As China's property market faces a severe crisis, local governments are resorting to bartering unsold apartments to settle debts due to cash shortages. This trend highlights deeper systemic issues with many local governments grappling with significant liabilities and dwindling revenues, leading to underpaid civil servants and cuts in public services amidst depreciating housing values, suggesting a need for long-term strategies in the sector.

A concerning trend of wealthy individuals leaving China due to economic uncertainties and government crackdowns is discussed, emphasizing a significant capital flight as individuals relocate their businesses and assets to more stable environments, such as Singapore. 4 PASSOS PARA VOCÊ VIVER DE AULAS PARTICULARES - Para professor de inglês
- 00:00:00happy Monday everybody welcome to
- 00:00:01another episode of China update where I
- 00:00:03provide you with the most up-to-date
- 00:00:04political economic and geostrategic
- 00:00:07analysis on the world's number two
- 00:00:09economy my name is Tony now before we
- 00:00:11begin with today's episode I wanted to
- 00:00:13make a couple of personal statements to
- 00:00:14you all for those who want to go right
- 00:00:16into the updates that's fine you can use
- 00:00:18the chapter feature to skip to that part
- 00:00:19of the video in yesterday's video I said
- 00:00:22that we may hit 100,000 subscribers this
- 00:00:24week the channel hit 100,000 subscribers
- 00:00:27within 2 and 1 half hours of that video
- 00:00:29going live now on Saturday's episode I
- 00:00:32express my gratitude to you all to the
- 00:00:35China update supporters both old and new
- 00:00:38I won't waste your time by repeating a
- 00:00:39lot of that but I will on this occasion
- 00:00:41since the channel has passed this uh
- 00:00:44Milestone just say a few words China
- 00:00:46update is a onand band I research write
- 00:00:50film edit upload and manage the Channel
- 00:00:52all myself this is done every day Monday
- 00:00:55through Saturday sometimes Monday
- 00:00:57through Sunday as it has been this last
- 00:00:59week
- 00:01:00and I've done that every day for 5 years
- 00:01:04I started the channel because I believed
- 00:01:06that there was a lack of this sort of
- 00:01:08content on YouTube I felt that there was
- 00:01:10a lot of punditry both very Pro and very
- 00:01:13anti-china but that there was a lack of
- 00:01:15channels that were really trying to
- 00:01:17explore what was happening on the ground
- 00:01:19in China and trying to help people have
- 00:01:21a real balanced understanding of the
- 00:01:23situation I believe then I believe now
- 00:01:25that it was critically important that
- 00:01:27the world have more informed more sober
- 00:01:30and more grounded conversations about
- 00:01:32this complex and consequential nation
- 00:01:34and if I through the channel could even
- 00:01:37in just a modest way contribute to that
- 00:01:40then it was worth pursuing it took 2
- 00:01:43years for the channel to reach 1,000
- 00:01:45subscribers I was doing videos almost
- 00:01:48every day for 2 years with only a few
- 00:01:50dozen people watching every episode but
- 00:01:52at that time I thought it was worth it
- 00:01:54because if for those few dozen people
- 00:01:56they got some value and they could
- 00:01:57better understand this country then it
- 00:01:59was worth my time to continue with the
- 00:02:01videos at that time I had absolutely no
- 00:02:04idea that the channel could get to this
- 00:02:06size in fact it was beyond my wildest
- 00:02:09dreams at that time this is all a long
- 00:02:11way of me saying that hitting this
- 00:02:14Milestone with 100,000 having so many of
- 00:02:16you join me with these daily
- 00:02:18explorations of what is happening in
- 00:02:20China is quite literally a dream come
- 00:02:23true because of all your support because
- 00:02:25of your following of this channel I now
- 00:02:28this year can move to doing this as my
- 00:02:31full-time job something I also never
- 00:02:34thought would be possible so I guess
- 00:02:36once again I just want to express my
- 00:02:38deepest gratitude and thanks thank you
- 00:02:41for sticking with the channel thank you
- 00:02:43for coming along every day as we explore
- 00:02:45this country together and thank you for
- 00:02:47giving me the opportunity to share these
- 00:02:49episodes with you all I look forward to
- 00:02:512025 it's an incredibly important year
- 00:02:53to be following China and I look forward
- 00:02:55to doing it with you all together there
- 00:02:57will be a special 100,000 uh subscriber
- 00:03:00episode at some point probably in early
- 00:03:02February when I'm back in New Zealand
- 00:03:04because then I'll have a very strong
- 00:03:06internet connection and I'm thinking of
- 00:03:08perhaps doing a Q&A and maybe even a
- 00:03:10live stream I will have those details
- 00:03:12released closer to the time I'll let you
- 00:03:14know how to ask questions if that's what
- 00:03:16happens and what the details of the live
- 00:03:17stream will be but for now thank you
- 00:03:20once again that was a very long
- 00:03:22introduction thank you for sticking with
- 00:03:24it now let's move into today's episode
- 00:03:26as China's property Market as well as
- 00:03:28local governments grapple with your own
- 00:03:30deepening crisis the former being the
- 00:03:32property crisis the latter being the
- 00:03:33local fiscal crisis a highly concerning
- 00:03:35solution has emerged settling debts with
- 00:03:38unsold Apartments strep for cash Chinese
- 00:03:41developers and now even local
- 00:03:43governments in some parts of the country
- 00:03:45are increasingly turning to unfinished
- 00:03:47or empty housing units to pay off their
- 00:03:50obligations in some strange warped
- 00:03:53barter system it is worth stressing this
- 00:03:55point again there are so many empty
- 00:03:58Apartments and local governments are so
- 00:04:01cash strapped that local governments in
- 00:04:03locations across the country especially
- 00:04:05in the poorer regions are now beginning
- 00:04:07to settle debts in unsold Apartments
- 00:04:11according to us Outlet The Wall Street
- 00:04:13Journal in a piece exploring this
- 00:04:15published over the weekend in one
- 00:04:17notable case Shang East Universe guas
- 00:04:20agreed to take over 260 unfinished
- 00:04:24apartments in Changi City's French
- 00:04:26themed residential compound to settle a
- 00:04:2920 $5 million debt in overdue gas bills
- 00:04:34the company plans to sell the apartment
- 00:04:36keeping any surplus proceeds or
- 00:04:38absorbing losses if sales fall short
- 00:04:41this approach underscores the severe
- 00:04:43cash shortages faced by local
- 00:04:44governments and state own entities
- 00:04:46changji City Construction investment
- 00:04:48development the primary data in this
- 00:04:50case reported $1.8 billion in
- 00:04:53liabilities but only had $97 million in
- 00:04:57cash by mid 2024 the trend extends
- 00:05:00Beyond Shang companies such as Mona Lisa
- 00:05:03group a Guangdong based tile
- 00:05:06manufacturer and sfly intelligent
- 00:05:08technology an LED producer have
- 00:05:11similarly accepted Apartments as payment
- 00:05:14Mona Lisa accumulated $19 million worth
- 00:05:17of properties while sunfly settled $50
- 00:05:20million in debt by acquiring 334
- 00:05:23apartments from developers including
- 00:05:25Country Garden even public entities like
- 00:05:27police departments have turned to the
- 00:05:29strategy in quo province which regular
- 00:05:31viewers will know has long faced what is
- 00:05:34essentially a DEA facto bankruptcy
- 00:05:35situation police departments
- 00:05:38ining andan settled 10 million in debts
- 00:05:42by coordinating apartment purchases
- 00:05:43through developers China's property
- 00:05:45Market burdened by an estimated 90
- 00:05:47million empty housing units faces
- 00:05:49mounting challenges local governments
- 00:05:51once flush with cash from land sales
- 00:05:53during the property boom now struggle
- 00:05:55with ballooning debts and shrinking
- 00:05:57revenues and as we will see later in
- 00:05:59today's video there are other desperate
- 00:06:00moves they have resorted to as well the
- 00:06:03resulting cash crunch has led to
- 00:06:05underpaid civil servants Rising labor
- 00:06:07disputes and cuts to public services
- 00:06:10like education and Healthcare meanwhile
- 00:06:13housing values continue to depreciate as
- 00:06:15prices in major cities have fallen for
- 00:06:1717 consecutive months experts warn that
- 00:06:19while using Apartments to settle debts
- 00:06:21offers a temporary fix it reflects
- 00:06:24deeper structural issues in China's
- 00:06:26economy obviously local governments and
- 00:06:29developers will need long-term
- 00:06:31strategies including diversifying
- 00:06:32revenue streams and boosting Market
- 00:06:34confidence to stabilize the property
- 00:06:35sector for now however quote getting
- 00:06:38half-built Apartments is better than
- 00:06:41getting nothing at all end quote as one
- 00:06:44expert put it now while we're on the
- 00:06:46property sector Bond financing in
- 00:06:48China's real estate sector fell 18.4% in
- 00:06:512024 compared to the previous year but
- 00:06:53shows potential for Recovery as new
- 00:06:55policies begin to take effect that is
- 00:06:58the optimistic View at least according
- 00:06:59to a report by the China index Academy
- 00:07:01published over the weekend developers
- 00:07:03raised
- 00:07:0556531 billion yen 77.1 billion through
- 00:07:08debt instruments last year although Bond
- 00:07:11financing has been declining since the
- 00:07:13latter half of 2021 year-on-year growth
- 00:07:15resumed each month since September 2024
- 00:07:18aided by a low base effect from the
- 00:07:20previous year the sustainability of the
- 00:07:22recovery however remains uncertain the
- 00:07:25cost of bond financing decreased
- 00:07:27significantly in 2024 driven by interest
- 00:07:29rate Cuts structural changes in
- 00:07:31financing Enterprises and adjustments in
- 00:07:34product offerings despite the reduced
- 00:07:36costs the scale of Bank issuance shrank
- 00:07:39credit Bond issuance fell 18.5% overseas
- 00:07:42bonds plunged
- 00:07:4469.5% and asset-backed securities
- 00:07:46declined
- 00:07:4813.6% looking ahead developers face
- 00:07:51ongoing challenges in 2025 the report
- 00:07:53suggests exploring alternative financing
- 00:07:55channels extending debt maturities and
- 00:07:58refinancing existing obligations to
- 00:08:00stabilize cash flows and navigate Market
- 00:08:04uncertainties next up we have one more
- 00:08:06pretty incredible development to cover
- 00:08:08but before that we have this year's
- 00:08:09first sponsored feature now regular
- 00:08:11viewers know this but I think it is
- 00:08:13worth repeating since there are many new
- 00:08:15viewers to the channel I believe it's
- 00:08:16incredibly important and I've always
- 00:08:18tried to be fully transparent with how
- 00:08:20this channel is financed China update
- 00:08:23typically has one to two sponsored
- 00:08:25features per month there are two reasons
- 00:08:27for this the first reason is this allows
- 00:08:29the channel to be financially
- 00:08:30sustainable while still ensuring that it
- 00:08:33is primarily supported financially by
- 00:08:35subscribers The other reason is that I
- 00:08:37believe having one or two three minute
- 00:08:39approximately 3 minute financial asset
- 00:08:42type sponsored features is far less
- 00:08:45invasive viewing experience than say
- 00:08:47having three or four one minute
- 00:08:49sponsored features per week I personally
- 00:08:51select which uh sponsored features I go
- 00:08:53with and I think very carefully about
- 00:08:55what would be of interest to the viewing
- 00:08:57audience sponsored features will always
- 00:08:59be labeled throughout so you know that
- 00:09:02you're watching One rather than regular
- 00:09:03China update coverage and if you wouldd
- 00:09:05like to know how I work with sponsored
- 00:09:06features including my criteria this is
- 00:09:08in the description below the world is
- 00:09:10going through historic changes as trade
- 00:09:12in the global order fragments and the US
- 00:09:13brings back mining to prepare for a new
- 00:09:15cold war with China this is a time of
- 00:09:17great change but great change also means
- 00:09:19great opportunities for sevy investors
- 00:09:21looking to take advantage of these
- 00:09:22Trends the US is one week away from
- 00:09:24swearing in a president whose stated
- 00:09:25goal is drill baby drill unlocking the
- 00:09:27country's vast riches in February 2021
- 00:09:30right after Joe Biden took office the
- 00:09:32market cap of giant mining
- 00:09:35bfgf the sponsor of today's video was
- 00:09:37around $100 million today giant mining
- 00:09:41has a market cap of $7 million
- 00:09:43plummeting 93% but this is where
- 00:09:46opportunity is on November 15th a major
- 00:09:48bill passed the House of Representatives
- 00:09:51it is called the critical mineral

- 00:12:02decision a big thank you to Giant mining
- 00:12:05for sponsoring this episode of China
- 00:12:08update now we return to regular China
- 00:12:11update coverage this week Qatar based Al
- 00:12:13jazer published a piece about one Jane m
- 00:12:16a pseudonym for a 31-year-old wealthy
- 00:12:18owner of an import export business from
- 00:12:20Shanghai to explore the issue of China's
- 00:12:23ongoing millionaire Exodus Over The Last
- 00:12:255 Years mang had steadily Diversified
- 00:12:27her financial dealings Beyond China Hong
- 00:12:30Kong became her primary business Hub and
- 00:12:32more recently she opened a bank account
- 00:12:33in Singapore relocating much of her
- 00:12:35wealth her rationale is straightforward
- 00:12:38quote China is not in a good place right
- 00:12:40now end quot M's concerns mirror broader
- 00:12:43economic challenges facing China
- 00:12:45sluggish growth a protracted property
- 00:12:47Market slump and high youth unemployment
- 00:12:49exceeding 17% have eroded confidence
- 00:12:51among affluent individuals additionally
- 00:12:53the government's sweeping crackdowns on

- 00:12:58cases like The Disappearance of
- 00:13:00investment bankers have unsettled
- 00:13:02business communities as we will see
- 00:13:04shortly there is another incredibly
- 00:13:06concerning Trend which is also on the
- 00:13:08mind of many millionaires these
- 00:13:10anxieties are driving a growing wave of
- 00:13:12capital flight in 2023 China saw 13,800

- 00:13:23of 2024 the context this Exodus
- 00:13:26represents a fraction of China's 6.2
- 00:13:28million millionaires but signals a
- 00:13:30potentially troubling Trend Singapore
- 00:13:32with its robust Financial infrastructure
- 00:13:33and proximity to China has emerged as a

- 00:13:47Natural Choice for relocation China
- 00:13:49grapples with economic uncertainties and

- 00:14:03we've been following on China update for

- 00:14:07water fishing that is a youthemism for
- 00:14:09the practice of local governments in
- 00:14:10poorer regions typically arresting rich
- 00:14:12businessmen from wealthier parts of the
- 00:14:14country essentially to extort fines out
- 00:14:17of them this practice is so prevalent
- 00:14:19now that Beijing has had to step in with
- 00:14:21a nationwide Crackdown last week the
- 00:14:23powerful National development and Reform
- 00:14:24Commission published guidelines
- 00:14:26discussing the quote problems such as
- 00:14:29profit-driven enforcement and distant
- 00:14:31water fishing end quot while the state
- 00:14:34Council issued a quote document on
- 00:14:37Strictly regulating administrative
- 00:14:39inspections on companies aiming to curb
- 00:14:41arbitrary inspections and effectively
- 00:14:44ease the burdens on companies end quote
- 00:14:47the situation is quite serious too as
- 00:14:50Chinese Financial media Outlet tyen
- 00:14:52writes last week quote fines and
- 00:14:54confiscations are a growing source of
- 00:14:56local government revenue jumping from
- 00:14:58100 13 billion yen in 2011 to
- 00:15:024284 billion yen in 2022 in the first 11
- 00:15:05months of 20124 local government incomes
- 00:15:09from fines and confiscations increased
- 00:15:11almost 12% from the same period a year
- 00:15:15ago debt Laden regions are more
- 00:15:17dependent on this income especially at
- 00:15:20the municipal and County levels where
- 00:15:23fines make up 84% and
- 00:15:2682% of local Revenue respectively with
- 00:15:29public security agencies courts and
- 00:15:31other judicial bodies being the primary
- 00:15:33authorities involved according to the
- 00:15:36study end quote 84 and
- 00:15:4082% now at this point it is worth
- 00:15:43stressing that this is in some
- 00:15:44localities it shows how some poor parts
- 00:15:47of the country are in really D Straits
- 00:15:49but it is worth stressing that this is
- 00:15:51not the case in some of the wealthier
- 00:15:52parts of the country especially the tier
- 00:15:54one cities and tier 2 cities in coastal
- 00:15:57regions still however the is a very
- 00:15:59concerning Trend now let's finish with
- 00:16:01this observation by veteran China
- 00:16:03analyst Bill Bishop quote the central
- 00:16:05government has gotten serious about
- 00:16:06trying to stop these business destroying
- 00:16:08extortions but many local governments
- 00:16:11are desperate for revenue and will go
- 00:16:13where the money is so until the center
- 00:16:15offers better solutions for the local
- 00:16:17government fiscal problems the squeezing
- 00:16:19of business for Revenue will probably
- 00:16:22not go away end
- 00:16:25quote okay that is today's episode of
- 00:16:28China update thank you everybody once
- 00:16:31again for your incredible support up to
