 years you've had 29 consecutive years
- 00:05:06of military expenditure growth the most
- 00:05:08of any country in the world since 2022
- 00:05:10China has increased military drills
- 00:05:11around Taiwan it's escalated since the
- 00:05:14new Taiwanese president was inaugurated
- 00:05:16in May China is not a fan of him since
- 00:05:18then there's been almost daily activity
- 00:05:20involving China's warships drones cyber
- 00:05:22attacks against Taiwan China is getting
- 00:05:24ready to invade Taiwan isn't it there is
- 00:05:27only one China Taiwan is part of China
- 00:05:30and the government of the People's
- 00:05:32Republic of China is the sole legitimate
- 00:05:35government for the totality of China the
- 00:05:38exact status between the two sides of
- 00:05:40the Taiwan state is The Unfinished Civil
- 00:05:43War back in
- 00:05:451949 so ever since the beginning of the
- 00:05:471980s China does not want to use a war
- 00:05:49to solve this unification problem you
- 00:05:52don't want to use a war but you're
- 00:05:53surrounding it with ships drones cyber
- 00:05:55attacks and making lots of threats each
- 00:05:57time when the separatists in Taiwan want
- 00:06:00to push the edge of the envelope they
- 00:06:02will come across more and more
- 00:06:05demonstration of the commitment of the
- 00:06:07Chinese Nation to eventually achieve
- 00:06:10peaceful reunification or otherwise
- 00:06:13that's the lious test your defense
- 00:06:15minister said anyone who dares to pursue
- 00:06:16independence for Taiwan will be crushed
- 00:06:19into pieces and face destruction sounds
- 00:06:21like a truly peaceful guy that's a real
- 00:06:24statement because if the separatists if
- 00:06:27the separatists really want to put P the
- 00:06:29edge of the envelope with the aid of
- 00:06:32some big country for example which wants
- 00:06:34to use Taiwan as a proxy in its own
- 00:06:37geopolitical rivalry against China then
- 00:06:40wait until you see what will happen
- 00:06:43reunification will be achieved and China
- 00:06:45is the only permanent member of the
- 00:06:48United Nations security Council which
- 00:06:50has not yet achieved a complete
- 00:06:53reunification what I'm what I I'm always
- 00:06:55amused with this phrase reunification
- 00:06:57because if it's one China that clearly
- 00:06:59it's not One China clearly you're
- 00:07:00accepting by definition if you need to
- 00:07:02reunify it they are doing their own
- 00:07:03thing and why this obsession with Taiwan
- 00:07:06you are a country of 3.7 million square
- 00:07:09miles a population 60 times that of
- 00:07:11Taiwan economy 20 times the size of
- 00:07:13Taiwan why are you obsessed with Taiwan
- 00:07:16why not just leave them be in terms of
- 00:07:19Defending China's sovereignty and
- 00:07:21territorial Integrity any inch of land
- 00:07:24is not one inch too much any one single
- 00:07:28person is not one one person too many so
- 00:07:31we need to achieve reunification as even
- 00:07:34though they don't want to be part of
- 00:07:35your country 12% of the people of Taiwan
- 00:07:38say they want to reunify with China
- 00:07:4012% you can't get more unpopular than
- 00:07:42that in thaty it's not up to the people
- 00:07:45in Taiwan to decide about the one China
- 00:07:48policy you're very blunt in your
- 00:07:49disregard for people's views freedoms
- 00:07:52dignity you say that you don't care
- 00:07:53about what they think you also said in
- 00:07:55an interview with the French newspaper
- 00:07:56lemond once we get the island back we'll

- 00:08:40of the local population in Taiwan now if
- 00:08:44you really do your homework you will
- 00:08:46realize that those Die Hard Taiwanese
- 00:08:49separatists include many of these
- 00:08:52Japanese but okay but you would get rid
- 00:08:54of them you would get rid of 2.3 million
- 00:08:56people no after the reunification
- 00:08:58everyone in Taiwan need to make a pledge
- 00:09:00whether they acknowledge there is only
- 00:09:02one China and Taiwan is part of China
- 00:09:04and if they don't make that pledge they
- 00:09:05us those who pledge wow for the one
- 00:09:09China policy they are local you didn't
- 00:09:11by the way you didn't say everyone you
- 00:09:13said of Japanese descent that is
- 00:09:14literally ethnical you're picking people
- 00:09:16by their ethnic Heritage making them do
- 00:09:17a loyalty test otherwise they have to
- 00:09:19get out of the country they've is not a
- 00:09:20loyalty test here for example in Britain
- 00:09:23if you are a British citizen you need to
- 00:09:24support the monarchy you cannot say I no
- 00:09:28I'm standing in Britain don't support
- 00:09:29the monarchy I don't like King Charles
- 00:09:31no you cannot say no I just said it m I
- 00:09:33literally just said it you cannot take
- 00:09:35any action to oppose the monarchy system
- 00:09:37but I don't have to sign a pledge saying
- 00:09:38I support King Charles well each country

- 00:09:47involves people in Taiwan who don't want
- 00:09:49to be part of your country let's bring

- 00:09:58you're in Taiwan today how worried are
- 00:10:01you about Al looming Invasion I'm not in
- 00:10:03Taiwan today I'm going to be visiting
- 00:10:04next year I've been there five times in
- 00:10:07all of the great cities of Taiwan and
- 00:10:10what I've noticed most conspicuously is
- 00:10:12that nobody I've talked to wants to
- 00:10:13rejoin or reunify with China because of
- 00:10:17their sense of freedom and their sense
- 00:10:19of
- 00:10:20self-determination so I think that if
- 00:10:22you're going to say our sovereignty
- 00:10:24matters more than your desire for your
- 00:10:26own self-determination and freedom then
- 00:10:28you're doing something that will not
- 00:10:29make you popular in Taiwan and you won't
- 00:10:32win the argument for Chinese sovereignty
- 00:10:34over the island Martin uh Martin Jakes
- 00:10:37is here with us author of the
- 00:10:38bestselling book when China rules the
- 00:10:39world Martin you've said in the past
- 00:10:41that China cannot should not be seen
- 00:10:43through a solely Western lens so I and I
- 00:10:46agree with you and there's issues there
- 00:10:48but I began the show by asking Victor
- 00:10:49about Japan and India and the
- 00:10:52Philippines separate Taiwan just the
- 00:10:53issues in the region do you think China
- 00:10:55is responsible for some of those issues
- 00:10:57all of those issues none of those issues
- 00:10:59well China is obviously involved in
- 00:11:01inevitably in all of those issues um I
- 00:11:05think that uh that actually if you look
- 00:11:08at the rise of China over the last you
- 00:11:11know 30 40 years spectacular biggest
- 00:11:14change we've ever seen in history really
- 00:11:17and uh inevitably that is changing
- 00:11:21everything in the region in the world uh
- 00:11:24that doesn't but the remarkable thing
- 00:11:26I'd say Med about China's R is how you
- 00:11:30quoted the military figures and so on
- 00:11:32but China has not fought any wars since
- 00:11:341979 if you compare that with America
- 00:11:38Europe Japan at the same stage of
- 00:11:41development they were they were
- 00:11:42extremely aggressive um let's talk human
- 00:11:45rights Victor you've called Wagers in
- 00:11:47China's shinjang Province your brothers
- 00:11:49and sisters how do you feel about the
- 00:11:51fact that at least half a million some
- 00:11:53say more of your brothers and sisters
- 00:11:55are being detained in camps by the
- 00:11:58Chinese government that's 5% % of the
- 00:12:00adult weager population one of the
- 00:12:02highest imprisonment detention rates in
- 00:12:04the world Med the weagles are proud
- 00:12:07ethnic group one of the
- 00:12:1056 ethnic nationalities in China The

- 00:12:18them I travel to Shin Jang regularly and

- 00:12:24is serious about accusing China of

- 00:12:35million people detained over the years

- 00:12:51source is the shinjang high people's
- 00:12:53procurator uh which has published its
- 00:12:55own statistics shinjang official body
- 00:12:57which says it's convicted 54 4,826
- 00:13:00people prosecuted in the region since
- 00:13:012017 the United Nations office for human
- 00:13:04rights looked at satellite footage they
- 00:13:06say 10 to 20% of the population amnesty
- 00:13:09estimates a million people in camps half
- 00:13:11a million is a conservative number many
- 00:13:13if you called that organization please
- 00:13:16be assured that that organization has
- 00:13:18been completely discredited for the
- 00:13:21false information they every so this I

- 00:23:47an expert panel here in London's Conway

- 00:23:51to hear from shortly Victor before we
- 00:23:53get to the audience in 2019 on this very
- 00:23:55show I asked the question is she being
- 00:23:58gearing up to be president for Life
- 00:24:01dictator in Chief I mean he's the most
- 00:24:03powerful leader of China since Ma he's
- 00:24:06abolished presidential term limits he's
- 00:24:08now in his third five-year term as
- 00:24:10president so I'll ask again tonight is
- 00:24:12he now president for Life a true
- 00:24:15dictator for the record first of all
- 00:24:18Chinese president XI jining will never
- 00:24:20be president for Life there will be a
- 00:24:23time limit when it will be will be
- 00:24:26handled according to the Chinese legal
- 00:24:28system and Constitution secondly there
- 00:24:30is no dictator in China why because
- 00:24:34dictatorship simply doesn't work
- 00:24:36democracy means modernization and how

- 00:26:52to follow the leader no he does command
- 00:26:55huge respect among the Chinese people as
- 00:26:57well as you say respect I say fear do
- 00:27:00you know how many names were on the
- 00:27:01ballot papers that were given in
- 00:27:032013 how many names were on the ballot
- 00:27:05paper when they went to choose the
- 00:27:06president can you tell our audience I
- 00:27:08think there is only one candidate yeah
- 00:27:10there were no no no other
- 00:27:12names that's a real that's a real secure
- 00:27:15leader a guy who knows he has the
- 00:27:17confidence of his people you get to vote
- 00:27:19but only for me and none of you can
- 00:27:20actually vote against me would you not
- 00:27:22want to end up in a situation with six
- 00:27:25prime ministers in 8 years yeah so you
- 00:27:28prefer a dictatorship no we prefer a
- 00:27:31system that works for the benefit of the
- 00:27:33Chinese people I I have not said a word
- 00:27:35about what works or not you got great
- 00:27:37economic growth look at the
- 00:27:39dictatorship there is no dictatorship M
- 00:27:42you just admitted that there's no name
- 00:27:44on the ballot paper no votes against him
- 00:27:46and they all just follow him that's the
- 00:27:48dictatorship Med when you have a say by
- 00:27:51name multiple times after but it's a
- 00:27:53dictator how many candidates are there
- 00:27:55on the ballot paper how many what king
- 00:27:58Queen when the king succeeds the queen

- 00:28:06asking the wrong guy I'm a republican so

- 00:28:11say that here you can't say that in
- 00:28:13China you cannot take any action against
- 00:28:15that yes I can actually I can go out on
- 00:28:16the street I can hold up a placard and
- 00:28:17say let's get rid of King Charles I can
- 00:28:19create a whole protest outside
- 00:28:20Buckingham Palace you can't do that in
- 00:28:22China you can't even put one other
- 00:28:24person's name on a ballot paper that's
- 00:28:25how insecure Your Leader is I'm I'm a
- 00:28:28lawyer in my capacity as a lawyer I can
- 00:28:31give you a long list of things that you
- 00:28:33cannot do regarding the monarchy here in
- 00:28:35I'm not debating that I'm saying that we
- 00:28:37have an elected government we get to
- 00:28:38choose we get to swap six Prime

- 00:29:49president and J's name was put into the

- 00:30:35pretty sure no six-year-olds learned
- 00:30:37about Liz truss's mini
- 00:30:40budget Victor the Chinese system is such
- 00:30:43that once you Orient the country in One
- 00:30:46Direction everyone follows the suit do
- 00:30:48they follow or they ordered to follow
- 00:30:50they don't follow out a choice no it's
- 00:30:52like a vehicle with four wheels here you
- 00:30:54have four wheels aligned in different

- 00:33:45dictatorial but can we agree that
- 00:33:47xinping is on a different level when it
- 00:33:49comes to repression at home the
- 00:33:50consolidation of power I assume you
- 00:33:52disagree with Victor's description of
- 00:33:53him as part of a I don't know four-wheel
- 00:33:55car all driving in the same Direction
- 00:33:57Happily he certainly Consolidated his
- 00:33:59power he is a very very strong president
- 00:34:02and I think that the real test of all of
- 00:34:04this is how China has treated Hong Kong
- 00:34:07with the increasing clampdown on dissent
- 00:34:09and free expression of opinion when they

- 00:34:14in a one country two system way of
- 00:34:16approaching life we can't see any
- 00:34:19evidence of vibrant debate in China and
- 00:34:22I note that one of the great
- 00:34:25disappointments of my life is when I
- 00:34:26read Chinese acad mic works everyone TOS
- 00:34:29a party line no one does independent
- 00:34:32research to publish as it were anything
- 00:34:34critical of for instance not just Gan
- 00:34:37ping anything critical about Chinese
- 00:34:39foreign policy or they might disappear
- 00:34:41they might not get promoted in any case
- 00:34:44rahan assat is a senior fellow at the
- 00:34:45Atlantic Council international human
- 00:34:47rights law rahan in part one we' talked
- 00:34:48in depth about uh the repression against
- 00:34:50the weers and your own personal
- 00:34:52situation in 2014 Xi Jinping privately
- 00:34:55called for an allout struggle quote
- 00:34:57against terrorism and to show absolutely
- 00:34:59no mercy after a visit to shinjang how
- 00:35:02much do you believe Xi Jinping is
- 00:35:03driving what's happening in Shin Jang
- 00:35:05how much do you think he's responsible
- 00:35:07for the repression in China well the
- 00:35:09matter of the fact is that all of it
- 00:35:11happened under current Administration
- 00:35:13right so many scholars are attributing
- 00:35:15to him it happened under his Reign he's

- 00:35:21stamping out roots and branches of the
- 00:35:23ERS breaking out their connection and
- 00:35:25these are the policies implemented under
- 00:35:27his leadership so it's very hard to
- 00:35:31separate XI Jin ping from the current
- 00:35:33policy shinan Martin Jake's author of
- 00:35:35the best selling book when China rules
- 00:35:36the world you you heard Victor talk
- 00:35:39about well we can't be a dictatorship
- 00:35:41because we're doing so well the economy
