    cannon and the texians responded by

    making a flag with an image of the

    cannon and underneath it the Legend come

    and take it wow and and they flew it

    over the town and that was the beginning

    they'll stop you because it throws shade

    on a protected species of flower

    so California used to know the answer to

    this 50 years ago California was the

    economic engine of the country and

    unfortunately you're cursed by idiot

    politicians who were destroying this

    Texas we believe in Freedom we believe

    in low taxes and low regulations and and

    state Texas was basically founded by a

    wildcats who were guys with fourth grade

    educ a that began drilling holes in the

    ground and one after the other became

    the richest man on Earth yeah and and

    the

    ethos of Texas you know it was
  • 00:03:40
    interesting number of years ago I was

    visiting with with a CEO and an
  • 00:03:43
    executive team of a company that had
  • 00:03:45
    moved from California to
  • 00:03:47
    Texas and they didn't have any Texas
  • 00:03:49
    ties but they were just fed up with
  • 00:03:50
    California they moved to Texas so I was
  • 00:03:52
    asking them they only been in Texas for
  • 00:03:53
    a couple of months I said all right
  • 00:03:54
    what's the biggest
  • 00:03:56
    difference and I thought maybe they'd
  • 00:03:58
    say taxes or maybe regulations or maybe
  • 00:04:00
    lawsuits those were the three things I
  • 00:04:02
    was going to guess their answer blew me

    away they said the biggest difference is
  • 00:04:06
    the
  • 00:04:07
    culture and what they said is in
  • 00:04:09
    California if you're in business you're
  • 00:04:12
    a pariah they said look there's an

    exception for Tech and an exception for

    Hollywood if I need more yeah well I

    mean that was their view but they were
  • 00:04:20
    not in Tech or Hollywood they they were

    in sanitation which was not a sexy

    business mhm and and the way they

    described it they said if you're at a

    party and someone asked what do you do

    and you say I'm a businessman

    they said people to turn around and walk

    away and I got to say as a Texan that is

    weird I mean we lionize entrepreneurs

    but California was a pioneering State

    the Gold Rush what happened because it's
  • 00:04:45
    you know it's always easy to blame idiot

    politicians but in a democracy those
  • 00:04:49
    politicians are elected by the voters so

    the something where did the voters go
  • 00:04:54
    that caused this change in that state
  • 00:04:56
    compared to where the voters went in
  • 00:04:58
    Texas when they both came from and all
  • 00:05:00
    of America all the United States all the
  • 00:05:02
    the states of the Republic came from a a
  • 00:05:04
    pioneering origin well there is a cause

    and a fact and you go back to 1987 and
  • 00:05:09
    1987 is when Ronald Reagan signed
  • 00:05:12
    amnesty into place and at the time there
  • 00:05:14
    were 3 million illegal immigrants living
  • 00:05:16
    in the United States and Congress went
  • 00:05:19
    to the American people said all right we
  • 00:05:20
    got a deal for you we're going to secure
  • 00:05:22
    the Border we're going to fix the
  • 00:05:23
    problem of illegal immigration forever
  • 00:05:26
    and in exchange we're going to give
  • 00:05:27
    amnesty to the 3 million people who are
  • 00:05:29
    here illegally now right and in ' 87 the
  • 00:05:32
    American people said okay that sounds
  • 00:05:33
    like a reasonable deal they took the
  • 00:05:35
    deal MH now we now know what happened
  • 00:05:37
    which is the amnesty happened but the
  • 00:05:39
    Border never got
  • 00:05:41
    secured what did that mean for
  • 00:05:43
    California the highest concentration of
  • 00:05:45
    illegal immigrants was in California
  • 00:05:49
    1988 California voted Republican the
  • 00:05:52
    presidential race as it had for six
  • 00:05:54
    consecutive years six consecutive Cycles
  • 00:05:58
    previously right 1988 was the last year
  • 00:06:01
    California ever went Republican well
  • 00:06:03
    Schwarzenegger for president oh for
  • 00:06:05
    president in in the presidential race

    and so I think the amnesty law played a

    significant part the federal law
  • 00:06:12
    changing the voting composition of the
  • 00:06:14
    state yeah and then and look you guys
  • 00:06:17
    would know the state politics more but

    it also seemed to me that you have the
  • 00:06:21
    public employee unions in California
  • 00:06:23
    that realized that they could vote
  • 00:06:25
    themselves more and more of of the large
  • 00:06:28

    of democracy right and it um so Jason

    brought up a really important question

    to kick this off um I just want to give

    you a chance to maybe expand on it which

    is there are so many examples Texas is

    one um you can look abroad the UAE as as

    an example is another where there's a
  • 00:06:51
    high degree of quality of infrastructure

    and Y you know civility Social Services
  • 00:06:57
    education security
  • 00:07:00
    um but you don't have the traditional
  • 00:07:02
    taxation right and so how is Texas able
  • 00:07:06
    to actually keep the wheels
  • 00:07:09
    on and States like California which has
  • 00:07:12
    you know $322 billion budget is just
  • 00:07:16
    completely falling apart how like what
  • 00:07:18
    is what what happens because you then
  • 00:07:20
    see everything at the federal level but
  • 00:07:22
    when you go back to your state you see
  • 00:07:23
    hey we don't have and and your real
  • 00:07:26
    estate taxes aren't that much higher are
  • 00:07:28
    they than California yeah the real
  • 00:07:29
    estate taxes are a little bit higher but
  • 00:07:31
    we have no income tax so it more more
  • 00:07:33
    than makes up for it yeah yeah 2% one
  • 00:07:35
    and a half to that's the principal
  • 00:07:37
    Avenue of Taxation you got real estate
  • 00:07:39
    taxes and sales taxes or or where the
  • 00:07:40
    state and and local governments get
  • 00:07:42
    their taxes uh but no income tax look
  • 00:07:45
    some of it is government does less uh I
  • 00:07:48
    mean there's a philosophy that
  • 00:07:49
    government doesn't have to spend and
  • 00:07:50
    provide everything government does
  • 00:07:53
    police and firefighters and Roads and
  • 00:07:55
    does the basic responsibilities of
  • 00:07:57
    government right but it's not not
  • 00:07:59
    engaged in funding every pet project of
  • 00:08:01
    every politician right
  • 00:08:04
    um that's part of
  • 00:08:08
    it you know you look at across the
  • 00:08:11
    country I mean it is not a complicated
  • 00:08:12
    migration pattern that people are
  • 00:08:16
    fleeing bright blue states with high
  • 00:08:18
    taxes and high regulations yeah and they
  • 00:08:20
    are coming to Red states with low taxes
  • 00:08:22
    and low
  • 00:08:23
    regulations any safety so we've had it
  • 00:08:27
    has now been more than a DEC that we
  • 00:08:30
    have had over a thousand people a day
  • 00:08:32
    moving to Texas so when I was first
  • 00:08:34
    elected 13 years ago we had 26 million
  • 00:08:38
    Texans today we have over 31 million
  • 00:08:40
    Texans so we've added 5 million Texans
  • 00:08:43
    in 13 years and and the biggest state
  • 00:08:46
    folks come from is California it's
  • 00:08:47
    interesting the migration pattern you
  • 00:08:49
    get a lot of California to Texas New
  • 00:08:51
    Yorkers tend to go to Florida more we
  • 00:08:53
    get some New Yorkers but but for
  • 00:08:54
    whatever
  • 00:08:55
    reason West Coast folks seem to prefer
  • 00:08:58
    Texas and East Coast folks seem to
  • 00:08:59
    prefer Florida but I actually think the
  • 00:09:01
    competition in terms of where we lose
  • 00:09:04
    people
  • 00:09:05
    to we lose people either to Florida or
  • 00:09:08
    Tennessee those are about the only two
  • 00:09:10
    places if someone's thinking of leaving
  • 00:09:12
    and I love that competition I want
  • 00:09:14
    Florida and Tennessee to be out fighting
  • 00:09:16
    and saying we can create an even better
  • 00:09:17
    environment for small businesses and
  • 00:09:20
    jobs and and part of it
  • 00:09:22
    is the number one reason people come to
  • 00:09:24
    Texas is Texas where the jobs are and
  • 00:09:26
    you want an environment where you have
  • 00:09:28
    small businesses are doing great but
  • 00:09:30
    people also want to be safe and and so
  • 00:09:32
    you know you look at things like like
  • 00:09:34
    defunding the police or Soros
  • 00:09:36
    prosecutors that let murderers go yep
  • 00:09:39
    and that gives people a pretty acute
  • 00:09:41
    incentive to get the heck out we uh were
  • 00:09:43
    involved in the recall of Chess budine
  • 00:09:46
    our podcast and David Sachs our
  • 00:09:48
    compatriot who couldn't make it um he's
  • 00:09:50
    he's busy working uh with you guys here

    um but yeah this this crime issue seems

    people have seemed to Lost uh they seem

    to have lost a script on who the state

    is working for the taxpayers or the

    criminals and in Texas it it's just

    extraordinary that you've figured out

    that you could prioritize the people not

    committing crime and not cater to the
  • 00:10:14
    people committing crime I mean I'm

    saying this in the most factious way

    possible but it's just common sense and

    I think it it feels to me like

    Californians have had enough and it's
  • 00:10:22
    just going to take a decade or two to

    unwind it but let's let's double click

    on immigration since the the great state

    of Texas has to deal with this than

    anybody but this is a land of immigrants

    we are all immigrants on this land and

    so that's our tradition in fact you're

    sitting next to two extraordinary

    what do you believe at this point in

    time is America for the Americans are

    here or do you believe we should be

    getting the best and brightest to come

    to this country look absolutely both um

    immigration views in in four words legal

    good illegal bat okay um I think most

    Americans most Texans agree with that

    and most immigrants yeah look there's a

    right way to come to this country

    there's the way you came to this country

    there's the way my dad came to this

    country my dad was born in Cuba he grew

    up in Cuba he fought in the Cuban

    Revolution when he was a teenager he
  • 00:11:16
    fought was thrown in prison he was
  • 00:11:18
    tortured when he was 17 years old and he
  • 00:11:21
    came to Texas in 1957 he he was 18
  • 00:11:24
    couldn't speak English had $100 in his
  • 00:11:27
    underwear and he washed dishes making 50
  • 00:11:29
    cents an hour but he came legally
  • 00:11:31
    because he had applied to the University
  • 00:11:33
    of Texas he'd gotten in he came on a
  • 00:11:34
    student visa and he was an 18e old
  • 00:11:37
    freshman and he started going to school
  • 00:11:39
    here and he came legally and he worked
  • 00:11:41
    and and got a job and went on in time to
  • 00:11:43
    start a small business and and work was
  • 00:11:45
    he able to see your success is he still

    with us he is my dad is 85 oh my God

    what a dream for him he he is my hero it

    is he he's an incredible he I will say

    when you have lost freedom

    tortured in Cuba and we would sit and

    and all I ever wanted to do from when I

    a freedom fighter

    I mean it was it's inspiring because

    what they said and still say and they're

    both still going strong is is look

    if the only thing that prevents us from

    tyranny is having good people in office

    who will fight for our freedoms and so I

    out of bed every day because I I look at

    the US Senate and I think it is

    basically the Roman Coliseum and and you

    strap on some armor and you grab a

    battle ax and and you go fight the Barb

    amazing opportunity I I feel blessed and

    there might be good policy put forth by

    one of the two parties but the other

    party's intention is always to get more

    seats get more attention get more votes

    and hurt the other party so we end up

    having conflict over policy do you feel

    like there's too much of that in DC and

    a lot of people talk about the you know

    everything has become too politicized as

    opposed to you know I always think about

    the show I love the show the westwing

    and he always talks about the great

    debate you know like we never have the

    great debate anymore we don't talk about

    the fundamental you know policy

    that we are too polarized and and

    tribalize that the left only listens to

    left-wing media the right listens to

    also want to bring in a certain number

    of people and we want a system and uh

    you know I did my research on this and

    places that have consensus like Canada

    uh Japan Australia New Zealand just they

    they seem to understand that you need to

    match immigration to the reality of

    unemployment and which jobs you need but

    the one criticism I have of politicians

    which I think you're one of um sadly

    iest charge yeah is you you you all

    don't talk about it in numbers we need

    this many nurses we need this many

    doctors we need this many construction

    people we have 4% unemployment record

    great job uh to our politicians and

    helping that out um you know we can

    bring in two million people this year

    hey if it goes up to 5% we're going to

    bring in 1.5 I I wish that the

    discussion could be more granular and

    with numbers and you guys could actually

    say it's not 500 it's 450 because if we

    were in a business decision here and we

    do business together and we say hey we

    have to deploy these resources to get

    this outcome but it's so contentious and

    polarized and not fact and number based

    why is that on this issue that you guys

    numbers that matter intensely let's

    start at one where you talked about low

    unemployment as you know that number can

    be deceptive because we also have among

    the lowest labor force participation

    we've ever had 62% right now and so

    there are millions that have just

    dropped out of the labor force

    altogether they're not measuring in in
  • 00:18:29
    Topline unemployment but it's still a

    real challenge we have healthy young
  • 00:18:34
    adults who should be working and who are
  • 00:18:36
    not working why aren't they in your mind
  • 00:18:38
    is it because they have the resources to
  • 00:18:40
    not do that um look I think it and I
  • 00:18:42
    think it varies state by state but I
  • 00:18:44
    think when you have a welfare state
  • 00:18:45
    where you get paid for not working it's
  • 00:18:48
    bad incentive people end up not working
  • 00:18:49
    and the statistics are really crushing

    that if anyone doesn't work for a year

    the odds of their going back to the
  • 00:18:57
    workforce drop precipitously that once

    someone gets the habit of dependency I

    try to think of of every policy from the

    perspective of easing the means of

    ascent up the economic ladder and I

    think about you know my dad when when he

    was a teenage kid in Austin washing

    dishes thank God some well-meaning

    liberal didn't come to him and and say

    totally just stay home let me send you a

    government check don't work so hard at

    and and it's utterly destructive it it

    breaks your your self-respect your

    from an empathetic Place Center Senator

    so and and and I know this like in you

    know in kind of a a liberal setting you

    see people in need you want to help them

    and you use government as a tool to help

    people in need and the fundamental issue

    is that in many cases that creates an

    incentive model that makes it very

    difficult for that solution for that

    situation to find a solution on its own

    a market solution and over time it gets

    50% of people that are employed in this

    country employed by government or

    have a real conversation about what

    works to lift people into prosperity and

    providing loans for housing has also

    driven up the cost of housing educ

    free market but the empathetic solution
