    committee at the parliament uh briefed

    uh produced in the EU we do produce meat

    so cow meat and this is one of the
  • 00:03:19
    Commodities affected so UDR was voted
  • 00:03:22
    more than a year ago we're talking about
  • 00:03:24
    April 2023 and recently large companies
  • 00:03:27
    came out and said look you we passed
  • 00:03:30
    this law we spent money to implement it
  • 00:03:33
    you know we've we've spent money to meet
  • 00:03:36
    these new targets and these new
  • 00:03:38
    accountability traces that you need

    please don't change it again so why are

    negotiations so the thing was uh in the

    year since the law was voted um the

    European commission had still to present

    a lot of documents to clarify how to put

    into Force how to implement the law

    which is I mean it's very big let's take

    into account this covers Commodities
  • 00:04:04
    that we use every day since coffee to
  • 00:04:06
    paper it's really really big and that we
  • 00:04:09
    import massively so companies and many
  • 00:04:12
    industries were really confused about it
  • 00:04:14
    and also farmers in the EU but mostly
  • 00:04:17
    outside the EU we're speaking of
  • 00:04:19
    developing countries uh where there are
  • 00:04:21
    a lot of small farmers that need to
  • 00:04:23
    comply with the rules that the small
  • 00:04:25
    farmers they make a living out of
  • 00:04:27
    cultivating coca coffee Etc so they need
  • 00:04:30
    to be supported to to implement this so
  • 00:04:33
    all these doubts they were not
  • 00:04:34
    necessarily addressed very quickly by
  • 00:04:36
    the commission it wasn't very clear why
  • 00:04:39
    they were so sluggish to publish all the
  • 00:04:42
    guidance document the frent ask
  • 00:04:44
    questions um Etc so the industries were
  • 00:04:46
    very concerned because they claimed they
  • 00:04:48
    didn't have the tools to implement
  • 00:04:50
    properly the legislation national
  • 00:04:52
    government administrations that were
  • 00:04:53
    also concerned so that's why the
  • 00:04:55
    European commission said okay so I'm
  • 00:04:57
    going to give you an additional year of
  • 00:05:00
    transition period uh then you will have
  • 00:05:02
    more time because it was of course
  • 00:05:04
    partly the fault of the European
  • 00:05:05
    commission that they didn't have the
  • 00:05:07
    time um information to prepare so the
  • 00:05:09
    original deadline would have been the
  • 00:05:12
    end of this year we're talking about

    December

    2024 or June 2025 right that's what

    originally had to happen yes exactly so

    the law will have been implemented in

    December 30 December this year and for

    smaller companies in June 2025 but

    one-year agreement and that's when all

    the chaos started when last week the

    European People's Party broke their word

    and they did present amendments changing
  • 00:06:12
    the core of the legislation and that's
  • 00:06:15
    where we are now yes they presented 15

    different amendments saying that they
  • 00:06:20
    want to make the legislation quote fit
  • 00:06:22
    for purpose how are they planning to do
  • 00:06:25
    so basically uh one of the Amendments is

    quite straightforward instead of one-ear
  • 00:06:30
    delay they want a two-year DeLay So
  • 00:06:32
    legislation to come into Force by the
  • 00:06:34
    end of 2026 and not 2025 for starters

    many companies and Industry let's say
  • 00:06:41
    the largest uh Agri food manufacturers
  • 00:06:44
    in the world likes of Ferrero and N have
  • 00:06:47
    already been very concerned about this

    because as you said uh they have made

    Investments they have put money on this

    and they want to see a return for the

    that basically exempts countries from

    most obligations would that apply to

    European countries do they just want to

    protect their own yeah it seems it seems

    like it it seems that this will be a a

    shortcut to exempt European countries

    but the funny part is that what Pascal

    apply equally to all EU countries

    certain certificate or certain evidence

    that this is the case isn't traceability

    critical to ensure that the supply chain

    sustainable yes I mean of course they

    want to exempt uh Traders and uh what um

    the forestation when entering the EU

    market so it will really water down the

    goal of the E the yeah it seems really

    that it would diminish its its scope and

    it and its mandate in in a way I also

    wanted to talk about the link between

    mercur the trade deal agreement with

    Latin American countries and this

    anti-deforestation law there were some

    suggestions on the table that we should

    postpone the vote at least until the
  • 00:09:44
    details of this deal were nailed down
  • 00:09:48
    what is the connection between the two
  • 00:09:50
    the connection H is there I mean the
  • 00:09:53
    European Union is now negotiating more
  • 00:09:56
    stringent sustainability conditions for
  • 00:09:58
    the E deal let's um remember our
  • 00:10:02
    listeners that the deal was politically
  • 00:10:04
    closed during the junker Commission in

    2019 and the quotas Etc were already

    negotiated so the commission is not

    like Brazil have been very vocal against

    it they will be very affected by the law

    they are Argentina as well they're big
  • 00:10:39
    producers of cattle meat of soy Etc so
  • 00:10:42
    this has been a point of tension um as
  • 00:10:44
    the Brazilian ambassador to the EU
  • 00:10:48
    recently told me last month he wouldn't
  • 00:10:50
    like UDR to Halt or to stop um the
  • 00:10:54
    possibility of a mercosur deal but they
  • 00:10:57
    prefer to have more time to adapt that's
  • 00:11:01
    for sure we also heard uh from Brazilian
  • 00:11:04
    producers um livestock producers sold us
  • 00:11:07
    yesterday that they will like the
  • 00:11:09
    two-year delay that the EP proposes for
  • 00:11:12
    instance so it is it comes into play in
  • 00:11:16
    this bigger negotiation on how to impose
  • 00:11:20
    more sustainability requirements um a
  • 00:11:23
    potential trade deal between the EU and
  • 00:11:25
    mercosur and it's interesting because
  • 00:11:27
    European farmers seem to stand on the
  • 00:11:31
    right opposite side where they're saying
  • 00:11:33
    well if this vote on the
  • 00:11:35
    anti-deforestation law ends up scrapping
  • 00:11:38
    the legislation as it is not only we
  • 00:11:41
    will have Brazilian products and you
  • 00:11:43
    know Latin American Products getting
  • 00:11:45
    into the market at a cheaper price
  • 00:11:47
    because of different laws on pesticides
  • 00:11:49
    and insecticides but also because they
  • 00:11:51
    don't have to follow strict legislation
  • 00:11:54
    on deforestation so there seems to be
  • 00:11:56
    really a tension there mhm yeah it it
  • 00:11:59
    definitely depends on the on the sector
  • 00:12:02
    I think many farming groups always call
  • 00:12:05
    for reciprocity in trade or mirror
  • 00:12:08
    Clauses and we could see UDR as a mirror
  • 00:12:12
    Clause let's say we are imposing same
  • 00:12:14
    standards in Europe than in trade
  • 00:12:17
    Partners um it will create a Level
  • 00:12:19
    Playing Field for these products but
  • 00:12:22
    some farmers in Europe also complain
  • 00:12:24
    that they have to impose uh to comply
  • 00:12:26
    with these requirements um themselves as
  • 00:12:29
    well um anyway we cannot forget that in

    many countries the farming sector is
  • 00:12:35
    really connected to the forestry sector

    the forestry industry so there are
  • 00:12:40
    farmers and Foresters and this happens

    in countries like well Germany Finland
  • 00:12:45
    uh Austria for instance so in this case

    the Foresters and the lobby of the
  • 00:12:51
    Foresters has really pushed in general
  • 00:12:53
    to water down UDR as the MEP Canan told
  • 00:12:56
    us before they are be behind uh this
  • 00:13:00
    push from the European people's party
  • 00:13:02
    but particularly from the German part of
  • 00:13:05
    the EP on watering down and delaying the
  • 00:13:09
    legislation so there different sectors
  • 00:13:12
    affected the inside farming yeah so

    let's get to speculations on the vote I

    feel like that's always what happens at

    the end of our episode and you know

    it will be the the first time that the

    so-called Venezuela majority that is

    well EP Patriots for Europe ECR ESN uh

    as you say shapes legislation and all

    non-legislative issues so um the EP is

    for sure trying to get the support from

    Far Right on their amendments uh at this

    point is clear whether ECR will support

    the Amendments it seems that Patriots

    will but what we heard is that there are

    also divisions within Patriots they join
  • 00:14:08
    forces with EP for some amendments in

    the budget but at the end they didn't

    vote uh for the entire file so they are

    unpredictable Partners they have shown

    so what are you hearing from ECR so the

    ECR group uh doesn't seem Keen to
