  • 00:00:24
as ceasefire talks hit another snag. CBC
  • 00:00:28
    News senior correspondent Sasha Petraik
  • 00:00:30
is in the region covering the
  • 00:00:31
developments for us and today he's
  • 00:00:32
joining us from Jerusalem. Sasha, let's
  • 00:00:34
start with the latest on the ceasefire.
  • 00:00:36
There did seem to be some sort of
  • 00:00:38
momentum, some sort of confidence a few
  • 00:00:40
days ago surrounding the mediated talks
  • 00:00:42
between Israel and Hamas, but not so
  • 00:00:45
    much anymore. What's going on?
  • 00:00:48
That's right, Natasha. Not so much. And
  • 00:00:50
as we're seeing, it certainly doesn't
  • 00:00:52
look like there's a ceasefire on the
  • 00:00:54
    horizon. Negotiations are continuing in
  • 00:00:56
Doha between Hamas and Israeli officials
  • 00:01:00
    indirectly through mediators, but uh
  • 00:01:03
both sides are saying that the talks are
  • 00:01:06
at risk of falling apart. Uh the main
  • 00:01:09
issue seems to be where exactly Israeli
  • 00:01:13
troops are going to be during the
  • 00:01:15
    ceasefire and afterwards. Hamas wants
  • 00:01:18
them pulled back to the borders of Gaza,
  • 00:01:20
much like they were during the last
  • 00:01:22
ceasefire months ago. uh and Israel is
  • 00:01:25
insisting that they be uh spread much
  • 00:01:28
    more throughout the territory covering
  • 00:01:30
up to 40%. That seems to be the main
  • 00:01:33
sticking point though the delivery of
  • 00:01:36
aid is also contentious as well as the
  • 00:01:39
question of whether there's going to be
  • 00:01:41
an end to the war at the end of the
  • 00:01:43
ceasefire. Uh that is something that's
  • 00:01:46
been a big political issue here in
  • 00:01:48
Israel. Some of the hardright uh members
  • 00:01:51
    of Israeli Prime Minister Benjamin
  • 00:01:53
    Netanyahu's cabinet have been pushing
  • 00:01:56
for no ceasefire and really no end to
  • 00:01:59
the fighting unless Hamas is completely
  • 00:02:02
destroyed. So that is what's on the
  • 00:02:04
table and uh from what we've been
  • 00:02:06
hearing, the kind of tone we've been
  • 00:02:09
hearing from Netanyahu, it does look as
  • 00:02:12
though there is a tough line being
  • 00:02:14
taken. This is what he had to say about
  • 00:02:16
the question of whether there could be
  • 00:02:18
    an end to the war.
  • 00:02:24
At the beginning of this ceasefire, we
  • 00:02:26
will enter negotiations for a permanent
  • 00:02:28
end of the war, meaning a permanent
  • 00:02:30
    ceasefire.
  • 00:02:34
If it can't be achieved in 60 days of
  • 00:02:36
talks, we'll achieve it by other means
  • 00:02:40
by using the power of our heroic army.
  • 00:02:46
So, uh, that's the that's what seems to
  • 00:02:49
be at at stake here, whether in fact
  • 00:02:51
Israel will continue the war. Now, just
  • 00:02:53
a few days ago when Netanyahu was
  • 00:02:55
meeting with US President Donald Trump
  • 00:02:57
in Washington, uh, it sounded like that
  • 00:03:01
ceasefire was something that was just
  • 00:03:04
uh, really a formality. The negotiations
  • 00:03:07
looked like they were very optimistic at
  • 00:03:09
    that time. Uh
  • 00:03:12
Trump even suggested that it would only
  • 00:03:14
be a few days before a deal would be
  • 00:03:17
signed. Not so much anymore. And the
  • 00:03:19
Americans are sending their top Middle
  • 00:03:21
East negotiator to Doha to see if he can
  • 00:03:24
    put things on track. Natasha,
  • 00:03:26
let's turn to another ongoing crisis,
  • 00:03:30
one could say, in Gaza. So,
  • 00:03:32
    international aid agencies say the
  • 00:03:34
humanitarian situation is Ga Gaza is
  • 00:03:36
getting much more dire than it was.
  • 00:03:39
    There's continued restrictions on the
  • 00:03:40
flow of aid into the territory and the
  • 00:03:43
    proposal from the Israel defense
  • 00:03:44
minister is to place Palestinians in one
  • 00:03:46
location. So that's drawing a whole lot
  • 00:03:49
of criticism. Walk us through all of
  • 00:03:51
    that.
  • 00:03:53
That's right. Um the question of uh of
  • 00:03:57
how humanitarian help and aid is
  • 00:04:01
delivered is a very contentious one and
  • 00:04:03
it's affecting the negotiations as well.
  • 00:04:06
Um what the proposal was from Israel
  • 00:04:08
Katz, the Israeli defense minister a few
  • 00:04:11
days ago is that a humanitarian camp be
  • 00:04:15
set up as he calls it uh on the rubble
  • 00:04:18
really of of Rafa in the south uh and
  • 00:04:21
that ultimately all 2 million plus
  • 00:04:25
Palestinians in Gaza be moved to that
  • 00:04:27
camp, be pushed in and not be allowed to
  • 00:04:30
leave. Um that to many critics sounds
  • 00:04:33
much like a concentration camp. That's
  • 00:04:36
the word that's been used by them. Uh
  • 00:04:38
    and certainly something that goes
  • 00:04:40
    against humanitarian law because they
  • 00:04:42
fear that that would be a first step to
  • 00:04:44
    kicking Palestinians out entirely. That
  • 00:04:47
combined with the fact that uh uh the
  • 00:04:50
group that's been set up by Israel and
  • 00:04:52
the Americans to deliver aid right now
  • 00:04:55
uh has been delivering aid, but the UN
  • 00:04:58
says almost 800 people have been killed
  • 00:05:02
in that process. Palestinians waiting to
  • 00:05:04
get food. So, this is what they had to
  • 00:05:06
say about the humanitarian uh proposal
  • 00:05:09
    that's been made.
  • 00:05:12
Overall in the course of this conflict
  • 00:05:14
uh we have had serious concerns um about
  • 00:05:18
    uh respect for international
  • 00:05:19
    humanitarian law principles um essential
  • 00:05:21
    principles um of distinction
  • 00:05:23
    proportionality um in attack. Um
  • 00:05:27
we have seen that of the overall death
  • 00:05:29
toll in Gaza a large proportion are
  • 00:05:32
women and children and again that raises
  • 00:05:34
    serious questions about whether these
  • 00:05:36
    principles are being respected.
  • 00:05:40
So this is why these plans have been
  • 00:05:44
criticized and even rejected by many
  • 00:05:47
Arab countries as well as other
  • 00:05:49
countries in the west outside the
  • 00:05:51
    region. Natasha
  • 00:05:52
