- 00:01:35won't have to go to

- 00:01:45cadetes are subjected to a verbal
- 00:01:46campaign of shock and awe designed to
- 00:01:48test their

- 00:02:20was 17 when she and her friend forced
- 00:02:23their way into a stranger's car let's go
- 00:02:27I was a my best friend which is a girl
- 00:02:31and we were just messed up on drugs and
- 00:02:36just wanted to take somebody's car we
- 00:02:38got in his car and I grabbed him by the
- 00:02:40back of his head and my codend started
- 00:02:43just beating on him let's go today today
- 00:02:46as a light rain falls the youngest Cadet
- 00:02:48in the class appears
- 00:02:50Overwhelmed Christian or Rojo was 15
- 00:02:53when he was arrested for aggravated
- 00:02:55battery after getting into a fight at a
- 00:02:57party leaving the victim in a coma for 3
- 00:02:59months and you hit him because cuz I was
- 00:03:02drunk and he looked at me in the wrong
- 00:03:04way the lack of self-control is a common
- 00:03:07trait among the cadets half the class
- 00:03:09failed to finish High School six of the
- 00:03:11cadets were homeless and living on the
- 00:03:12streets the key in boot camp is
- 00:03:15discipline and the realization that
- 00:03:17there are consequences for screwing up
- 00:03:19no matter how small the screw up might
- 00:03:21be
- 00:03:34all right sir my name is Justin Martinez
- 00:03:36I'm 22 and I was born and raised in
- 00:03:38Colorado
- 00:03:39Springs boot camp was designed for those
- 00:03:41at are Crossroads and few fit that
- 00:03:44description better than Martinez
- 00:03:46Martinez's father spent most of Justin's
- 00:03:48childhood in prison and Justin was well
- 00:03:50on his way down that path as well his
- 00:03:52father was the notorious street gang pyu
- 00:03:55in Colorado after his mother moved into
- 00:03:57Florida Martinez joined the homestead
- 00:03:59gang nine try the gang tattoos evident
- 00:04:02on his arms last year he was arrested
- 00:04:04for a series of burglaries in which he
- 00:04:06stole a gun why' you why'd you take a
- 00:04:09gun it's easy to sell at the time I was
- 00:04:12in my own apartment and I was short on
- 00:04:14rent he said what haunt him is knowing
- 00:04:16how much he hurt his mother a son always
- 00:04:19knows his mother's pain look she gave me
- 00:04:21she look she gave me when she came and
- 00:04:22saw me the last time I knew she was
- 00:04:23hurting because she couldn't look me in
- 00:04:24my eyes so I know I put a lot of pain on
- 00:04:27her test it's been 19 months since he
- 00:04:29last saw his mother she told me the last
- 00:04:30thing she said was to keep my head on
- 00:04:32straight and she wrote me a letter the
- 00:04:34other day that said to keep my head
- 00:04:35forward because I have a hot head she
- 00:04:37knows I have bu welcome to freaking
- 00:04:39Miami g county freaking boot camp
- 00:04:40Sergeant William Das helped launch the
- 00:04:42County's boot camp program back in
- 00:04:451995 since then more than a thousand
- 00:04:47Cadets have completed the program the
- 00:04:49program is here for you it's not for us
- 00:04:51all we want is your freaking best do you
- 00:04:54understand me sir yes sir I'm a big fan
- 00:04:56of boot camp tell me why um in part
- 00:04:58because I think it's it's it is probably
- 00:05:01the only program we have that is
- 00:05:04rehabilitative in nature for adults
- 00:05:09first of all for young adults it is it's
- 00:05:11the only program we have that's not
- 00:05:12prison Miami D circuit court judge Nan
- 00:05:15safy oversees the Criminal Division of
- 00:05:17the courthouse and knows she isn't
- 00:05:19sending choir boys into the program some
- 00:05:21of these folks have been convicted of
- 00:05:23some really bad things I mean I would
- 00:05:25say by and large it's pretty serious
- 00:05:27offenses I would say most of the people
- 00:05:28that I have sent to Camp were pretty
- 00:05:30serious offenses you know there's a lot
- 00:05:32of I mean you know the general sentiment
- 00:05:34in the public if you ask the public you
- 00:05:36know what should happen to somebody who
- 00:05:38commits an armed robbery or a carjacking
- 00:05:40or any of these things they say throw
- 00:05:41them away throw them in prison I think
- 00:05:43that that's people's initial reaction
- 00:05:45but what I would tell you is that I've
- 00:05:46had many cases where um I thought it was
- 00:05:49my responsibility to make sure that the
- 00:05:50people involved in the case knew what I
- 00:05:52was about to do so the prosecutors would
- 00:05:54bring the victims on these cases into
- 00:05:56court and I did that on multiple
- 00:05:58occasions and the one person that
- 00:05:59disagreed with me said to me judge safy
- 00:06:02I don't agree with you but I agree with
- 00:06:04what you're trying to do so um what is
- 00:06:06it that we're trying to do we're trying
- 00:06:07to
- 00:06:09ultimately create a a person that's
- 00:06:12going to be a functioning member of
- 00:06:14society and not create a person who's
- 00:06:16going to come out of prison and be a
- 00:06:18bigger batter better Criminal according
- 00:06:20to judge safy for many of these young
- 00:06:22criminals boot camp may be their last
- 00:06:23opportunity to learn right from wrong
- 00:06:26what they tell you in boot camp is that
- 00:06:27they basically strip the kid down to
- 00:06:29they strip the person down to to Bare
- 00:06:31Bones and they build them back up and
- 00:06:32they're they're part of a team they're
- 00:06:34part of a
- 00:06:36platoon and they're definitely taught
- 00:06:39consequences which I think is huge
- 00:06:41they're they're taught to really believe
- 00:06:43in themselves and all it is is about
- 00:06:44giving the kid a chance ultimately if
- 00:06:46the if the cadet fails prison is waiting
- 00:06:50prison the bus is waiting their Prison
- 00:06:52number is waiting from the moment they
- 00:06:53arrive they are told there is a right
- 00:06:55way to do something and a wrong way they
- 00:06:57teach them how to stand how to feet how
- 00:07:00to hold their canteens they teach them
- 00:07:02how to sit I'm not taking my littley
- 00:07:05time I'm not do I'm not taking my time
- 00:07:07all to se dirty whatever I'm sitting
- 00:07:08down like a rock you understand they
- 00:07:11even show them the right way to lower
- 00:07:13their head in prayer ready ready ready
- 00:07:17PR and if they mess up they'll all be
- 00:07:20smoked smoking them is when they have
- 00:07:24done something incorrectly and we get
- 00:07:27them to do whatever the excise exercises
- 00:07:30that we as them to do if you move and I
- 00:07:32don't give you permission you will pay I
- 00:07:34if he messes up you will all pay I if he
- 00:07:38doesn't sound off you will all PID out
- 00:07:39of the corner of her eye she catches one

- 00:08:03unable to run as guards ordered videos
- 00:08:05showed the guards punishing him by
- 00:08:07taking him to the ground and forcing him
- 00:08:09to breathe in ammonia the public outcry
- 00:08:11marked a turning point for boot camps as
- 00:08:13a result the legislature closed all five
- 00:08:16of its camps across the state and in
- 00:08:182007 the Broward Sheriff closed its boot
- 00:08:21camp program to save money miam me D's
- 00:08:23program is the last in the state and
- 00:08:25with an annual budget of $3.5 million it
- 00:08:28too faces a carious future mayor Carl s
- 00:08:31menz proposed closing the program this
- 00:08:33year to save tax dollars but came up
- 00:08:35with the money under pressure at the
- 00:08:36last minute to save it for now boot
- 00:08:39camps are an inherent gamble the safe
- 00:08:41bet would be to send these offenders to
- 00:08:43State Prison where cost just
- 00:08:46$47.50 a day to house and feed them but
- 00:08:49this is a long-term bet you might even
- 00:08:51call it an investment an investment in
- 00:08:54all our names take Justin Martinez a
- 00:08:575-year prison term would cost tax payers
- 00:09:00$86,900 the 16-month boot camp just
- 00:09:0546,4 53 more important than the money
- 00:09:09though is the hope that the program will
- 00:09:11keep Cadets from committing new offenses
- 00:09:13the recidivism rate in prison is 27%
- 00:09:17within the boot camp it's just 11% in
- 00:09:20boot camp they are required to attend
- 00:09:22classes and most war in a GED while here
- 00:09:25those who already have a high school
- 00:09:26diploma receive job training hey
- 00:09:31but the cadets of platoon 14-1 are still
- 00:09:34a long way from success when we come
- 00:09:36back which Cadets will make it and who
- 00:09:39will wash

- 00:09:51out two weeks into boot camp and the
- 00:09:53cadets of class 141 are proving to be
- 00:09:56more difficult than the instructors had
- 00:09:58hoped
- 00:10:01every time she act crazy you going to
- 00:10:03pay for it talking to you little mama
- 00:10:05the drill instructors have them so
- 00:10:07rattled one Cadet keeps referring to his
- 00:10:09male drill instructor as a woman all
- 00:10:11right man you call me a man you got be
- 00:10:14at your freaking you ever call me a
- 00:10:16again we going have a problem you
- 00:10:18understand me you understand me you hear
- 00:10:20me get your
- 00:10:22eyeb p p p p p get your M and your s
- 00:10:28together you fig it out the boot Camp's
- 00:10:30Commander is Lieutenant Rose green I've
- 00:10:32watched the progression it's very slow
- 00:10:34at this point and I I still see that
- 00:10:37they're very raw on this day in January
- 00:10:39there was a stark reminder of what's at
- 00:10:40stake and why getting them to succeed is
- 00:10:43so important to De M St Flo green had
- 00:10:47just learned a Cadet who completed the
- 00:10:48program in December was shot and killed
- 00:10:51in front of his house Mackenzie St FL um
- 00:10:5417 years old we released him December
- 00:10:5719th I believe he went back to the same
- 00:10:59home that he came from so if that's the
- 00:11:01case he he went back to the very streets
- 00:11:04that he came from unfortunately well
- 00:11:06there there not a lot of options
- 00:11:07sometimes they have to go back to a lot
- 00:11:09of times they have to go back to the
- 00:11:10same streets don't they absolutely
- 00:11:12absolutely and that's why we try to
- 00:11:14fortified them St FL had passed his GED
- 00:11:17exam while at the boot camp but he never
- 00:11:20received the actual diploma the
- 00:11:21certificate didn't arrive from
- 00:11:23Tallahassee until the day of his funeral
- 00:11:25Justin Martinez is hoping for a
- 00:11:27different fate I want to know how to be
- 00:11:28a father for one I have a son that's one
- 00:11:30and my daughter's three the most
- 00:11:31important thing he said he can do is
- 00:11:33provide a better example for his kids as
- 00:11:36they grow up I never knew how to work
- 00:11:38for anything and if I when I did work I
- 00:11:40never appreciate working I could have
- 00:11:42gave back to my mother and my kids but
- 00:11:44instead I spent it on myself 16-year-old
- 00:11:46or Rojo is already the father of a boy
- 00:11:48and a girl and Flora is a three-year-old
- 00:11:51son I had him when I was 15 she hasn't
- 00:11:53seen her son in 8 months my mom told him
- 00:11:56that mommy's way for being mad that Mom
- 00:11:59mom is a Time M so when I talk to him he
- 00:12:02tells me to behave
- 00:12:05good
- 00:12:10and and I get pictures of him too I have
- 00:12:14pictures of him
- 00:12:15and I just I feel so bad for not being
- 00:12:19there for him right
- 00:12:21now like it's crazy I had to go through
- 00:12:25all this to
- 00:12:26realize how important
- 00:12:30family
- 00:12:36is oh I'm
- 00:12:44[Music]
- 00:12:50sorry since the start of boot camp one
- 00:12:52frequent Target for the drill
- 00:12:53instructors was a familiar
- 00:12:56face Mark Andino is what is known as a
- 00:12:59recycle he was in the program last year
- 00:13:02but ran into trouble and quit he then
- 00:13:04pleaded to the judge to let him try
- 00:13:05again now he's back and the drill
- 00:13:08instructors are all over I know how you
- 00:13:11that you me son the charge that landed
- 00:13:14him here in boot camp armed robbery my
- 00:13:17girlfriend was pregnant I was under a
- 00:13:19lot of pressure and I made a stupid
- 00:13:21decision and I robbed a jewelry store
- 00:13:23anything you think I don't remember
- 00:13:25you I'm talking to
- 00:13:28you you know what son you better get new
- 00:13:30this your second time around right you
- 00:13:33need to get right you understand me
- 00:13:35don't be a freaking statistic do you
- 00:13:36understand me nearly two months have now
- 00:13:38passed and the cadets are starting to
- 00:13:40show some signs of improvement they seem
- 00:13:42to be getting it for me to be able to
- 00:13:44contain my anger and contain my
- 00:13:46self-control in this place as long as
- 00:13:48I've did shows a lot about what these
- 00:13:49people do here and you know they talk to
- 00:13:52us yeah they yell at us but nobody sees
- 00:13:54the the behind the scenes act when they
- 00:13:56talk to us and give us words of
- 00:13:57encouragement for some the drill
- 00:13:59instructors transition from guards to
- 00:14:01the parents they never had they they
- 00:14:02beat on us but I realized the difference
- 00:14:04between picking on me and trying to help
- 00:14:06me one person who failed to make that
- 00:14:09connection was Andino the cadet had
- 00:14:11finally run out of Second
- 00:14:14Chances Mr adino um refuse you honor to
- 00:14:19comply with the instructions
- 00:14:21and orders for the program not even
- 00:14:24halfway through the program Andino has
- 00:14:26had enough after refusing orders and
- 00:14:29threatening staff the drill instructors
- 00:14:31decided it was time for him to get on
- 00:14:32that bus for state prison on this day
- 00:14:35they were updating the judge that
- 00:14:37granted him boot camp your client is
- 00:14:39potentially facing some very serious
- 00:14:42consequences flunking out of boot camp
- 00:14:44many he would have to serve the
- 00:14:45remainder of a six-year sentence in
- 00:14:47state prison we caught up to him a
- 00:14:49couple weeks later inside the jail where
- 00:14:51he was waiting to be transferred to
- 00:14:52State custody once you got out of boot
- 00:14:55camp and once they brought you here yeah
- 00:14:57I felt stupid you realiz you
- 00:15:00made I felt stupid because you know I
- 00:15:03know what I traded out I traded out some
- 00:15:04months for some
- 00:15:06years and Dino said he couldn't handle
- 00:15:08being disrespected by the drill
- 00:15:09instructors and forced to endure some of
- 00:15:11the physical punishments like crawling
- 00:15:13through the
- 00:15:14pit go at the moment is like my mind's
- 00:15:17just I want to escape I want to get out
- 00:15:19of here I want to get out of here I want
- 00:15:20to get out of here and when I had the
- 00:15:23time to sit there and I'm they brought
- 00:15:25me back to the jail and I had the time
- 00:15:26to sit there and really think about it I
- 00:15:28felt stupid cuz I you
- 00:15:32know I gave it all up I gave my freedom
- 00:15:35up I I let a lot of people
- 00:15:37down you know what I mean for just for
- 00:15:43[Music]
- 00:15:52nothing if Andino represents the failure
- 00:15:55of the boot camp system former Cadet
- 00:15:57Jason Bravo is one of the Seasons the
- 00:15:59instructors have hope if I wanted to do
- 00:16:01something I'd just do it and and looking
- 00:16:03back on it all I did was everything I
- 00:16:05did was self-destructive few people
- 00:16:08understand where these Cadets are coming
- 00:16:09from better than Jason bravo bravo was
- 00:16:1217 when he was arrested for armed
- 00:16:13robbery and assault he was facing a
- 00:16:1515-year prison sentence when the judge
- 00:16:18offered him a chance at boot camp that
- 00:16:20was in
- 00:16:211998 this was my b top uh bottom bottom
- 00:16:25this was my bunk right here I left the
- 00:16:27line up this this is where uh we'd eat
- 00:16:31Chow three times a day
- 00:16:36um lot of lot of good memories here are
- 00:16:38there really yeah I mean looking back at
- 00:16:41it it it was only for the best at least
- 00:16:44for me and and like I said I made uh
- 00:16:47real friends here with the officers
- 00:16:49particularly they they took a vested
- 00:16:51interest in those who really took their
- 00:16:53recovery seriously it's a discipline
- 00:16:55right it's that idea of of you got to do
- 00:16:58what you got to do it's it's it's more
- 00:17:01than that it's the discipline but it's
- 00:17:03also a level of respect that you earn
- 00:17:06from them and then once they get once
- 00:17:08you earn that respect they treat you
- 00:17:10like a human being and then you
- 00:17:12understand why they're doing it then you
- 00:17:13see that their motives and their
- 00:17:15intentions are are good and it only then
- 00:17:18you worry about disappointing them or
- 00:17:20you want to uh earn their approval the
- 00:17:23jural instructors not only helped him
- 00:17:24get through the program but the staff
- 00:17:26wrote letters of recommendation to get
- 00:17:27him into college and then law school
- 00:17:29after Bravo passed his bar exam in 2008
- 00:17:32the Florida bar held up his license
- 00:17:35because of his prior felony arrest but
- 00:17:37once again it was the drill instructors
- 00:17:38who came through vouching for his
- 00:17:40character now at 33 he's been practicing
- 00:17:43law for 4 years and he's paying it back
- 00:17:46by talking to the cadets there's nothing
- 00:17:48that I accomplished before my life I
- 00:17:51accomplished nothing before I came to
- 00:17:53boot camp probably the first thing that
- 00:17:55I did in my life that was worth
- 00:17:57mentioning in a positive way was
- 00:18:00graduating from boot camp the when we
- 00:18:04return the big day for these Cadets has
- 00:18:07finally

- 00:18:27arrived by may just three boot camp
- 00:18:30Cadets from Platoon 141 had washed out
- 00:18:33of phase one that left 35 headed toward
- 00:18:36graduation hours before the ceremony
- 00:18:38Justin Martinez's thoughts turned to his
- 00:18:41family yeah I'm hoping that that that
- 00:18:43the the accomplishment that I may here
- 00:18:45proves myself worthy to them prove
- 00:18:47myself worthy to them and myself because
- 00:18:49um that's my main goal trying to trying
- 00:18:52to please myself but also show my family
- 00:18:54that I am something other than what they
- 00:18:56always lab me as a nobody his drill
- 00:18:58instructors say he's made an amazing
- 00:19:00turnaround during the 4 months he's been
- 00:19:03in boot camp everyone thinks it's easy
- 00:19:04while you're in here because they're on
- 00:19:06you they're yelling at you they're
- 00:19:08telling you what to do the question is 6
- 00:19:11n months from now when you're out of
- 00:19:13here yeah what's going to be different
- 00:19:15that's the test this right here like you

- 00:19:23when you get in the streets you have

- 00:19:28the quality of that they teach you here
- 00:19:30and you keep it up when you're on the
- 00:19:31outside you going to fall regardless
- 00:19:32Jennifer Flores had a harder time in
- 00:19:34boot camp she admits she didn't think
- 00:19:36she would make it to graduation when you
- 00:19:38come here they put you down and you just
- 00:19:40feel like you ain't going to be able to
- 00:19:42do it it's so hard but it's like now
- 00:19:45it's the end like you finally see the
- 00:19:47light a week earlier one of flores's
- 00:19:49best friends 19-year-old Viva karea was
- 00:19:51shot to death standing in front of a
- 00:19:53house in Little Havana I know she wasn't
- 00:19:55around guns or anything like that cuz
- 00:19:57she's not that type but I know she was
- 00:19:58around with guys that probably had guns
- 00:20:01after learning about the shooting Flora
- 00:20:02started acting out refusing orders
- 00:20:05rather than coddling her because her
- 00:20:07friend had died the instructors went at
- 00:20:08Flores harder telling her everyone has
- 00:20:11to deal with horrible events on the
- 00:20:12outside the world isn't fair but that
- 00:20:15doesn't give them permission to screw up
- 00:20:17it happened to her but it could have
- 00:20:19been
- 00:20:23me as platoon 14-1 marches onto the
- 00:20:26field friends and family members trained
- 00:20:28to get a look it's the first time in
- 00:20:30months they've seen their loved ones and
- 00:20:33the ceremony lasts an hour with pledges
- 00:20:35and prayers and speeches and then one at
- 00:20:37a time they're called forward to receive
- 00:20:39their boot camp diplomas Christian aru
- 00:20:43sir Jennifer
- 00:20:46Flores Justin Martinez Martinez has
- 00:20:49excelled in the boot camp and was named
- 00:20:51the platoon's leader boot camp has
- 00:20:53restored our confidence and our will to
- 00:20:54fight for what we believe in but all of
- 00:20:56it is Prelude to that moment when their
- 00:20:58finally

- 00:21:24dismissed across the yard the tearful
- 00:21:26scene is repeated
- 00:21:40Christian is reunited with his two
- 00:21:42children as well as his mom his name is
- 00:21:44Conor he's 5 months that's Christopher
- 00:21:46he's 2 years old I'm proud of him and
- 00:21:49and I thank God because I see him and he
- 00:21:52changed a lot a short distance away
- 00:21:55Justin is with the women in his life his
- 00:21:57baby girl his mother and his grandmother
- 00:21:59he's happy he's at peace with himself I
- 00:22:01can tell he's at peace and I'm happy
- 00:22:04about that before he went into this
- 00:22:05where was he heading down a dark road
- 00:22:08down a dark Road the next phase will
- 00:22:11begin the process of finding jobs and
- 00:22:12entering the work release phase of the
- 00:22:14program but for now the five minutes
- 00:22:16they're given to see and hold family
- 00:22:18members is enough to keep them going the

- 00:23:12were allowed to return home and begin
- 00:23:14working and going to school again they
- 00:23:16will remain under supervision for
- 00:23:18another year and if they stay out of
- 00:23:20trouble their court cases will be closed
