- 00:00:09Munich security conference uh for being
- 00:00:11able to to put on such an incredible
- 00:00:13event we're of course thrilled to be
- 00:00:15here we're happy to be here and you know
- 00:00:18one of the things that I wanted to to
- 00:00:20talk about today is of course our shared
- 00:00:23values and you know it's it's great to
- 00:00:25be back in Germany as as you heard
- 00:00:27earlier I was here last year as United
- 00:00:29States Senator
- 00:00:30I saw uh foreign minister excuse me
- 00:00:32foreign secretary David lamby and joke
- 00:00:34that both of us last year had different
- 00:00:35jobs than we have now but now it's time
- 00:00:38uh for all of our countries for all of
- 00:00:39those who have been fortunate enough to
- 00:00:42be given political power by our
- 00:00:44respective peoples to use it wisely to
- 00:00:47improve their lives and I want to say
- 00:00:50that you know I was fortunate in my time
- 00:00:52here to spend some time outside the
- 00:00:54walls of this conference over the last
- 00:00:5624 hours and I've been so impressed by
- 00:00:59the Hospitality of the people even of
- 00:01:02course as they're reeling from
- 00:01:04yesterday's horrendous attack and the
- 00:01:07first time I was ever in Munich was with
- 00:01:09was with my wife actually who's here
- 00:01:11with me today um on a personal trip and
- 00:01:13I've always loved the city of Munich and
- 00:01:15I've always loved its people and I just
- 00:01:17want to say that we're very moved and
- 00:01:19our thoughts and prayers are with Munich
- 00:01:21and everybody affected by the evil and
- 00:01:24inflicted on this beautiful Community
- 00:01:25we're thinking about you we're praying
- 00:01:27for you and we will certainly be rooting
- 00:01:30for you in the days and weeks to come
- 00:01:38now I hope that's not the last bit of
- 00:01:40Applause that I get but we We Gather at
- 00:01:44at this conference of course to discuss
- 00:01:47security and normally we mean threats to
- 00:01:50our external security I see M many great
- 00:01:53military leaders gathered here today but
- 00:01:56while the Trump Administration is very
- 00:01:59concerned with your European security
- 00:02:01and believes that we can come to a
- 00:02:03reasonable settlement between Russia and
- 00:02:06Ukraine and we also believe that it's
- 00:02:08important in the coming years for Europe
- 00:02:10to step up in a big way to provide for
- 00:02:12its own defense the threat that I worry
- 00:02:15the most about vvv Europe is not Russia
- 00:02:19it's not China it's not any other
- 00:02:21external actor and what I worry about is
- 00:02:24the threat from within the retreat of
- 00:02:28Europe from some of its most most
- 00:02:30fundamental values values shared with
- 00:02:32the United States of America now I was
- 00:02:35struck that a former European
- 00:02:36commissioner went on television recently
- 00:02:39and sounded delighted that the Romanian
- 00:02:42government had just annuled an entire
- 00:02:45election he warned that if things don't
- 00:02:48go to plan the very same thing could
- 00:02:51happen in Germany
- 00:02:52too now these Cavalier statements are
- 00:02:55shocking to American ears for years
- 00:02:58we've been told that that everything we
- 00:03:00fund and support is in the name of our
- 00:03:03shared Democratic Values everything from
- 00:03:06our Ukraine policy to digital censorship
- 00:03:10is build as a defense of
- 00:03:13democracy but when we see European
- 00:03:16courts cancelling elections and Senior
- 00:03:18officials threatening to cancel others
- 00:03:21we ought to ask whether we're holding
- 00:03:23ourselves to an appropriately high
- 00:03:25standard and I say ourselves because I
- 00:03:28fundamentally believe that we are on the
- 00:03:29same same team we must do more than talk
- 00:03:32about Democratic Values we must live
- 00:03:35them now within living memory of many of
- 00:03:38you in this room the Cold War positioned
- 00:03:41Defenders of democracy against much more
- 00:03:44tyrannical forces on this continent and
- 00:03:47consider the side in that fight that
- 00:03:50censored dissidents that closed churches
- 00:03:54that cancelled elections were they the
- 00:03:57good guys certainly not and thank God
- 00:04:00they lost the Cold War they lost because
- 00:04:03they neither valued nor respected all of
- 00:04:06the extraordinary blessings of liberty
- 00:04:08the freedom to surprise to make mistakes
- 00:04:12to invent to build as it turns out you
- 00:04:15can't mandate Innovation or creativity
- 00:04:19just as you can't force people what to
- 00:04:21think what to feel or what to believe
- 00:04:23and we believe those things are
- 00:04:25certainly connected and unfortunately
- 00:04:28when I look at Europe today it's
- 00:04:30sometimes not so clear what happened to
- 00:04:33some of the cold Wars winners I Look to
- 00:04:36Brussels where EU commiss commissars
- 00:04:39warned citizens that they intend to shut
- 00:04:41down social media during times of civil
- 00:04:44unrest the moment they spot what they've
- 00:04:46judged to be quote hateful content or to
- 00:04:51this very country where police have
- 00:04:53carried out raids against citizens
- 00:04:55suspected of posting anti-feminist
- 00:04:57comments online as part of quote
- 00:05:00combating misogyny on the internet a day
- 00:05:03of
- 00:05:04action I Look to Sweden where two weeks
- 00:05:06ago the government convicted a Christian
- 00:05:08activist for participating in Quan
- 00:05:11burnings that resulted in his friend's
- 00:05:14murder and as the judge in his case
- 00:05:17chillingly noted Sweden's laws to
- 00:05:20supposedly Protect free expression do
- 00:05:23not in fact Grant and I'm quoting a free
- 00:05:26pass to do or say anything without
- 00:05:30risking offending the group that holds
- 00:05:32that
- 00:05:33belief and perhaps most concerningly I
- 00:05:36Look to our very dear friends the United
- 00:05:38Kingdom where the backslide away from
- 00:05:40conscience rights has placed the basic
- 00:05:42Liberties of religious Britain in
- 00:05:44particular in the
- 00:05:46crosshairs a little over two years ago
- 00:05:48the British government charged Adam
- 00:05:50Smith Connor a 51-year-old
- 00:05:52physiotherapist and an army veteran with
- 00:05:55the heinous crime of standing 50 m
- 00:06:00from an abortion clinic and silently
- 00:06:02praying for 3 minutes not obstructing
- 00:06:05anyone not interacting with anyone just
- 00:06:08silently praying on his own and after
- 00:06:11British law enforcement spotted him and
- 00:06:13demanded to know what he was praying for
- 00:06:16Adam replied simply it was on behalf of
- 00:06:18The Unborn son he and his former
- 00:06:21girlfriend had aborted years
- 00:06:23before now the officers were not moved
- 00:06:26Adam was found guilty of breaking the
- 00:06:29government's new buffer zones law which
- 00:06:31criminalizes silent prayer and other
- 00:06:33actions that could influence a person's
- 00:06:35decision within 200 MERS of an abortion
- 00:06:38facility he was sentenced to pay
- 00:06:40thousands of pounds in legal costs to
- 00:06:42the
- 00:06:43prosecution now I wish I could say that
- 00:06:45this was a fluke a one-off crazy example
- 00:06:48of a badly written law being enacted
- 00:06:51against a single person but no this last
- 00:06:54October just a few months ago the
- 00:06:56Scottish government began Distributing
- 00:06:57letters to Citizens whose houses lay
- 00:07:00within so-called safe access zones
- 00:07:03warning them that even private prayer
- 00:07:05within their own homes May amount to
- 00:07:08Breaking the
- 00:07:09Law naturally the government urged
- 00:07:12readers to report any fellow citizen
- 00:07:14suspected guilty of thought crime in
- 00:07:17Britain and across Europe free speech I
- 00:07:20fear is in
- 00:07:22Retreat and in the interest of Comedy my
- 00:07:25friends but also in the interest of
- 00:07:26truth I will admit that sometimes the
- 00:07:29the loudest voices for censorship have
- 00:07:32come not from within Europe but from
- 00:07:34within my own country where the prior
- 00:07:36Administration threatened and bullied
- 00:07:38social media companies to censor
- 00:07:40so-called
- 00:07:42misinformation misinformation like for
- 00:07:44example the idea that Corona virus had
- 00:07:47likely leaked from leaked from a
- 00:07:49laboratory in China our own government
- 00:07:52encouraged private companies to silence
- 00:07:55people who dared to utter what turned
- 00:07:57out to be an obvious truth
- 00:08:00so I come here today not just with an
- 00:08:02observation but with an offer and just
- 00:08:05as the B Administration seemed desperate
- 00:08:07to silence people for speaking their
- 00:08:09minds so the Trump Administration will
- 00:08:12do precisely the opposite and I hope
- 00:08:15that we can work together on that in
- 00:08:17Washington there is a new sheriff in
- 00:08:19town and under Donald Trump's leadership
- 00:08:22we may disagree with your views but we
- 00:08:24will fight to defend your right to offer
- 00:08:26it in the Public Square agree or
- 00:08:29disagree
- 00:08:31[Applause]
- 00:08:36now we're at the point of course that
- 00:08:38the the situation has gotten so bad that
- 00:08:40this December R Romania straight up
- 00:08:43canceled the results of a presidential
- 00:08:45election based on the flimsy suspicions
- 00:08:48of an intelligence agency and enormous
- 00:08:51pressure from its Continental neighbors
- 00:08:53now as I understand it the argument was
- 00:08:56that Russian disinformation had infected
- 00:08:59the Romanian elections but I'd ask my
- 00:09:02European friends to have some
- 00:09:05perspective you can believe it's wrong
- 00:09:08for Russia to buy social media
- 00:09:09advertisements to influence your
- 00:09:11elections we certainly do you can
- 00:09:13condemn it on the world stage even but
- 00:09:16if your democracy can be destroyed with
- 00:09:18a few hundred th000 of digital
- 00:09:20advertising from a foreign country then
- 00:09:22it wasn't very strong to begin with
- 00:09:29now the good news is that I happen to
- 00:09:31think your democracies are substantially
- 00:09:33less brittle than many people apparently
- 00:09:36fear and I really do believe that
- 00:09:38allowing our citizens to speak their
- 00:09:40mind will make them stronger still which
- 00:09:44of course brings us back to Munich where
- 00:09:47the organizers of this very conference
- 00:09:49have banned lawmakers representing
- 00:09:51populist parties on both the left and
- 00:09:53the right from participating in these
- 00:09:55conversations now again we don't have to
- 00:09:58agree with everything or anything that
- 00:10:01people say but when people represent
- 00:10:04when political leaders represent an
- 00:10:06important constituency it is incumbent
- 00:10:09upon us to at least participate in
- 00:10:12dialogue with them now to many of us on
- 00:10:15the other side of the Atlantic it looks
- 00:10:16more and more like old entrenched
- 00:10:19interests hiding behind ugly Soviet era
- 00:10:22words like misinformation and
- 00:10:24disinformation who simply don't like the
- 00:10:27idea that somebody with an alternative
- 00:10:29Viewpoint might Express a different
- 00:10:31opinion or God forbid vote a different
- 00:10:34way or even worse win an
- 00:10:39election now this is a security
- 00:10:41conference and I'm sure you all came
- 00:10:42here prepared to talk about how exactly
- 00:10:45you ATT tend to increase defense
- 00:10:47spending over the next few years in line
- 00:10:49with some new Target and that's great
- 00:10:52because as president Trump has made
- 00:10:54abundantly clear he believes that our
- 00:10:56European friends must play a bigger role
- 00:10:59in the future of this continent we don't
- 00:11:02think you hear this term burden sharing
- 00:11:05but we think it's an important part of
- 00:11:06being in a shared Alliance together that
- 00:11:08the Europeans step up while America
- 00:11:11focuses on areas of the world that are
- 00:11:13in great danger but let me also ask you
- 00:11:17how will you even begin to think through
- 00:11:19the kinds of budgeting questions if we
- 00:11:22don't know what it is that we are
- 00:11:24defending in the first place I've heard
- 00:11:27a lot already in my conversations and
- 00:11:30I've had many many great conversations
- 00:11:32with many people gathered here in this
- 00:11:33room I've heard a lot about what you
- 00:11:36need to defend yourselves from and of
- 00:11:38course that's important but what has
- 00:11:40seemed a little bit less clear to me and
- 00:11:43certainly I think to many of the
- 00:11:44citizens of Europe is what exactly it is
- 00:11:47that you're defending yourselves for
- 00:11:50what is the positive Vision that
- 00:11:52animates this shared security compact
- 00:11:55that we all believe is so important and
- 00:11:58I believe deeply that there is no
- 00:12:01security if you are afraid of the voices
- 00:12:04the opinions and the conscience that
- 00:12:07guide your very own people Europe faces
- 00:12:11many challenges but the crisis this
- 00:12:13continent faces right now the crisis I
- 00:12:16believe we all face together is one of
- 00:12:19our own
- 00:12:21making if you're running in fear of your
- 00:12:23own voters there is nothing America can
- 00:12:26do for you nor for that matter is is
- 00:12:29there anything that you can do for the
- 00:12:30American people who elected me and
- 00:12:33elected president Trump you need
- 00:12:36Democratic mandates to accomplish
- 00:12:38anything of value in the coming years
- 00:12:40have we learned nothing that thin
- 00:12:42mandates produce unstable results but
- 00:12:46there is so much of value that can be
- 00:12:48accomplished with the kind of democratic
- 00:12:51mandate that I think will come from
- 00:12:53being more responsive to the voices of
- 00:12:55your citizens if you're going to enjoy
- 00:12:58competitive economies
- 00:12:59if you're going to enjoy affordable
- 00:13:01energy and secure Supply
- 00:13:04chains then you need mandates to govern
- 00:13:08because you have to make difficult
- 00:13:09choices to enjoy all of these things and
- 00:13:11of course we know that very well in
- 00:13:13America you cannot win a democratic
- 00:13:15mandate by censoring your opponents or
- 00:13:17putting them in jail whether that's the
- 00:13:20leader of the opposition a humble
- 00:13:22Christian praying in her own home or a
- 00:13:24journalist trying to report the
- 00:13:27news nor can you win one by disregarding
- 00:13:29your basic electorate on questions like
- 00:13:32who gets to be a part of our shared
- 00:13:35society and of all the pressings
- 00:13:37challenges that the Nations represented
- 00:13:39here face I believe there is nothing
- 00:13:42more
- 00:13:43urgent than Mass
- 00:13:45migration today almost one in5 people
- 00:13:49living in this country moved here from
- 00:13:51abroad that is of course an all-time
- 00:13:52high it's a similar number by the way in
- 00:13:54the United States also an all-time high
- 00:13:57the number of immigrants who entered the
- 00:13:59EU from non-eu countries doubled between
- 00:14:022021 and 2022 alone and of course it's
- 00:14:06gotten much higher sense and we know
- 00:14:08this situation it didn't materialize in
- 00:14:11a vacuum it's the result of a series of
- 00:14:14conscious decisions made by politicians
- 00:14:18all over the continent and others across
- 00:14:20the world over the span of a
- 00:14:23decade we saw the horrors wrought by
- 00:14:26these decisions yesterday in this very
- 00:14:28City
- 00:14:30and of course I can't bring it up again
- 00:14:32without thinking about the terrible
- 00:14:35victims who had a a beautiful winter day
- 00:14:37in Munich ruined our thoughts and
- 00:14:40prayers are with them and will remain
- 00:14:42with them but why did this happen in the
- 00:14:44first place it's a terrible story but
- 00:14:47it's one we've heard way too many times
- 00:14:49in Europe and unfortunately too many
- 00:14:51times in the United States as well an
- 00:14:54asylum Seeker often a young man in his
- 00:14:57mid-20s already known to police Rams a
- 00:15:00car into a crowd and shatters a
- 00:15:03community how many times must we suffer
- 00:15:06these appalling setbacks before we
- 00:15:09change course and take our shared
- 00:15:12civilization in a New
- 00:15:14Direction no voter on this continent
- 00:15:17went to The Ballot Box to open the
- 00:15:19floodgates to millions of unvetted
- 00:15:22immigrants but you know what they did
- 00:15:24vote for in England they voted for
- 00:15:26brexit and agree or disagree they voted
- 00:15:29for it and more and more all over Europe
- 00:15:32they're voting for political leaders who
- 00:15:33promise to put an end to outof control
- 00:15:36migration now I happen to agree with a
- 00:15:39lot of these concerns but you don't have
- 00:15:40to agree with me I just think that
- 00:15:42people care about their homes they care
- 00:15:46about their dreams they care about their
- 00:15:47safety and their capacity to provide for
- 00:15:50themselves and their children and
- 00:15:53they're smart I think this is one of the
- 00:15:55most important things I've learned in my
- 00:15:57brief time in politics contrary to what
- 00:16:00you might hear a couple mountains over
- 00:16:02in Davos the citizens of all of our
- 00:16:04Nations don't generally think of
- 00:16:06themselves as educated animals or as
- 00:16:09interchangeable cogs of a global economy
- 00:16:12and it's hardly surprising that they
- 00:16:14don't want to be shuffled about or
- 00:16:16relentlessly ignored by their leaders
- 00:16:19and it is the business of democracy to
- 00:16:22adjudicate these big questions at The
- 00:16:23Ballot Box I believe that dismissing
- 00:16:27people dismissing their concerns
- 00:16:29or worse yet shutting down media
- 00:16:31shutting down elections or shutting PE
- 00:16:34people out of the political process
- 00:16:37protects nothing in fact it is the most
- 00:16:40Surefire way to destroy
- 00:16:43democracy and speaking up and expressing
- 00:16:46opinions isn't election interference
- 00:16:49even when people Express views outside
- 00:16:51your own country and even when those
- 00:16:54people are very
- 00:16:55influential and trust me I say this with
- 00:16:58all humor if American democracy can
- 00:17:00survive 10 years of Greta thunberg's
- 00:17:03scolding you guys can survive a few
- 00:17:05months of Elon
- 00:17:07Musk but what German
- 00:17:10democracy what no democracy American
- 00:17:13German or european Will Survive is
- 00:17:16telling millions of Voters that their
- 00:17:17thoughts and concerns their aspirations
- 00:17:20their pleas for Relief are invalid or
- 00:17:23Unworthy of even being
- 00:17:26considered democracy rests on the sacred
- 00:17:29principle that the voice of the people
- 00:17:32matters there's no room for firewalls
- 00:17:36you either uphold the principle or you
- 00:17:39don't Europeans the people have a voice
- 00:17:44European leaders have a choice and my
- 00:17:47strong belief is that we do not need to
- 00:17:50be afraid of the future you can Embrace
- 00:17:53what your people tell you even when it's
- 00:17:56surprising even when you don't agree
- 00:17:59and if you do so you can face the future
- 00:18:01with certainty and with confidence
- 00:18:03knowing that the nation stands behind
- 00:18:05each of you and that to me is the great
- 00:18:08magic of democracy it's not in these
- 00:18:11Stone buildings or beautiful hotels it's
- 00:18:14not even in the great institutions that
- 00:18:15we have built together as a shared
- 00:18:18Society to believe in democracy is to
- 00:18:22understand that each of our citizens has
- 00:18:25wisdom and has a voice and if we refuse
- 00:18:28to listen to that voice even our most
- 00:18:31successful fights will secure very
- 00:18:34little as Pope John Paul II in my view
- 00:18:38one of the most extraordinary champions
- 00:18:39of democracy on this continent or any
- 00:18:42other once said do not be afraid we
- 00:18:46shouldn't be afraid of our people even
- 00:18:49when they express views that disagree
- 00:18:51with their leadership thank you all good
- 00:18:54luck to all of you God bless you
- 00:18:58let me conclude and this becomes
- 00:19:01difficult
