    put some of the uh aspects related to uh

    the events that started on 22nd April

    with the barbaric terror attack uh in

    Pahdam uh into further uh context

    because there is a certain amount of
  • 00:04:29
    commentary that has happened with regard
  • 00:04:31
    to the events since then and uh more
  • 00:04:34
    than the commentary there has been a lot
  • 00:04:36
    of disinformation that has been directed
  • 00:04:39
    uh at us from uh across uh the border.

    Uh so uh a few things uh that uh I would
  • 00:04:48
    like you uh to keep in uh mind. Uh first
  • 00:04:51
    of all uh there are there is mention uh
  • 00:04:56
    on all sides uh of uh escalation. Uh I

    think uh the first point that you have
  • 00:05:03
    to keep in mind is the attack of 22nd
  • 00:05:07
    April in Pahelgam is the original

    escalation.

    uh I want to invite your attention uh to

    the involvement of uh the group calling

    itself the resistance front uh in these

    yesterday that uh this is a group that

    is a known front for the well-known
  • 00:05:58
    Pakistan-based terrorist organization

    Lashkar.

    the uh group uh has been reported

    earlier. I mentioned to you about uh the
  • 00:06:10
    Indian authorities providing information
  • 00:06:13
    to the uh UN 1267 uh sanctions

    monitoring committee. Uh and uh in fact

    we are going to be meeting with the team

    uh again very soon and we will be

    providing an update to the information

    that we have uh provided earlier. But

    what is interesting

    attack not once but twice within a few

    hours after the incident on the 22nd of

    April and then again on the morning of

    23rd April. And it is perhaps only after

    the full gravity of the incident was

    realized by its masters and handlers

    across the border that it was managed to
  • 00:07:21
    back off from uh this claim. Obviously
  • 00:07:25
    that retraction doesn't convince
  • 00:07:28
    anybody.

    hit. Now there are uh as I said a uh

    number of uh uh issues that have been

    raised uh in uh commentaries and uh

    there's a lot of said unfounded uh

    disinformation and fabrication that has

    come from across uh the border and I

    would just like to use this opportunity

    to set the record straight on uh some of
  • 00:08:58
    these uh
  • 00:08:59
    issues. U the first of these uh is
  • 00:09:04
    Pakistan trying to wash its hands off uh
  • 00:09:08
    any and all involvement with terrorism.

    I think the Pakistani information
  • 00:09:12
    minister said there are no terrorists in
  • 00:09:15
    Pakistan and I think he was challenged
  • 00:09:17
    on that in the uh television program
  • 00:09:20
    that he was appearing
  • 00:09:22
    on. But uh even if I uh partially
  • 00:09:26
    partially repeat myself uh from uh
  • 00:09:29
    yesterday uh I think Pakistan's
  • 00:09:31
    reputation as the epicenter of global
  • 00:09:35
    terrorism uh is rooted in a number of uh
  • 00:09:40
    instances where concrete evidence is
  • 00:09:43
    available not just to India but to
  • 00:09:45
    governments and authorities and agencies
  • 00:09:47
    around uh the world. Uh there are
  • 00:09:51
    several terrorist attacks around the
  • 00:09:53
    world where Pakistani fingerprints have
  • 00:09:56
    been uh found. Uh I don't need to uh
  • 00:09:59
    belabor the point uh with regard to this
  • 00:10:02
    audience uh about uh where Osama bin
  • 00:10:05
    Laden uh was uh found and who called him
  • 00:10:09
    a martyr.
  • 00:10:12
    uh Pakistan has also for decades pursued
  • 00:10:15
    crossber terrorism into India with
  • 00:10:18
    impunity and uh in as I said yesterday
  • 00:10:22
    also uh in order to uh deliberately
  • 00:10:25
    mislead the international community uh
  • 00:10:28
    they claimed that the terrorist Sajidm
  • 00:10:32
    was dead. They came under pressure and
  • 00:10:35
    Sajjit was then brought back to life,
  • 00:10:37
    arrested and is now apparently in
  • 00:10:40
    Pakistani custody. Uh Pakistan is also
  • 00:10:44
    home to a very large number of UN
  • 00:10:47
    proscribed as well as uh UN prescribed
  • 00:10:50
    terrorists as well as terrorists
  • 00:10:51
    prescribed by a number of other
  • 00:10:53
    governments uh in the world uh including
  • 00:10:57
    of course the Lashkaraya and the Jashi
  • 00:11:00
    Muhammad as well as their leaders Masoud
  • 00:11:03
    Azar and Haf Muhammad Z.

    groups both the defense minister and the

    former foreign minister of Pakistan I

    think have uh I think they've done a

    more eloquent job of this than I could

    uh their country's implication in

    international terrorism and their

    investigation, joint investigative

    committee, these calls for jointly

    investigating this heinous and barbaric

    attack in

    uh again I think you know the history

    well on this. You know the track record
  • 00:12:18
    well and it is not a bright track record
  • 00:12:20
    in so far as Pakistan is uh concerned.

    uh in fact in the pursuit of justice for
  • 00:12:27
    the victims of multiple terrorist
  • 00:12:29
    attacks uh whether it be uh Mumbai in
  • 00:12:33
    2008
  • 00:12:34
    uh in Patan court in 2016
  • 00:12:38
    uh or many others uh but in particular
  • 00:12:41
    for these two uh attacks uh India had uh
  • 00:12:46
    offered to cooperate uh India provided
  • 00:12:50
    forensic evidence uh and urged Pakist
  • 00:12:53
    Pakistan to bring the perpetrators of
  • 00:12:56
    these attacks to uh justice. Uh we in
  • 00:13:00
    particular with regard to the Mumbai
  • 00:13:02
    attacks of 2008 where a Pakistani
  • 00:13:06
    lashkar terrorist was captured alive uh
  • 00:13:10
    India provided extensive information and
  • 00:13:13
    evidence uh related to the involvement
  • 00:13:16
    of Pakistani terrorists uh in this
  • 00:13:19
    attack. cases were registered but you
  • 00:13:22
    are all aware that these cases have not
  • 00:13:26
    progressed uh despite the formation of
  • 00:13:29
    judicial teams etc and Pakistan has
  • 00:13:32
    consistently stonewalled all efforts to
  • 00:13:34
    move the investigation uh along uh in
  • 00:13:38
    fact with regard to the Batanot uh
  • 00:13:41
    attack as well a joint investigative
  • 00:13:43
    team was uh formed we gave access
  • 00:13:47
    unprecedented access I should say uh to
  • 00:13:51
    Pakistani team to the site of the
  • 00:13:55
    attack. Details of call records uh data
  • 00:14:00
    uh and DNA etc were shared uh with uh
  • 00:14:03
    Pakistan. Uh we had shared with them uh
  • 00:14:07
    details related that we had been able to
  • 00:14:10
    access uh to the addresses of
  • 00:14:12
    terrorists. uh we presented evidence uh
  • 00:14:17
    against the office bearsers of Jasher
  • 00:14:19
    Muhammad who had conspired uh in the
  • 00:14:21
    attack and the handlers of the
  • 00:14:23
    terrorists who facilitated them and
  • 00:14:25
    guided them in. Uh but there has been no
  • 00:14:30
    movement uh on uh this. So uh in all of
  • 00:14:34
    this I think the experience uh has not
  • 00:14:38
    been uh positive and it certainly
  • 00:14:41
    doesn't give us the confidence now to
  • 00:14:44
    take at face value Pakistani assertions
  • 00:14:47
    of wishing to participate in a joint uh
  • 00:14:51
    investigation. These are just delaying
  • 00:14:53
    tactics. These are just stonewalling uh
  • 00:14:55
    tactics and in fact there is reason to
  • 00:14:59
    believe that Pakistan uses the evidence
  • 00:15:02
    that we provide only to cover its tracks
  • 00:15:06
    and uh in fact defend the uh terrorists
  • 00:15:10
    uh who we are looking for uh and uh uh
  • 00:15:15
    uh uh obstruct the path of
  • 00:15:19
    investigation. Uh a third point uh that
  • 00:15:23
    I wanted to uh address was the claim
  • 00:15:26
    that uh only uh civilians uh were killed
  • 00:15:31
    uh in uh the uh strikes on uh the 7th uh
  • 00:15:36
    of May. uh we have uh made the point uh
  • 00:15:42
    very clearly that uh all attacks on the
  • 00:15:45
    morning of 7th May were against
  • 00:15:48
    carefully selected uh terrorist
  • 00:15:51
    infrastructure, terrorist uh targets
  • 00:15:55
    uh it is uh not clear to us uh in fact
  • 00:15:59
    seeing some of the coverage of uh the
  • 00:16:02
    after effects of these strikes including
  • 00:16:06
    the funerals for the terrorist s that
  • 00:16:08
    are held uh yesterday. I think a lot of
  • 00:16:12
    you have seen uh the uh the uh reports
  • 00:16:17
    and the coverage uh on uh media. Uh if
  • 00:16:20
    only civilians uh if any civilians were
  • 00:16:23
    killed in these attacks. Uh I wonder
  • 00:16:26
    what message this picture actually sends
  • 00:16:30
    uh to all of you. Uh this is a question
  • 00:16:32
    that is worth uh
  • 00:16:35
    asking.
  • 00:16:36
    Uh it's also uh odd that uh the uh
  • 00:16:42
    funerals of civilians uh are carried out
  • 00:16:45
    with the coffins uh being draped in
  • 00:16:47
    Pakistani flags and state honors being
  • 00:16:51
    uh accorded. Uh as far as we are
  • 00:16:53
    concerned, the individuals eliminated at
  • 00:16:56
    these facilities were terrorists. uh
  • 00:17:00
    giving terrorist state funerals may be a
  • 00:17:02
    practice in Pakistan doesn't seem to
  • 00:17:05
    make much sense to
  • 00:17:07
    us.
  • 00:17:09
    U Pakistan has also claimed that uh
  • 00:17:14
    India deliberately attacked uh religious
  • 00:17:17
    sites. Uh this is uh completely false.
  • 00:17:21
    Uh again uh I have made it clear that
  • 00:17:26
    the targets were uh terrorist
  • 00:17:29
    infrastructure, terrorist uh facilities
  • 00:17:32
    and locations connected clearly with
  • 00:17:35
    incidents of crossber terrorism uh into
  • 00:17:37
    India and uh it is in fact Pakistan that
  • 00:17:41
    is misusing uh religious sites as a
  • 00:17:44
    cover to in fact radicalize, direct and
  • 00:17:49
    indoctrinate and train uh terrorists. Uh
  • 00:17:53
    in fact, contrary to what Pakistan is uh
  • 00:17:56
    claiming uh yesterday, Pakistan launched
  • 00:17:59
    a targeted attack on uh on the sik
  • 00:18:02
    community in the state of Jammu and
  • 00:18:04
    Kashmir uh hitting Guroara in Punch and
  • 00:18:09
    the homes of sik community members which
  • 00:18:12
    came under uh attack. uh and we know
  • 00:18:15
    that uh at least three individuals were
  • 00:18:18
    killed uh in that particular uh attack.
  • 00:18:24
    uh Pakistan is also uh making uh
  • 00:18:28
    attempts to uh in fact just to add uh to
  • 00:18:33
    this point uh the the retaliatory uh
  • 00:18:38
    action that Pakistan has taken uh in
  • 00:18:41
    fact is uh impacting uh civilians. I
  • 00:18:45
    showed you uh the uh uh picture of the
  • 00:18:50
    uh gudoara and the uh sik community
  • 00:18:54
    members who were killed in this. Uh
  • 00:18:56
    there are other civilians also who've
  • 00:18:58
    been killed and injured in these uh
  • 00:19:01
    attacks. In fact, since yesterday
  • 00:19:04
    morning total of 16 civilians have been
  • 00:19:07
    killed and 59 others have been injured
  • 00:19:10
    in the attacks by uh Pakistan.
  • 00:19:15
    Um not only this, Pakistan is also
  • 00:19:18
    making attempts in as part of its
  • 00:19:21
    disinformation campaign to uh paint uh
  • 00:19:25
    our action with regard to crossber
  • 00:19:27
    terrorism uh through the communal uh
  • 00:19:31
    angle. uh the uh if if that is uh the
  • 00:19:36
    issue uh then I think I can do uh no
  • 00:19:40
    better than to site or point you in the
  • 00:19:44
    direction of the Pakistan army chief's
  • 00:19:47
    speech of 16th April 2025. Uh I think
  • 00:19:52
    that is the last word uh in uh communal
  • 00:19:56
    uh
  • 00:19:57
    rhetoric and uh in the pahelam attack
  • 00:20:00
    itself uh you are aware of the kind of
  • 00:20:04
    religious profiling uh that was done
  • 00:20:07
    there and uh perhaps there is a linkage
  • 00:20:10
    between these two uh events. uh I can uh
  • 00:20:15
    only say that uh these uh nefarious
  • 00:20:18
    designs will not be allowed to succeed
  • 00:20:21
    uh in India. Uh and it is uh to be noted
  • 00:20:26
    that people from all faiths, all
  • 00:20:28
    religions, all regions in India have
  • 00:20:31
    unequivocally not just in India but
  • 00:20:33
    around the world uh have condemned uh
  • 00:20:36
    these uh attacks.

    um the
  • 00:20:43
    uh Pakistani claims of now responding uh
  • 00:20:48
    to uh India's strikes of uh the 7th of
  • 00:20:53
    uh May. As I said right at the outset,

    it is India which is responding. The

    original escalation was by Pakistan on
  • 00:21:00
    the 22nd of April. We are the ones who
  • 00:21:02
    are responding to that escalation with
  • 00:21:05
    the action that was taken uh yesterday
  • 00:21:07
    morning. And again I would like to
  • 00:21:09
    emphasize that uh the action was
  • 00:21:13
    restrained uh it was directed towards
  • 00:21:16
    non-ivilian non-military targets and
  • 00:21:19
    confined to terrorist camps. And again
  • 00:21:22
    as we have been saying since yesterday
  • 00:21:24
    any further uh action by Pakistan some
  • 00:21:28
    of which we are seeing uh today uh is uh
  • 00:21:32
    nothing but escalation by Pakistan now
  • 00:21:35
    once again and will be responded to and
  • 00:21:38
    is being responded to
  • 00:21:40
    appropriately. Uh one point that I
  • 00:21:43
    wanted to uh also uh address uh was the
  • 00:21:49
    allegations to the uh targeting of a dam
  • 00:21:54
    uh the Nam Jalam project in Pakistan

    occupied Kashmir. Uh I want to say uh

    that this is an absolute and complete
  • 00:22:03
    fabrication and a blatant lie. uh India

    has uh targeted only and only uh

    terrorist infrastructure and the details

    of that infra uh that terrorist

    that has been raised in regard to that

    as well. Uh the fact is that
  • 00:23:12
    u there have been fundamental changes in
  • 00:23:16
    the circumstances uh in which the Indis
  • 00:23:20
    waters treaty was uh concluded uh and
  • 00:23:24
    they required they called for a
  • 00:23:28
    reassessment of the obligations uh under
  • 00:23:32
    uh the treaty. uh over the last year and
  • 00:23:36
    a half uh to two years uh India has been
  • 00:23:40
    in communication with the government of
  • 00:23:42
    Pakistan. We've been we've sent several
  • 00:23:44
    notices to them uh requesting for uh
  • 00:23:48
    negotiations uh to uh discuss
  • 00:23:52
    modification of uh the uh treaty. Uh
  • 00:23:56
    India has for uh six plus decades now uh
  • 00:24:00
    honored the treaty uh even uh during
  • 00:24:04
    periods when Pakistan imposed multiple
  • 00:24:06
    wars on uh us and even when relations
  • 00:24:10
    were uh adversarial.
  • 00:24:13
    uh Pakistan is the one that has been
  • 00:24:16
    acting in violation of uh the treaty
  • 00:24:19
    deliberately creating legal roadblocks
  • 00:24:22
    in India exercising its legitimate
  • 00:24:25
    rights uh on the western rivers. uh any
  • 00:24:29
    projects that India sought to build on
  • 00:24:31
    the western on the eastern rivers and
  • 00:24:33
    even on the western rivers uh which we
  • 00:24:36
    are allowed to uh by the treaty uh were
  • 00:24:39
    always uh challenged by Pakistan thereby
  • 00:24:44
    hampering our rights to utilize uh our
  • 00:24:47
    legitimate uh waters under uh the uh
  • 00:24:50
    treaty. In fact, if you see the preamble
  • 00:24:52
    of the treaty itself states that the
  • 00:24:56
    treaty was concluded in a spirit of
  • 00:24:58
    goodwill and friendship. Mark those
  • 00:25:01
    words. Concluded in a spirit of goodwill
  • 00:25:03
    and friendship.
  • 00:25:17
    provocation. However, as has been made
  • 00:25:20
    clear earlier as well, uh Pakistan has
  • 00:25:24
    not responded to our uh requests to
  • 00:25:28
    enter into negotiations for uh a
  • 00:25:31
    reassessment of the obligations under
  • 00:25:33
    the treaty. A number of conditions have
  • 00:25:35
    changed. Uh this is a treaty that was
  • 00:25:37
    based on the engineering techniques of
  • 00:25:39
    the 50s and the 60s. We are living
  • 00:25:41
    through the first quarter of the 21st
  • 00:25:43
    century. Uh technological changes and
  • 00:25:46
    technological advancements have to be
  • 00:25:48
    taken into account. Uh there are
  • 00:25:50
    demographic changes. Uh there are uh
  • 00:25:54
    climate changes that have taken place.
  • 00:25:56
    Uh there is the imperative of clean
  • 00:25:58
    energy. uh and uh of course the uh
  • 00:26:04
    terrorism that Pakistan has wreaked uh
  • 00:26:07
    in the state of Jammu and Kashmir itself
  • 00:26:10
    has hampered India's ability to uh
  • 00:26:13
    exercise its rights uh under the treaty.
  • 00:26:16
    uh Pakistan's persistent refusal to uh
  • 00:26:20
    respond to our requests to enter into
  • 00:26:23
    government-to-government negotiations on
  • 00:26:25
    the modification uh of the treaty is in
  • 00:26:29
    a sense itself a violation uh of the
  • 00:26:32
    treaty and uh therefore India has taken
  • 00:26:36
    the step of putting the treaty uh in
  • 00:26:40
    obeyance uh until Pakistan abjures uh
  • 00:26:44
    irrevocably its support for uh crossber
  • 00:26:48
    uh
  • 00:26:50
    terrorism. Uh maybe I'll stop there. Uh
  • 00:26:54
    I uh mentioned uh earlier uh yesterday
  • 00:26:58
    as well that uh this is an evolving
  • 00:27:01
    situation. Uh I would therefore ask all

    of you uh to be considerate and
