00:00:03
last week the financial times reported
00:00:05
that two members of starmer's cabinet UK
00:00:07
foreign minister David Lamy and Home
00:00:09
Secretary Vette Cooper had signaled
00:00:11
their support for China's planning
00:00:12
application for a massive new Embassy in
00:00:14
North London nicknam the Chinese super
00:00:17
embassy it's on the former site of the
00:00:19
Royal Mint an absolutely enormous
00:00:22
620,000 Square fet premises in the
00:00:25
burough of tower hamlets which if it
00:00:27
goes ahead would become by far China's
00:00:30
largest diplomatic mission in Europe
00:00:33
this also came a week after UK
00:00:35
Chancellor Rachel Reeves traveled to
00:00:37
Beijing with the delegation of 10
00:00:38
business Executives to meet with senior
00:00:41
Chinese officials as part of a reset of
00:00:43
UK China relations so in this video
00:00:46
we'll discuss why labor are resetting UK
00:00:48
China relations the plans for a new
00:00:50
Chinese super Embassy in London and what
00:00:53
might happen next
00:00:56

00:01:17
first though let's start with a recent
00:01:19
history of UK China relations from the
00:01:22
start of the 21st century until the late
00:01:24
2010s the UK had relatively good
00:01:26
relations with China marked by multiple
00:01:29
bilateral trade and Military agreements
00:01:31
arguably the most pro-china figures of
00:01:33
this period were conservative Prime
00:01:35
Minister David Cameron and his
00:01:36
Chancellor George Osborne in 2015
00:01:39
Osborne ushered in what he said would be
00:01:41
a golden decade for UK China relations
00:01:44
and Cameron even had a p down the pub
00:01:46
with Chinese president Xi Jinping also
00:01:49
in 2015 the UK became the first G7
00:01:52
member to sign up to China's competitor
00:01:54
to the World Bank the Asian
00:01:55
infrastructure Investment Bank much to
00:01:57
the discontent of the US whose relations
00:02:00
with China were becoming increasingly
00:02:03
Frosty however UK China soon went the
00:02:05
same way in the mid to late 2010s there
00:02:08
were increasing reports of Human Rights
00:02:10
abuses in China particularly towards
00:02:12
ethnic and religious minority groups
00:02:14
which horrified much of Western Society
00:02:17
in the Northwestern region of shin Jang
00:02:19
which has a large Muslim wer population
00:02:21
there were shocking reports of forced
00:02:23
labor religious conversions and even
00:02:25
detainment camps run by the Chinese
00:02:27
Communist party or CCP
00:02:30
around the same time the CCP began
00:02:32
cracking down on freedoms and democracy
00:02:34
in Hong Kong a former British colony
00:02:36
which led to mass protests in 2019 to 20
00:02:40
and the subsequent migration of hundreds
00:02:42
of thousands of Hong kongers to the UK
00:02:45
while conservative prime minister Boris
00:02:46
Johnson maintained that China was an
00:02:48
important trade partner and even
00:02:50
declared himself fervently sign aile
00:02:52
under Rishi sunak the UK got tougher on
00:02:55
China forcing China to remove six of its
00:02:57
diplomats after a peaceful Hong Kong
00:02:59
protest was attacked by staff outside
00:03:02
the Chinese Consulate in Manchester
00:03:04
sunak also declared in 2023 that the UK
00:03:07
would not return to the close
00:03:09
relationship pursued by Cameron however
00:03:11
under the current labor government
00:03:13
relations seem to be warming again this
00:03:15
is largely for economic reasons given
00:03:17
the fact that the UK can no longer rely
00:03:19
on either the US under Trump or Europe
00:03:22
post brexit as reliable trade Partners
00:03:25
but also because labor has historically
00:03:27
been viewed as less hostile towards
00:03:29
China than other parties earlier this
00:03:31
month Reeves traveled to China along
00:03:33
with a delegation of other senior UK
00:03:35
business figures including the chair of
00:03:37
HSBC Mark Tucker the head of the bank of
00:03:40
England Andrew Bailey and the chief
00:03:41
executive of the financial conduct
00:03:43
authority niichel rati to meet with her
00:03:46
Chinese counterpart Healey Fang as part
00:03:48
of Labour's pragmatic effort to reset UK
00:03:51
China relations they reportedly
00:03:53
discussed proposals drafted by the UK
00:03:55
for closer cooperation on financial
00:03:57
regulation and capital markets however
00:04:00
Reeves was criticized by the
00:04:01
conservatives and lib Dems for going
00:04:03
ahead with the trip instead of staying
00:04:05
in the UK to deal with its pressing
00:04:07
economic wo and for more on this you

00:04:11
anyway the main issue here is China's
00:04:13
plans for a massive super Embassy in
00:04:15
North London this debate goes back to
00:04:18
2018 when China bought the 2.3 acre plot
00:04:21
off the Royal Mint for roughly 250
00:04:23
million or $318 million however the
00:04:27
plans were dropped after Tower Hamlet's
00:04:29
Council voted unanimously to block the
00:04:31
scheme in December 2022 due to four main
00:04:35
concerns that we've listed on screen now
00:04:37
relating to local Safety and Security
00:04:39
issues for context since the plans were
00:04:42
first proposed they've been staunchly
00:04:44
opposed by both Tower hamlets locals and
00:04:46
by minority groups oppressed by the CCP
00:04:49
but particularly weer Muslims as Tower
00:04:51
hamlets is the area with the highest
00:04:53
proportion of Muslim residents in all of
00:04:55
England and Wales anyway after Tower
00:04:58
hamlets rejected the plan China appeared
00:05:00
to let it slide only to revive the
00:05:02
application after the new labor
00:05:04
government came in last July just two
00:05:07
weeks after the general election the
00:05:08
Chinese government sent a new planning
00:05:10
application to the council with
00:05:12
documents published on the council
00:05:13
website claiming that the council's
00:05:15
decision to reject the proposal was
00:05:17
without Merit and had no basis in
00:05:19
planning policy now here's where labor
00:05:21
comes in a reuter's report in August
00:05:24
said that China would miss its deadline
00:05:25
to appeal instead seeking a promise from
00:05:28
the UK government to intervene if it
00:05:30
resubmitted a planning application
00:05:32
anticipating a tit fortat response from
00:05:34
Beijing if they didn't Grant permission
00:05:36
labor seem to have agreed to it and
00:05:38
that's exactly what's playing out now so
00:05:41
last week lamian Cooper sent a letter to
00:05:43
the planning inspectorate for England
00:05:45
seen by the financial times that said
00:05:47
London's Metropolitan Police had
00:05:49
withdrawn their objection to the plans
00:05:51
saying that there was sufficient space
00:05:52
for future protests without
00:05:54
significantly impacting the adjacent
00:05:55
Road Network they also said they'd ask
00:05:58
China to change a small element of the
00:06:00
design and to give up seven other
00:06:02
diplomatic premises across London so it
00:06:04
seems to be looking good for the Chinese
00:06:06
super Embassy but it's not over the line
00:06:08
just yet the final decision actually
00:06:10
rests with star's Deputy Prime Minister
00:06:12
Angela rner as Secretary of State for
00:06:14
housing communities and local government
00:06:16
although it will also have to go through
00:06:18
a public consultation however given
00:06:21
Labor's warming relations with China
00:06:22
more generally and the fact that Lamy
00:06:24
and Cooper have intervened on the
00:06:25
planning application as China requested
00:06:28
it looks like the super Embassy will
00:06:29
ultimately go ahead this could throw up
00:06:32
a range of issues including most notably
00:06:34
protests from locals and minority groups
00:06:36
oppressed by the CCP but it could also
00:06:39
present a genuine security threat that's
00:06:42
because in April last year two men were
00:06:44
charged with spying for China in
00:06:46
Westminster and there were real concerns
00:06:48
among human rights activists that the
00:06:50
CCP could use its super embacy as a base
00:06:52
to both increase Espionage and
00:06:54
intimidate Chinese citizens in the UK in
00:06:58
the past couple of years there've been
00:06:59
inreasing reports about Chinese
00:07:00
transnational repression which activists
00:07:03
fear will only rise if a New London
00:07:06
super Embassy goes ahead like a lot of
00:07:09
things this whole situation is very much
00:07:11
in a state of flux with us entering a
00:07:13
new year and Trump re-entering the White
00:07:16
House well the world has felt more
00:07:17
stable hasn't it every day we're faced
00:07:20
with weird headlines from Trump's
00:07:22
attempts to take over Canada and elon's
00:07:24
wild ride in Europe or even Trump trying
00:07:26
to swap New Jersey for a shiny Charizard
00:07:29
on the playground okay that last one
00:07:31
might not be real but we do dive into
00:07:33
the chaotic world of us politics in our
